If necessary, the resettlement dates can be adjusted “depending on the progress of construction, selection of sites, implementation of the wishes of residents expressed at public hearings,” stated in the message. “In the first stage, almost 170 thousand Muscovites living in 930 old houses will receive new apartments. In the second stage - from 2025 to 2028 - it is planned to begin relocating more than 1,630 houses, which means another 330 thousand Muscovites. The rest - about 380 thousand people - will move in the third stage, from 2029 to 2032. Then it is planned to resettle more than 1,800 houses,” the statement says. In addition, the published list contains houses for which the resettlement dates have not yet been determined - these are 688 houses. Urban planning documentation for these territories is being finalized. As soon as all documents are approved, residents of these houses will be separately informed about the timing of the move. More than 550 requests for additional purchase of space were received from Moscow residents under the renovation program, the Interfax agency reports, citing the press service of the Moscow Department of Urban Development Policy. “From the moment the relocation of houses participating in the renovation program begins, Muscovites have the right to purchase additional space with a 10% discount. In total, the Fund received 568 applications,” noted the head of the department, Sergei Levkin. He added that 535 complaints were received immediately at the time of relocation, and another 33 during the first two years after the residents moved. To date, 498 contracts have been concluded. The department reminded that the area of purchased housing should not exceed 100 sq.m., and the additional purchase can only be used once. Which houses are subject to demolition?

The reason for recognizing an apartment building as unsafe may be its complete or critical physical deterioration. A residential building can be included in such a list in accordance with the following procedure:

An inspection of the house was carried out by a commission on the basis of an order initiated by its residents, a local government body or a housing supervision inspection. It is mandatory to involve specialists to assess the actual wear and tear of the structure.
All elements of the building are subject to inspection: load-bearing structures, facades, roof, basements, etc. A house where the elements show signs of significant destruction will be considered unsuitable for living due to accidents, which creates a danger for citizens to live in.
Based on the results of the conclusion issued by the commission, the head of the administration makes a decision to add the house to the list of emergency ones and subject to demolition. If the percentage of destruction is acceptable, it may be recommended to reconstruct the object.
The signed decision is sent to the regional administration. Upon approval, the house is included in the program for improving the living conditions of citizens.

All citizens who, at the time the building is recognized as unsafe, are the owner or tenant of the premises in it, as well as registration, have the right to receive in return:

new housing in accordance with sanitary standards for each person;
compensation for the purchase of any other premises based on the standard cost per square meter established in the region.

Repair and finishing of new apartments

The demolition of five-story buildings in Moscow, how resettlement is taking place, where residents will be resettled are not the only pressing topics. An important role is played by the question of what the new housing will be like, its layout and decoration. The renovation project and the resettlement of Khrushchev-era residents at the initial stage aroused great distrust both among experts and Muscovites themselves. However, later the right of citizens to receive equivalent apartments with improved finishing, as well as other guarantees, was enshrined at the legislative level. The implementation of the renovation project was taken under personal control by mayor Sergei Sobyanin.

The new apartments will have a comfort-class finish so that any displaced person can start living in it without additional repairs. Its total cost will be about 11 thousand rubles per sq. m. m. The cost of new housing will be 25–30% higher than what was in the demolished Khrushchev building.

By 2032, it is planned to demolish 5,175 houses built in 1957-1968. People call them “Khrushchevkas”. To implement a large-scale project in Moscow, it is planned to create 489 launch sites, where 350,000 apartments with a total area of about 20 million m² will be built. There are already first results from the implementation of the program. As for the renovation, the demolition sequence is already close to completion at the initial stage. New residential buildings have been built on the site of demolished houses, vacant lots, irrationally located parking lots and other underused land plots.

Only houses with high architectural and cultural value, which will be preserved for future generations of Muscovites, have not been demolished. And as a general rule, the construction of residential premises in them is not provided. These are either commercial buildings or completely reconstructed buildings for administrative needs.

Demolished houses are land plots free for development and included in a comprehensive architectural and planning solution. This takes into account the construction or modernization of main communications with the expansion of recreational areas.

Principles of renovation

The demolition of old housing and the resettlement process is carried out according to the following principle (it is called wave):

first, the starting object is built;
the residents of the house demolished first move into it;
A new building is being built to replace the one that was demolished, and the residents who are next to be demolished will move into it.

A similar principle was tested in Krasnoyarsk and received approval. Modern technologies are used during construction, the rented living space is ready for use. New housing should be located near the old one, accessibility to transport and infrastructure development should be taken into account.
