A complete list of problems with the document, due to which the passport is considered damaged:

  1. Incorrect initials, errors in last name, first name, patronymic.
  2. Stains on document pages. They often appear when the identity card was taken with dirty hands, as a result of a feast, or repair and household work.
  3. Extra marks or stamps. Any not provided for by law makes the document invalid and in need of replacement.
  4. Overdue. When your passport has expired.
  5. Dilapidation and wear and tear of the document. Constant use of a passport wears out its pages; they become wrinkled, withered and frayed.
  6. Traces of exposure to water or fire. Smudges and stains often make information difficult to read and documents invalid.
  7. The cover or pages are damaged. For example, there are tears as a result of careless handling of the document.
  8. Worn seals, blurry symbols. The paint used to apply stamps and marks on the passport can fade over time and render the identity card unusable.

Additionally, we can note an even greater number of situations that make the passport invalid. What they have in common is that the characters cannot be read or identified using a digital scanner. Purposeful damage to the passport cannot be ruled out, for example, as a result of a family quarrel or on one’s own initiative. In this case, you may receive a fine for damaging your passport. It is small and does not exceed 300 rubles. And the deliberate addition of additional characters made with the aim of committing fraud may even result in the initiation of a criminal case for forgery of a document.

Law

The reasons why a passport is considered damaged are:

  • heavy wear;
  • presence of damage: for example, torn pages, torn pages, water damage;
  • difficult to distinguish records and stamps;
  • the presence of blot marks and stamps not provided for by the regulations on the passport of a citizen of the Russian Federation, for example, a stamp of another state;

The presence of at least one of the above points makes the main identity document invalid according to paragraph 6 of paragraph 22 of the FMS regulations. It will need to be replaced.

What documents are needed if your passport is damaged?

  • Information about children under 14 years of age who must be included in the new passport.
  • Receipt of payment of the state fee for issuing a new document.
  • Receipt for payment of a fine for damage from 100 to 300 rubles (if you were issued one).
  • Military ID (if you have one).
  • Information about registration at the place of residence.
  • Photos 3.5x4.5 centimeters, three pieces.

To get a new document, you need to write a claim about damage. At the same time, the damaged Russian sample itself must be preserved; it must be submitted to the FMS, where it will be entered into the database of invalid documents and destroyed.

The application is filled out according to the form that you receive when visiting the institution. It is important to fill it out correctly. The application states:

  • Last name, first name and patronymic in full;
  • Date and place of birth;
  • Last name, first name and patronymic of parents;
  • Date and place of marriage registration, last name, first name and patronymic of the spouse;
  • Place of residence and registration at this place;
  • In the line “reason” you need to write “damage” in block letters;
  • Data on obtaining citizenship for a foreigner;
  • Signature.

You must sign in the presence of an inspector who will verify this signature. This application also contains a second signature, which is placed upon receipt of the new document. The inspector himself will fill out individual columns in the application.

To speed up the process, you can submit an application and documents using the government services website or through the Multifunctional Center. It is better to submit documents in person, because you will need to resolve the issue of sanctions in connection with damage to the document.

If a person cannot go to these institutions for health reasons, you can arrange for an employee to visit your home by providing medical evidence of a serious condition.

When contacting these institutions, the service officer will decide whether to impose a fine for damage. A warning may also be an option.

If you still receive a fine, then you need to pay it before replacing it, for which details are given. This can be done through a bank or online wallets. The cost will depend on when you contacted us about the need to replace a damaged sample.

Also, in order to change the document, you will need to pay a state fee for issuing a new version in the amount of 1,500 rubles. When submitting documents via the Internet, a 30 percent discount is issued, and the amount is 1050 rubles. In this case, you need to keep the payment receipt.

After submitting the application, all other papers are submitted to obtain a new passport. The service employee accepts them and issues a receipt and reports the time of issue of the new sample in the form of an appointment:

  1. The shortest period is 10 days, provided that the documents are prepared at the institution at the place of registration;
  2. In other cases, the wait increases to 30 days. During this time, you can apply for a temporary certificate, for which you also write an application immediately upon submission and attach another photo.

Submitting an application

You can submit documents to replace a damaged passport at various institutions.

