How to obtain temporary registration in the Moscow region

According to the law, all foreign citizens arriving in Russia in 2021 are required to register. This process is called registration of a foreign citizen. There are temporary and permanent registration.

Extension of temporary registration in Russia until June 15, 2021

Due to the coronavirus epidemic, Russia has closed its borders.

The permitted periods of stay and registration of foreigners from countries with which air traffic has not been resumed in Russia after December 15, 2021 were automatically extended until June 15, 2021, this was reported in the official decree of the President of the Russian Federation.

This rule applies to all foreigners from countries with which international flights have not been resumed as of December 15, 2020. If borders and air traffic are opened with the country. The legislative framework

The basic rules and regulations of temporary registration are regulated by Russian legislative act No. 109 and its annex. Legislative acts prescribe and indicate the responsibilities and rights of immigrants from other states.

Why is temporary registration needed?

Registration rules for citizens of different countries

Temporary registration of foreign citizens consists of providing information regarding the personal data and duration of the foreigner’s stay in Russia to the Main Directorate for Migration Issues in the Russian Federation. Registration deadlines for citizens of different countries:

  1. Residents of Ukraine are required to register during the first week of their stay. It is also worth noting that since March 24, 2017, all benefits for residents of the occupied territories (Luhansk and Donetsk) have been cancelled.
  2. Residents of the Republic of Belarus are required to undergo this procedure during the first 30 days of their stay in the Russian Federation.
  3. Armenian citizens are required to register within the first 30 days of their stay.
  4. Residents of the Republic of Kazakhstan have the right to register within the first 30 days of being in the country.
  5. Citizens of Kyrgyzstan are required to register for migration within the first 30 days.
  6. Citizens of Tajikistan have the right to obtain temporary registration without penalties in the first 15 days of stay in the state.
  7. Residents of the Republic of Moldova and Uzbekistan are required to complete the registration procedure within the first 7 days.

Residents of other countries should register and obtain a temporary residence permit during the first week of their stay in Russia. If a foreigner does not complete temporary registration for foreign citizens on time, this will be considered a violation for which a resident of a foreign country will have to be punished.

Validity period of temporary registration

The temporary registration period is 90 days. This is exactly the number of days that foreigners are allowed to stay in Russia in six months.

When the expiration date of the temporary registration expires, that is, 90 days have passed, the foreigner is obliged to obtain a temporary residence permit or temporary residence permit or leave the country. He will be able to visit Russia again only after 3 months.

For citizens of the LPR and DPR, the period of stay under temporary registration has been increased from 90 to 180 days. The corresponding Decree of the Government of the Russian Federation came into force at the end of March 2021.

But it is possible to obtain an annual temporary residence permit only if you have a work contract, which states that the foreigner and the employer enter into an agreement for a period of at least one year, that is, an employee with foreign citizenship undertakes to work for the employer for at least this time.

This privilege is available to visitors from the following countries:

  1. The Republic of Belarus.
  2. Armenia.
  3. Republic of Kazakhstan.
  4. Republic of Kyrgyzstan.

Registration procedure

The registration procedure involves the submission of papers by a foreign citizen and the owner of real estate to the department of the Main Directorate for Migration Issues. The main document certifying the presence of a temporary registration is the detachable part of the form. This document is issued after all papers have been submitted and verified by an employee of the Main Directorate for Migration.


Registration procedure:

  1. Entry of a resident of another country into the Russian Federation.
  2. A foreigner filling out a migration card at the Russian border.
  3. Submitting an arrival notification form.
  4. Employees of the migration department check submitted documents and enter information about the place of residence into the database.
  5. Issuing a detachable part of the notification.

Required documents

Documents are submitted both by the person receiving the foreigner and by the foreign citizen himself.

The required package of documents for foreigners consists of the following:

  1. Foreign and civil passports.

  3. Visa permission (if necessary).

It should be remembered that in order to receive citizens of other countries and register them, the organization must obtain accreditation from the migration service.

The host

The procedure for registering a foreign citizen provides for the “binding” of a person to a specific address where he will live in the Russian Federation.

Usually foreigners register in apartments or houses, a hotel or a company called a legal entity.

Important! From August 2021, the receiving party has the obligation to notify employees of the Ministry of Internal Affairs not only about the arrival, but also the departure of a foreign citizen.

  • Go to the regional office of the Ministry of Internal Affairs;
  • Submit the notification form for the departure of a foreigner through the MFC;

Registration in the apartment

It should be understood that if a foreigner has his own apartment or house, then it is much easier for him to register at his place of temporary residence.

Responsibilities of the host

Within seven days after the arrival of a citizen of another state, the receiving person is required to fill out a form and submit it to the department of the Main Directorate for Migration at the place of residence of the foreign resident.

