Urban planning documentation for these territories is being finalized. As soon as all documents are approved, residents of these houses will be separately informed about the timing of the move. More than 550 requests for additional purchase of space were received from Moscow residents under the renovation program, the Interfax agency reports, citing the press service of the Moscow Department of Urban Development Policy. “From the moment the relocation of houses participating in the renovation program begins, Muscovites have the right to purchase additional space with a 10% discount. In total, the Fund received 568 applications,” noted the head of the department, Sergei Levkin. Which houses are subject to demolition?

The reason for recognizing an apartment building as unsafe may be its complete or critical physical deterioration. A residential building can be included in such a list in accordance with the following procedure:

  1. An inspection of the house was carried out by a commission on the basis of an order initiated by its residents, a local government body or a housing supervision inspection. It is mandatory to involve specialists to assess the actual wear and tear of the structure.
  2. All elements of the building are subject to inspection: load-bearing structures, facades, roof, basements, etc. A house where the elements show signs of significant destruction will be considered unsuitable for living due to accidents, which creates a danger for citizens to live in.
  3. Based on the results of the conclusion issued by the commission, the head of the administration makes a decision to add the house to the list of emergency ones and subject to demolition. If the percentage of destruction is acceptable, it may be recommended to reconstruct the object.
  4. The signed decision is sent to the regional administration. Upon approval, the house is included in the program for improving the living conditions of citizens.

All citizens who, at the time the building is recognized as unsafe, are the owner or tenant of the premises in it, as well as registration, have the right to receive in return:

  • new housing in accordance with sanitary standards for each person;
  • compensation for the purchase of any other premises based on the standard cost per square meter established in the region.

The renovation project and the resettlement of Khrushchev-era residents at the initial stage aroused great distrust both among experts and Muscovites themselves. However, later the right of citizens to receive equivalent apartments with improved finishing, as well as other guarantees, was enshrined at the legislative level. The implementation of the renovation project was taken under personal control by mayor Sergei Sobyanin.

    The new apartments will have a comfort-class finish so that any displaced person can start living in it without additional repairs. Its total cost will be about 11 thousand rubles per sq. m. m. The cost of new housing will be 25–30% higher than what was in the demolished Khrushchev building.
