Is it possible to live without a passport?

If a person decides not to apply for a new passport, he will face difficulties. In addition to the fact that he will not be able to perform any action that involves indicating passport data (for example, sending or receiving parcels, applying for a loan, registering on government service websites, etc.), with some degree of probability he will also have to part with a certain amount of money . Article 19.15 of the Code of Administrative Offenses states: “Residing at the place of stay or at the place of residence in the residential premises of a citizen of the Russian Federation who is required to have an identification document of a citizen (passport), without an identification document of a citizen (passport), or with an invalid document, entails the imposition of administrative fine." In Moscow and St. Petersburg, the fine ranges from 3,000 to 5,000 rubles, in other localities – from 2,000 to 3,000 rubles.

At the same time, the responsibilities of a person without a passport are exactly the same as those of someone who has a valid document. That is, he will be held liable for any offenses in accordance with current legislation.

Where to apply

After discovering the loss, you should contact the Ministry of Internal Affairs. There, fill out a statement about the loss of your passport, indicating:

  • Reason;
  • Place;
  • Time.

After this, the citizen is issued a special coupon, which will indicate the registration of the incident. With the received certificate-notification, you should come to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs. There, fill out another application, attaching a coupon and several additional documents.

Until December 19, 2021, the function of filing an application for the loss of a passport through the State Services website was available. Now there is no such possibility. The applicant will have to contact the department in person.

Where to go if you lose your passport

If your international passport is lost in Russia, you should also contact the territorial body of the Russian Ministry of Internal Affairs. At the request of the applicant, a police officer may issue a certificate stating that the data has been accepted for processing. However, when drawing up a new document, this certificate will not be needed. It is needed to ensure that the citizen is convinced that the information is accepted for processing. This means that the old document will be unusable within 3-7 days.

An application for a new international passport can be submitted to the FMS or MFC department. This function is also available on the State Services website online.

If your passport has been lost or stolen abroad:

  1. The Russian must immediately report the loss to the local police station;
  2. Then contact the diplomatic mission or consulate of the Russian Federation;

The order of your actions depends on whether your passport was stolen, you lost it, or simply damaged it. In the first two cases, you must first contact the police to file a theft report. This is important because a stolen or found document can be used by criminals.

If your passport has simply become unusable, you can immediately contact the Ministry of Internal Affairs office at your place of residence. Next, we will tell you in detail what kind of preparatory work to do before this and why it is advisable to take the documents to the exact branch to which your registration address belongs.

Instructions: what to do if your passport is lost

The idea of ​​“searching on your own” is only suitable for a situation where a person knows where exactly he lost his passport. For example, I took it out in a store when buying alcohol, went outside, got into the car, opened my bag, and didn’t find my passport there. Obviously, you can return along the same path to the store and search, ask the security, the seller. But if it is more difficult to specify the time and place of loss and personal searches have not yielded anything, then here is a checklist on how to proceed:

Contact the police

You can apply to any nearest branch - not necessarily at your place of residence. Here you will need to confirm that your passport was not stolen, but it is lost, write an application and receive a coupon in return - it confirms that the application has been accepted.

The police officer will also draw up a report on the administrative violation. Loss of a passport falls under Article 19.16 of the Code of Administrative Offenses of the Russian Federation (intentional damage to an identity document or loss due to negligence). Therefore, you will have to pay a fine for an administrative offense - in the amount of 100–300 rubles. You can pay the fine in the bank closest to the police station or in your mobile bank.

There is little chance that law enforcement will find the passport. But contacting the police is necessary so that the lost document is declared invalid (the data in the OUFMS database is updated) and anyone who accidentally finds it cannot use it. You can check whether the data is updated on the Ministry of Internal Affairs website using a special service.

Prepare documents to request a new passport

After the visit to law enforcement agencies, you must submit an application for a new passport. It is filled out by hand or on a computer and then printed. The form can be downloaded on the Ministry of Internal Affairs website.

When filling out by hand, you must write in block letters, black or blue ink. Corrections are not allowed. The application must include the details of the lost passport.

The following documents will need to be attached to the application:

  • Photos 3*4 - two pieces, black and white or color, taken in the same year (must correspond to the applicant’s age at the time of application). Photo requirements are standard: hats, uniforms, and outerwear are prohibited. The face should not be covered by scarves or loose hair.
  • A coupon notification of registration of a message about the loss of a passport - a copy will be taken from it, the original will be returned.
  • A receipt for payment of the state fee for issuing a new passport (more on this below).

Additional set of documents (if available): • Certificate of marriage, divorce, birth of children under 14 years of age. • A copy of the military registration document: military ID or certificate issued by the commissariat.