  1. Territorial division of the Main Department of Migration Affairs of the Ministry of Internal Affairs
    . It is this institution that is directly involved in the production of documents, so you can contact them directly. Since employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs deal with a large number of different issues, you can meet a lot of people and long queues here.
  2. MFC (Multifunctional centers)
    . Most often, this is the most convenient option for submitting an application, due to streamlined processes and the absence of long queues. The MFC will independently transfer the data to the Main Department of Migration of the Ministry of Internal Affairs. This may slightly increase the total time it takes to replace a damaged ID card.
  3. Government services
    . You can also submit an application through the State Services portal and pay the fee there with a 30% discount. You can choose the unit of the Main Department of Migration Affairs of the Ministry of Internal Affairs where you will receive your new passport.

How much does it cost to replace a passport?

The amount of the state fee differs from the standard passport replacement. The cost of exchanging a passport due to damage is higher than in other situations and equals 1,500 rubles. When paying through the State Services portal, the price will be 1050 rubles. Citizens can make payments either by using a payment terminal or by going to any branch of a savings bank.

Recently, the list of documents attached to the application does not include a receipt confirming payment. It will be enough just to provide information about the details of the payment document itself. In the absence of a receipt, employees of the bodies authorized to process the application cannot refuse to accept the application.

Application methods

Let's go through the main methods of submitting an application in detail again.

Department of the Main Department of Migration Affairs of the Ministry of Internal Affairs

If the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs is located near your home, it is most logical to contact it. To complete the procedure you will need:

  1. Sign up for the electronic queue. You cannot come without a queue.
  2. Collect the package of documents indicated above in this article.
  3. Find the right office to submit documents. Usually, there are pointers for this, or you can ask the administrator for help.

If a citizen is registered at his place of residence in the same area as the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, he will receive a ready-made passport within 10 days. If the registration relates to another subject of the Russian Federation, the duration of obtaining a passport increases to 30 days.

MFC

At the MFC you can make an appointment either using the electronic queue at the branch or in advance via the Internet for a specific time. Procedure:

  1. If you do not yet have a personal account on State Services, you need to create one. You can register by indicating your passport data, SNILS, INN, phone number and email.
  2. After this, you need to go to the “Service Catalog” tab.
  3. There you should find passport-related services and select “replacement of a Russian passport due to damage through State Services.”
  4. You can then choose between a live visit or applying online. When choosing a live visit, you will be able to register for a specific time using an electronic queue. If you choose to apply online, you will be taken to the appropriate step.
  5. After clicking, you will see a form that you need to fill out carefully. After which you will receive a notification about the need to pay the state duty.
  6. You should keep the receipt for payment of the state duty, just in case. This can be done by sending it by email, or by taking a screenshot and saving it to your computer.
  7. Sign up to submit documents at the nearest branch.
  8. After 30 days you will be able to pick up your completed passport.

Registration through State Services allows you to save 30% on state fees.

Deadlines

The deadline for replacing a passport if damaged is established by PP No. 828 of 07/08/1997 and is determined by several time periods:

  • if a person applies at the place of registration, the procedure will take no more than 10 years;
  • if a person applies not at the place of registration, then up to 30 days.

The specified deadlines are determined regardless of the chosen place of appearance for registration. In the case of an application through Internet resources, the countdown of the period begins from the day of appearance at the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation with the document that needs to be replaced.

Fine for damaging a passport

The easiest way to obtain a new passport is through the MFC if it is spoiled or damaged. Many people try to do this intentionally to evade loan obligations or evade paternity. However, when issuing a new identity card, you cannot avoid liability. Therefore, you should not count on this.

The fine for damaging a passport ranges from 100 to 300 rubles. Formally, in this case, employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs will have to prove that the damage to the document occurred intentionally. If guilt has not been proven or is not obvious, in theory a fine should not be imposed.

What happens if you don't pay the fine?

After you are served with the protocol, you have 60 days to pay the fine issued to you (Article 32.2 of the Code of Administrative Offenses of the Russian Federation). If you do not make payment on time, you will be punished for evading payment of a fine under Article 20.25 of the Code of Administrative Offenses of the Russian Federation. The punishment will be chosen from the following possible options:

  1. Fine 1000 rubles.
  2. Arrest up to 15 days.
  3. Community service up to 50 hours.

The validity period of the punishment decision is 2 years (Article 31.9 of the Code of Administrative Offenses of the Russian Federation).

Refusal

There are almost no cases of refusal to replace a damaged document. They can refuse:

  1. When submitting incorrect photos. For example, old or incorrect format.
  2. The applicant is under 14 years of age.
  3. Not all information is included in the application.
  4. Any required document is missing.
  5. The ID turned out to be fake.
  6. The person did not have Russian citizenship or was deprived of it.
  7. Duty not paid. This is partly due to incorrect details on the receipt, or as a result of technical errors. Therefore, it is good to have the original or photocopied receipt with you.
