Verification of electricity meters

If you purposefully came to the page of the website of the Federal Budgetary Institution "Rostest-Moscow" "Verification of electric meters", then you most likely know that the electric meters installed in our homes require periodic verification, that is, official and competent confirmation of their suitability for further use in as a metering device.
You also know that checking electric meters is the responsibility of their owners. From August 1, 2021, information about the verification of electricity meters is posted on a specially created website se.rostest.ru, where you can check the authenticity of the Verification Certificates (issued after August 1, 2021) by the number of the Verification Certificate or by the serial number of the meter. .

What is regulated

The procedure for performing work on installing and replacing individual metering devices is regulated by the following legislative acts:

  1. Federal Law No. 28-FZ, adopted in 1996 with amendments made in 2008.
  2. Law of the Russian Federation No. 4871-1, approved in 1993, as amended in 2003. Open file
  3. Russian GOST 52321-05, establishing requirements for devices of classes from 0.5 to 2. Open file

Responsibility for the safety of this property is established by Art. 210 Civil Code of the Russian Federation.

What is verification of electric meters

Federal Law of the Russian Federation No. 102 (On ensuring the uniformity of measurements) and Law No. 261 (On energy saving and increasing energy efficiency, as well as making adjustments to certain legislative acts of the Russian Federation) indicate that only certified electricity meters are allowed to operate.

Verification is a mandatory procedure; it confirms the serviceability of the measuring device for carrying out accounting tasks. It is a comparative analysis of the readings of an electric meter with a standard that has a smaller error. Based on the measurements obtained, carried out according to the verification procedure for a specific model of the device, the magnitude of the error is determined. As a result of the procedure, a verification certificate or a certificate of unsuitability is issued.

The verification procedure is as follows:

  • Inspect the meter for damage;
  • Checking the strength of electrical insulation;
  • Determination of errors in the operation of the counting mechanism;
  • Check the device for self-propelling;
  • Checking the sensitivity threshold value.

The error in the operation of the device can be determined independently as follows:

Three hundred-watt incandescent light bulbs are connected in parallel and connected to the network. Other sources of energy consumption are switched off. The stopwatch records the time during which the disc makes five rotations, or the LED flashes 10 times.

The obtained data is entered into a special formula:

E = (P * T * A / 3600 - 1) * 100%

wherein:

  • P—power consumption, kW;
  • T—time of one disk rotation, sec;
  • A - gear ratio (indicated in the passport or on the meter body) is the number of disk revolutions per 1 kWh, imp/kWh
  • E - error.

For example: (0.3*(102/5)*600/3600-1)*100%=2%.

If the result is negative, the meter overestimates the readings. When positive, it lags. The permissible error is 2% in either direction. If this reading is higher, the device needs to be verified.

Reasons for replacing the device

The need to replace the device may be caused by the following circumstances:

  • inconsistency of measurement accuracy with the tolerance established by the standards and the verification result;
  • failure due to mechanical damage, broken glass and other defects;
  • the emergence of self-propelled vehicles;
  • incorrect measurement;
  • expiration of the standard service life.

The fact of failure or the presence of another reason associated with replacement must be confirmed by a report drawn up by a representative of the energy supply company or drawn up based on the results of verification.

  • Electric energy meters, single-phase active energy – RUB 700.00. (price excluding VAT 20%);
  • Single-phase and three-phase active and reactive energy meters, multi-tariff – 1,550 rubles. (price including VAT 20%);
  • Electric energy meters, three-phase active energy or reactive energy – RUB 800.00. (price excluding VAT 20%);
  • Electric energy meters, three-phase active and reactive energy, bidirectional, multifunctional – RUB 3,400.00. (price excluding VAT 20%).

Who should change and at whose expense the work is performed

The issues of determining the contractor to perform the work to replace the electric meter and their payment depend on the ownership of the device.

In the apartment

If the apartment is privatized, the owner of the property is fully responsible for the serviceability of the meter and its replacement, if necessary. The owner of the living space independently buys a new device.