Representatives of other nationalities, as well as Russians who permanently reside outside the Russian Federation, may be asked for documents confirming Russian citizenship. For example, a birth certificate.

If you have any documents in a foreign language, you must make a notarized translation into Russian.

Pay the state fee

According to Article 333.33 of the Tax Code of the Russian Federation, the state fee for passport restoration is 1,500 rubles. You can pay it at any bank branch or in online banking using the details specified in the receipt. This cannot be done through the Gosuslugi portal, so no discounts are provided (for other payments they give -30% for payment by card) are not provided.

To pay the state fee, you need to issue a receipt: the form is available on the website of the Main Directorate of the Ministry of Internal Affairs (here you can immediately automatically enter the OKTMO code, full name, INN and address of the payer) and on the State Services portal (you will have to fill it out manually).

If your passport is lost due to an emergency, such as a flood, you do not need to pay the state fee.

Contact the Migration Office

The prepared set of documents, along with a receipt for payment of the state fee and a signed application for the loss of a passport, must be taken to the migration department of the Ministry of Internal Affairs at the place of residence or temporary stay.

Previously, this could be done at the MFC or the Federal Migration Service, but after 2016 this issue is dealt with exclusively by the Ministry of Internal Affairs. It will be possible to replace a passport at the MFC only in Moscow, where Ministry of Internal Affairs officers are stationed in the departments.

Wait for the new passport to be issued

After submitting an application to replace your passport and package of documents, you may be given a choice of a certificate of acceptance of the application in any form or a temporary identity card of the Russian Federation. The second option is important for those who need a passport replacement while waiting: for example, if a person has lost the document before traveling. To obtain a temporary ID, you will need to take an additional photo at the branch.

If documents are submitted at the place of residence, they must be reviewed within 10 calendar days. If you applied in another city, the period increases to 30 days. Holidays and weekends do not affect the waiting period, even if the application was submitted on December 30.

Only the citizen for whom it is intended can receive a completed passport. Relatives cannot do this, even if they have a power of attorney. If a person cannot visit the Ministry of Internal Affairs department for health reasons, an employee of the department will deliver the document to his home. To do this, relatives need to write a corresponding application to the Ministry of Internal Affairs and attach a certificate.

Notify the bank of new passport details

If you have a bank account, then you need to contact the bank and inform about the change of passport - this requirement is stated in the contract. If this is not done, the bank has the right to block the account at any time, because the document specified in the agreement is on the list of invalid ones.

If you have a loan, the creditor bank also needs to be notified of the change in passport data - the new information will be included in the previous agreement or additional agreement.

Check your credit history

Experts advise checking your credit history at least once a year, but if you have lost your passport, you should do this more often (if your passport fell into the hands of fraudsters, they could try to apply for a loan in your name).

Algorithm for restoring a passport in case of loss or theft

To obtain a new passport to replace a lost (stolen) one, you must follow the following system.

1. Contacting the police with a statement about the theft of your passport (if it was stolen).

When you submit your application, you will be issued a ticket. It consists of a coupon-stub and a coupon-notification. The second one will remain with you.

2. Preparation of documents needed to obtain a new passport.

To ensure that the data in the new passport is correct, collect all the documents that are needed to make the appropriate marks.

Refusal

There are almost no cases of refusal to replace a damaged document. They can refuse:

  1. When submitting incorrect photos. For example, old or incorrect format.
  2. The applicant is under 14 years of age.
  3. Not all information is included in the application.
  4. Any required document is missing.
  5. The ID turned out to be fake.
  6. The person did not have Russian citizenship or was deprived of it.
  7. Duty not paid. This is partly due to incorrect details on the receipt, or as a result of technical errors. Therefore, it is good to have the original or photocopied receipt with you.

Passport photo requirements

Paragraph No. 5 of Order No. 391 of the Federal Migration Service defines serious requirements for passport photographs:

  1. Photos from the front and without a headdress (it is allowed to submit photographs in headdresses that do not hide the oval of the face by citizens whose religious beliefs do not allow them to be shown in front of strangers without hats);
  2. The size of the face oval image in the photograph should be 70 - 80 percent of the photo size;
  3. The distance from the bottom point of the chin to the conventional horizontal line drawn through the pupils of the eyes should be 12 mm;
  4. The interpupillary distance should be at least 7 mm;
  5. The image in the personal photograph is placed in such a way that the upper margin free from the image above the head is 5 mm;
  6. The face in the photo should be in focus from the tip of the chin to the hairline and from the nose to the ears;
  7. For citizens who constantly wear glasses, it is mandatory to take photographs with glasses, and the eyes must be clearly visible in the photograph;
  8. The photograph shows the person facing the camera and looking directly at it with a neutral expression and a closed mouth;
  9. The background must be white, smooth, without stripes, spots and images of foreign objects and shadows;
  10. A citizen's eyes must be open and his hair must not obscure them.

