Other documents proving the identity of a citizen of the Russian Federation

The legislation also provides for other documents that can verify the identity of a citizen.

These are:

  1. Temporary identity card issued in form 2P. The document is restrictive and temporary. It is issued, as a rule, when replacing the main document (passport).
  2. Identity card of a Russian military personnel.
  3. Military ID of a soldier, sailor, sergeant, sergeant major, warrant officer, midshipman, reserve officer.
  4. Identity card and military tickets issued by the command of military units and military institutions.
  5. Service identification, for example, if you must provide a document when purchasing alcohol or tobacco products.
  6. Refugee certificate, residence permit in the Russian Federation, temporary residence permit, certificate of temporary asylum in the Russian Federation. These documents do not always prove the identity of foreign citizens, so you should contact the relevant authorities with them to obtain Russian citizenship and a Russian passport. If it is not possible to issue a basic identification document, then you can use the specified documents. For example, they can be displayed in a store if you decide to purchase alcohol or cigarettes.
  7. Passport of a foreign citizen. It will certify the identity of a foreigner entering the territory of the Russian Federation.
  8. A diplomatic document giving the right to enter or leave Russia.

Design features

List of documents proving the identity of a citizen of the Russian Federation outside the country

When traveling abroad, Russians must have identification documents with them:

How, when and where can freshmen get a student card?

The admissions office will tell you when freshmen at colleges and universities will be given a student ID. This information may be displayed on stands next to the lists of applicants.

In large universities in the country, student cards are issued from the first day of official training - September 1. In branches or smaller institutes and colleges, they can be issued within a month after admission.

Student cards are issued for students of any form of study. This is important to know for those who are interested in whether a student ID is issued to part-time students.

  13. A certificate in the established form issued to Russians who are in places of detention, in places of deprivation of liberty, or who have served their sentence and been released from prison.
  14. Driver's license or driver's license. In the main legal acts, a driver's license is not an identity document. However, some acts of the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation, as well as the Definition of the Civil Code of Ukraine 06-1016 of the Supreme Court of the Russian Federation state that a driver’s license contains all the details that allow one to verify the identity of a citizen. The above documents will only confirm your status. It is not possible to perform legally significant actions with them.

It may be possible to buy alcohol or tobacco products in a store, but nothing more.

Appearance

A student ID is needed so that a person can confirm the fact of studying at a college, technical school or university. Most often it looks like a book with a hard cover. The emblem of the educational institution may be depicted on its front side. Inside there is the following information:

  • last name, first name and patronymic of the owner;
  • faculty and form of education;
  • data on years of study;
  • seal and signature of the dean.

The student card is renewed once a year on the first of September - this serves as confirmation that the person has moved to the next course. In some educational institutions, the document takes the form of a plastic card and contains standard information.

A student ID has a number, for example - 2014−02.03.01−01. The first four digits are the year of admission, the rest indicate the specialty code. A similar document exists not only in Russia. It is available in Ukraine, Lithuania and Belarus.

Purchasing alcohol and tobacco products

The driver's license contains his date of birth and photo, so it can be determined that the seller is an adult buyer. At the legislative level, until 2021 it was a little different: to determine the age of the buyer of alcoholic beverages, there is an order from the Ministry of Industry and Trade, for tobacco products - from the Ministry of Health.

According to these orders, previously, for the purchase of tobacco, a motorist’s license served as the basis for confirming a person’s age, but until 2021 it was not included in the list of documents determining age when purchasing alcohol. Based on this, sellers could refuse a drink buyer if he tried to confirm his age with a driver’s license.

Today, you can confirm your age with your license when purchasing both tobacco and strong drinks.

Border crossing

When traveling to another state or when entering the Russian Federation, there is the following list of identity documents:

For a child

Until the age of 14, all citizens of the Russian Federation have a single document confirming their identity. This is a birth certificate. Children are also registered in their parents’ passport if they are under 14 years old. The certificate is stamped with a citizenship stamp, which was introduced in 2007.

Citizenship inserts issued before 2007 are also valid. The stamp is affixed to the child automatically at the registry office. Confirmation is necessary if one of the parents does not have citizenship, and the country of the second parent does not give the child its own.

2. To the Ministry of Internal Affairs of the Russian Federation:

to begin issuing passports of citizens of the Russian Federation on October 1, 1997. Issue passports as a matter of priority to citizens who have reached 14-16 years of age, military personnel, as well as other citizens in cases determined by the Ministry of Internal Affairs of the Russian Federation;

to carry out, before July 1, 2004, a phased replacement of the passport of a citizen of the USSR with a passport of a citizen of the Russian Federation. (As amended by resolutions of the Government of the Russian Federation dated January 22, 2002 No. 32; dated January 23, 2004 No. 35)

3. Establish that the costs associated with the production of passport forms for a citizen of the Russian Federation in 1997 are carried out by the Ministry of Internal Affairs of the Russian Federation at the expense of funds provided in the federal budget for its current maintenance.

