What are social benefits


Social benefits are benefits that are provided by the state to different categories of citizens of the Russian Federation.
The state establishes such social support measures as:

  • granting additional rights or payments;
  • full or partial exemption from fulfilling various obligations or making payments.

To qualify for benefits, you must meet one of the following criteria:

  1. Low income. This includes pensioners, low-income people, families with a disabled child, large families, etc.

Types of social benefits


In the Russian Federation, state support is based on categorization. Social preferences are divided into categories:

  • pensions;
  • housing;
  • medical;

Citizens of preferential categories can choose the form of receiving government assistance: cash payments or receiving social services in intangible form.   6. upon receipt of disability;
  7. upon reaching the age of incapacity determined by law.

A number of people have the right to retire earlier than the established time (without waiting for retirement age). This privilege depends on working conditions, region of residence, and gender (woman or man).

Housing benefits

The state provides support in the form of housing and discounts on housing and communal services. Preferences are established as follows:

  1. “Social tenancy” agreements – renting an apartment from the state at a price below the market price. To allocate housing, reserves of the state and municipal housing stock are used. Federal beneficiaries differ from regional ones only in the source of financing social privileges.

State social support is financed from the federal budget and is provided to citizens throughout the country. Regional authorities have the right to create additional preferences for certain segments of the population based on their financial capabilities. Therefore, not all categories of citizens can qualify for regional benefits.

Who is a federal beneficiary?

Changes in 2021