Required documents

Before contacting the MFC, you should collect the required papers. The Russian will need:

  • a statement of loss, written in free form, indicating the circumstances of the loss (when writing, you should focus on the sample drafting form provided at the selected multifunctional center);
  • application requesting the issuance of 1P (filled out in the form);
  • 2 photos 35x45;
  • a receipt indicating payment for the passport restoration service;
  • military ID;
  • certificates confirming the presence of children under 14 years of age;
  • certificate of conclusion (in case of divorce - dissolution) of marriage.

In case of theft, a notification coupon from the Ministry of Internal Affairs is provided separately. If there are special circumstances that provoked the loss of documentation, an existing certificate of fire, flood, or other circumstances is provided.

A certificate confirming your place of residence (house register, apartment card) is optional. A government employee has the right to make an interdepartmental request to find out the registration data of the Russian citizen who has applied.

It is advisable to find out in advance the amount of the state duty and its details. The receipt can be obtained at the MFC. The need to pay it is provided for in Article 333.33 of the Tax Code of the Russian Federation (clause 18). Its size is 1500 rub. When submitting an application through the State Services portal, it is possible to receive a 30% discount, the amount of state duty is reduced to 1050 rubles.

Do I need to pay a fine and what is its size?

As already mentioned, you have to pay for the offense. But the longer a person delays applying, the more he will have to pay out of his pocket. The degree of offense also plays a big role. In particular, one person may only be given a verbal reprimand, while the other will pay a fine. At the moment, the fine provided for by Russian law if you have to restore your passport ranges from 100 to 300 rubles.

The amount is certainly small, but if you ignore the absence of a main identification document for a long time, migration services may consider the fact of loss as an intentional offense. As a result, they are charged with a more serious offense - living without documents. And this is already a large amount. Pay two or three thousand rubles (in St. Petersburg up to 5 thousand rubles).

The only way to avoid a large fine is to begin recovery almost immediately when the loss is discovered. At most, the next day. But if you are accused of delaying deadlines, this can be refuted within 10 days.

Pay the issued fine no later than 60 days from the date of receipt, or the amount will double. Even if this does not help, the person will face forced labor or even arrest.

Which is invalid

A replacement of a damaged Russian passport is needed if it contains:

  • There are extra marks, notes or seals;
  • The numbers and letters of the master records cannot be parsed;
  • Seals, stamps and holograms are unclear or worn out;
  • Information about a person is incorrect or inauthentic;
  • The document is expired;
  • The paper or cover is torn;
  • There are traces of exposure to fire, water and other liquids;
  • The passport is very worn.

The passport should not contain any other seals or stamps other than:

  • Marriage;
  • Military duty;
  • Presence of minor children;
  • Data on other passport documents;
  • Blood group and rhesus;
  • Registration details on page five.

The basic information states:

  • Full Name;
  • Floor;
  • Date and place of birth;
  • Date and place of issue.

Other data is superfluous and will be a reason to call the document damaged. However, the absence of key information is also a violation of the documentation form.

At 20 and 45 years old, the passport must be exchanged for a new one, so failure to meet the deadlines will be considered a violation and the document will also have to be changed.

Contacting the police

A lost passport will be included in the invalid list. This is done in order to prevent its use by other individuals who may accidentally find it. After all, it is possible that the finder will turn out to be an unscrupulous citizen and will try to achieve some selfish goals with the help of this very passport.

There is no need to hesitate to visit the police station. It is better to generally try to report the unpleasant disappearance to the police on the very first day. In this case, the likelihood that someone will find a lost passport and begin to use it for personal gain will be minimized.

  • parent's civil passport;
  • act of the guardianship and trusteeship authority on the appointment of a guardian or trustee (if any);
  • The presence of the child is required for photographing.

If you receive a passport when you are over 18 years old:

  • receipt of payment of state duty;
  • passport of a citizen of the Russian Federation;
  • international passport (if you have one and have not expired);
  • certificate of change of surname, name or patronymic (if these data have changed);
  • military ID (if available).

Important: if you are preparing an old-style document, you must provide four color or black and white photographs measuring 3.5x4.5 cm.

You must also provide information about your place of work or study for the last 10 years.