5. The Ministry of Justice of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Ministry of Finance of the Russian Federation shall submit, in accordance with the established procedure, to the Government of the Russian Federation within 3 months proposals for introducing changes and additions to the legislation of the Russian Federation in connection with the adoption of this resolution.

6. Recommend to the executive authorities of the constituent entities of the Russian Federation and local governments:

A passport issued in violation of the established procedure or issued on a lost (stolen) passport form is subject to seizure by the internal affairs body of the Russian Federation that identified such a passport. I. GENERAL PROVISIONS

1. A passport of a citizen of the Russian Federation is the main document identifying a citizen of the Russian Federation on the territory of the Russian Federation (hereinafter referred to as a passport).

All citizens of the Russian Federation (hereinafter referred to as citizens) who have reached the age of 14 and live on the territory of the Russian Federation are required to have a passport.

2. Passport forms are produced according to a uniform model for the entire Russian Federation and are issued in Russian.

For passport forms intended for registration in republics that are part of the Russian Federation, inserts can be made that have an image of the state emblem of the republic and provide for the entry in the state language (languages) of this republic of information about the identity of the citizen. The shape of the insert is established by the executive authorities of the indicated republics and the Ministry of Internal Affairs of the Russian Federation in agreement with the Heraldic Council under the President of the Russian Federation. 3. Samples of seals, stamps, forms and personal photographs necessary for issuing a passport, as well as additional protective equipment, are established by the Ministry of Internal Affairs of the Russian Federation. 4. The following information about the citizen’s identity is entered in the passport: last name, first name, patronymic, gender, date of birth and place of birth.

Until December 31, 2004, at the request of a citizen of the Russian Federation traveling by rail from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation in transit through the territory of the Republic of Lithuania and back, photographs of children - citizens of the Russian Federation under 14 years of age - are pasted into his passport. 5. The following marks are made in the passport:

on registration of a citizen at the place of residence and deregistration - by the relevant registration authorities or authorized officials of multifunctional centers for the provision of state and municipal services;

on the attitude towards military service of citizens who have reached the age of 18 - by the relevant military commissariats and territorial bodies of the Ministry of Internal Affairs of the Russian Federation.

At the request of the citizen, the following marks are also made in the passport:

on registration and divorce - by the relevant bodies carrying out state registration of acts of civil status on the territory of the Russian Federation, and by territorial bodies of the Ministry of Internal Affairs of the Russian Federation;

about children (citizens of the Russian Federation under 14 years of age) - by territorial bodies of the Ministry of Internal Affairs of the Russian Federation;

about previously issued passports - by territorial bodies of the Ministry of Internal Affairs of the Russian Federation;

on issued valid basic documents identifying a citizen of the Russian Federation outside the territory of the Russian Federation - by territorial bodies of the Ministry of Internal Affairs of the Russian Federation or other authorized bodies;

about blood group and Rh factor - by the relevant health care institutions;

about the taxpayer identification number - by the relevant tax authorities.

The mark on children (citizens of the Russian Federation under 14 years of age) is certified by the signature of an official and the seal of the territorial body of the Ministry of Internal Affairs of the Russian Federation.

6. It is prohibited to enter information, marks and entries into the passport that are not provided for by these Regulations.

A passport containing information, marks or entries not provided for in these Regulations is invalid.

7. Validity period of a citizen’s passport:

from 14 years - until the age of 20;

from 20 years to 45 years of age;

from 45 years old - indefinitely.

When a citizen (with the exception of military personnel serving on conscription) reaches 20 and 45 years of age, the passport must be replaced. Moreover, such a passport is valid until the day a new passport is issued, but no more than 90 days after the day the citizen reaches 20 and 45 years of age. For military personnel undergoing conscription military service, passports are issued or replaced upon completion of the established period of conscription military service. (As amended by Decree of the Government of the Russian Federation dated December 20, 2006 No. 779)

9. Violation of the requirements of these Regulations entails liability of officials and citizens in accordance with the legislation of the Russian Federation.

II. ISSUANCE, REPLACEMENT OF PASSPORTS AND THEIR USE

10. The issuance and replacement of passports is carried out by the Ministry of Internal Affairs of the Russian Federation and its territorial bodies at the place of residence, place of stay or place of appeal of citizens in the manner determined by the Ministry of Internal Affairs of the Russian Federation.

Along with the passport, citizens who have reached the age of 14 years, as well as persons who have acquired citizenship of the Russian Federation, with the exception of persons who submitted an application for admission to citizenship of the Russian Federation at diplomatic missions or consular offices of the Russian Federation, are presented with a publication of the Constitution of the Russian Federation (in the current version) .