  1. Migration card. This document is filled out by a foreign resident when crossing the Russian border. The migration form indicates the purpose of arrival in the country, last name, first name, passport details and estimated period of stay.

Filling out the form

When filling out the form, you must follow these rules:

  1. Corrections are not allowed.
  2. Strikethroughs are not allowed.
  3. Abbreviations are not permitted.
  4. All fields of the form must be completed.
  5. The document is filled out exclusively in Russian in block letters.
  6. Spelling errors are not allowed.

If the owner of the property registers several visitors from other states at once, then an application is filled out for each of them. Making a general form is prohibited.

The form consists of 3 parts:

  • The first part contains information regarding the foreign visitor.
  • The second part contains information about your place of residence.
  • The third part records information about the receiving person.

The first part of the document contains the following information:

  • Full Name.
  • Citizenship.
  • Date on which the applicant was born.
  • Place of his birth.
  • Information about the identity document.
  • Purpose of entry.
  • Information about a document confirming the right of a foreign citizen to reside in the Russian Federation.
  • Migration form number.
  • Information about legal representatives.
  • Previous place of residence in the Russian Federation.

The second part of the form contains the following information:

  1. Name of the area (region).
  2. City or region.
  3. Full address (street, house, apartment).

The third part states:

  1. Full Name.
  2. Date of Birth.
  3. Information about the document that proves your identity.
  4. Address.

Registration of children

Registration of a child is carried out in the same manner as for an adult.

The registration procedure for a child and an adult foreign citizen is no different

But you need to remember that registering children at a legal address is prohibited. For children, the receiving party can only be an individual.

To register a child, the parent and the receiving party submit a package of papers, which consists of the following:

  1. Notification confirming the child's arrival.
  2. Migration form filled out for the baby.
  3. Certificate confirming the fact of birth of the child.
  4. Passports of the receiving person.
  5. Documents confirming ownership of the property where it is planned to register the baby.

Where can a minor child be registered at his/her place of stay?

A person’s place of residence is determined by the rules of Article 20 of the Civil Code of the Russian Federation.

Attention! Children under fourteen years of age can only live at the address of their legal representatives - blood parents, guardians or adoptive parents.

Individual family circumstances may slightly change this rule. This applies to cases where the marriage and family union between the parents is annulled and they live separately. The child’s address in such cases is determined according to the rules of Article 65 of the Family Code of the Russian Federation. The child will be registered with the mother or father. An issue of this nature is resolved by agreement between adults or in court.

It will not be possible to register a child who is under fourteen years old with other relatives, for example, a grandmother or aunt. An exception will be made only if one of the relatives has formalized guardianship.

The situation will be somewhat different in relation to a child over fourteen years old. He can be registered separately from his legal representatives - parents, guardians or adoptive parents, if they have given their consent.

Violations

If registration at the place of residence was not completed on time, then the violator will be fined from 2 to 7 thousand RUB. The amount of the fine depends on the overdue time allocated for registration. That is, the longer a foreign citizen has not registered in the country, the higher the fine will be.

If an individual violates the current legislation, the fine varies from 2 to 4 thousand RUB.

And also as a punishment for individuals, deportation from the territory of the state and the imposition of a subsequent ban on entry into the Russian Federation are applied.

If the offender remains unregistered for more than 120 days, he will be deported and prohibited from entering the country for 3 years.

If the period of illegal stay is more than 270 days, but less than a year, then the violator faces deportation and an entry ban for 5 years.

Illegal stay in the Russian Federation for more than one year is punishable by deportation and an entry ban for 10 years.

If the violator is a legal entity, the amount of the fine ranges from 400 thousand to 1 million RUB. For minor violations, the company will be banned from operating for up to 3 months.

Other design methods

As previously stated, to register you must contact the Main Directorate for Migration at your place of residence in the Russian Federation.

But this is not the only way to obtain temporary registration. This can be done in the following institutions:

  1. Mail.
  2. Multifunctional Center.

Registration via mail

To register at the post office, it is advisable for foreign citizens to come with their host.

Temporary registration at the post office is carried out in special windows. At the post office you should take a form and fill it out, then give it to the post office employee. The employee checks all the data and gives the detachable part of the notification. It should be remembered that you will have to pay 216 rubles for registration via mail.

List of documents

When submitting an application electronically, the document data is indicated in the form, and in case of personal appearance, their originals are provided for verification.

You will need to submit:

  • general passport;
  • for foreigners - national passport;
  • a document providing grounds for registration: a rental agreement for living space or an application from the owner.

Documents are scanned and uploaded to the portal in your personal account. You must take the originals with you to your appointment.