11. To obtain a passport, a citizen submits:

application in the form established by the Ministry of Internal Affairs of the Russian Federation; (As amended by Decrees of the Government of the Russian Federation dated March 28, 2008 No. 220; dated July 7, 2016 No. 644)

birth certificate (for citizens living outside the territory of the Russian Federation and who do not have a passport - a passport of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation (hereinafter referred to as a foreign passport)); (As amended by Decree of the Government of the Russian Federation dated February 22, 2012 No. 141)

two personal photographs measuring 35 x 45 mm.

If it is impossible to provide a birth certificate, a passport may be issued on the basis of other documents confirming the information necessary to obtain a passport.

If necessary, to obtain a passport, other documents certifying the citizenship of the Russian Federation are submitted, which are determined by decrees of the President of the Russian Federation dated November 14, 2002 No. 1325 “On approval of the Regulations on the procedure for considering issues of citizenship of the Russian Federation” and dated April 13, 2011 No. 444 “On additional measures to ensure the rights and protection of the interests of minor citizens of the Russian Federation.” (As amended by Decree of the Government of the Russian Federation dated February 22, 2012 No. 141)

A citizen has the right not to submit the documents specified in paragraph six of this paragraph, but only to indicate in the application for a passport information about the body that made the decision to acquire citizenship of the Russian Federation. Based on the specified information, the territorial body of the Ministry of Internal Affairs of the Russian Federation requests the relevant information from the body that made the decision to acquire citizenship of the Russian Federation. If a passport is issued to a citizen who acquired citizenship of the Russian Federation outside the Russian Federation, based on the information provided by the said citizen, the territorial body of the Ministry of Internal Affairs of the Russian Federation requests information on the acquisition of citizenship of the Russian Federation from the Ministry of Foreign Affairs of the Russian Federation. In case of loss of a foreign passport issued by the Ministry of Foreign Affairs of the Russian Federation or a diplomatic mission or consular office of the Russian Federation, based on the information provided by the citizen, the territorial body of the Ministry of Internal Affairs of the Russian Federation requests information about the fact of issuance of the foreign passport from the Ministry of Foreign Affairs of the Russian Federation. Sending an interdepartmental request and obtaining information from the information systems of the Ministry of Foreign Affairs of the Russian Federation is carried out, including in electronic form, using a unified system of interdepartmental electronic interaction. An interdepartmental request is sent within 1 working day from the date of registration of a citizen’s application for a passport. The preparation and submission of a response to an interdepartmental request is carried out by the Ministry of Foreign Affairs of the Russian Federation within 5 working days from the date of receipt of the specified request. If there is no information about the acquisition of citizenship of the Russian Federation in the information systems of the Ministry of Foreign Affairs of the Russian Federation, the territorial body of the Ministry of Internal Affairs of the Russian Federation carries out, in accordance with the established procedure, a check of the circumstances indicating the presence or absence of citizenship of the Russian Federation. 12. A passport is replaced if the following grounds exist:

reaching 20 or 45 years of age; (As amended by Decree of the Government of the Russian Federation dated July 15, 2021 No. 1205)

change by a citizen in the prescribed manner of last name, first name, patronymic, change of information about the date (day, month, year) and/or place of birth;

gender change;

unsuitability of the passport for further use due to violation of the security elements of the passport form, as a result of which it is impossible to establish the authenticity of such a form and provide protection against changes in the information printed on it, damage that violates the integrity of the passport form (the absence of a page or part thereof intended for making marks and (or ) records), and (or) wear (damage), in which it is impossible to unambiguously visually determine the presence or content of all or individual information and details specified in the passport (last name, first name, patronymic, date (day, month, year) and (or) place of birth, gender, name of the authority that issued the document, number or series of the document, date of issue of the document), machine-readable record or photograph; (As amended by Decree of the Government of the Russian Federation dated July 15, 2021 No. 1205)

detection of inaccuracies or errors in entries made in the passport.

A passport can also be replaced in other cases provided for by regulatory legal acts of the Russian Federation.

13. To replace a passport, a citizen submits:

application in the form established by the Ministry of Internal Affairs of the Russian Federation; (As amended by Decrees of the Government of the Russian Federation dated March 28, 2008 No. 220; dated July 7, 2016 No. 644)

passport to be replaced;

two personal photographs measuring 35 x 45 mm;

documents confirming the grounds for replacing the passport specified in paragraph 12 of these Regulations.

14. Citizens submit documents and personal photographs necessary to obtain or replace a passport to the territorial bodies of the Ministry of Internal Affairs of the Russian Federation directly or through officials of multifunctional centers for the provision of state and municipal services. An application for the issuance (replacement) of a passport in the form established by the Ministry of Internal Affairs of the Russian Federation, and a personal photograph can be submitted by a citizen in the form of an electronic document using the federal state information system “Unified portal of state and municipal services (functions)” is established by the Ministry of Internal Affairs of the Russian Federation in agreement with the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation. 15. Documents and personal photographs to obtain or replace a passport must be handed over to citizens