A person who has received an electrical safety group of at least third in accordance with the established procedure is allowed to perform work in the specified and any other conditions.

Residents of a municipal apartment enter into social rental agreements with local authorities. Accordingly, issues regarding metering devices must be resolved by the municipality, fully paying for this work.

The device is replaced by an organization with which local authorities have entered into an appropriate agreement to carry out maintenance and replacement of electricity meters.

In a private house

For those living in a private house, the situation is similar to the owners of a privatized apartment. These issues are resolved and paid for by the property owners. Exceptions apply to housing owned by the municipality and rented out.

On the landing (at the entrance)

The staircase landing, together with the meters located there, should be classified as common property. Therefore, responsibility for the safety, replacement and maintenance of equipment rests with the management company of the specified house. However, homeowners should take into account the conditions stipulated in the agreement concluded with the management company. This document defines the rules for financing and servicing devices.

Types of verifications

According to Decree of the Government of the Russian Federation No. 250 dated April 20, 2010 , all types of electricity meters are included in the list of measuring instruments subject to verification.

There are several types of electrical appliance diagnostics.

Primary

It is carried out at the manufacturing plant and is a check of the functionality of the device and the compliance of the determined values ​​with respect to established standards. During diagnostics, the actual error is calculated, compared with the permissible one, the results are recorded in the technical passport for the electric meter along with the date of work. As for foreign products, verification is carried out before importation into the country.

Periodic

Performed by employees of a metrological organization after the designated period of operation or storage of the device. During it, the probability of the counter giving readings of the permissible degree of error is determined.

Extraordinary

Carried out in the interval between periodic verifications. The reasons for forced diagnosis may be:

  • the need to replace the electric meter;
  • repair of equipment;
  • loss of technical documentation of an electrical appliance;
  • at the request of the owner if there are any doubts about the correctness of the device readings.

Who is entitled to a free device replacement?

Payment for work on replacing electric meters is borne by the homeowners or the management company, depending on the circumstances stated above. But in some situations, these services may be provided free of charge.

Work is performed free of charge in the following cases:

  • for participants of the state program for technical re-equipment, which provides for the installation of “smart” meters instead of outdated models, which allow transmitting data on electricity consumption without the participation of the owner, remotely;
  • when transferring a consumer to a payment system based on several tariffs;
  • if you need to replace a faulty device in a municipal apartment building.

In these situations, the homeowner is not the owner of the device, or the initiative to replace the device is put forward by government agencies.

Installation in residential buildings

It is not customary to install electric meters in apartments yourself.
For these purposes, employees of energy companies are called. In older multi-storey buildings, electric meters are located on common areas.

Today, there is a practice of moving meters from common corridors to apartments.

In modern new buildings, it is customary to install electric meters in electrical panels located in the hallways of apartments according to regulated rules. All the machines are located in the panel next to the meter. According to the PUE, the connection occurs to the incoming machine, and the main circuit is de-energized.

From the main machine, the electricity goes to the meter, and then through the wiring it is distributed to the machines. Grounding must be done to prevent short circuits.

Replacement procedure

All consumers, if there is a need to perform the specified work, are required to adhere to the established procedure, which includes the following steps:

  • contact the energy supply company regarding this issue;
  • a representative of the management company or resource supplier visits the site and draws up a report confirming the malfunction of the device, removes the protective seal with the execution of the corresponding document;
  • the homeowner purchases a new device whose technical characteristics meet the expected operating conditions, equipped with a document confirming compliance with the requirements of the standards;
  • the old device is dismantled and a new device is installed - the work is carried out independently or with the involvement of a specialist from the management company or resource supplier;
  • A controller is called to apply seals and register the new device.

The management or energy supply company must send a specialist to install a new device no later than 10 days from the date of application.

For the period during which the meter is dismantled, the consumer pays according to the average indicators recorded over the last six months.

Features of accommodation in private houses

It is better to install an electric meter in a private house in a heated room.
Best suited for these purposes:

  • heated loggia;
  • corridor;
  • warm hay.

An important point is the inadmissibility of moisture entering the electric meter in the form of precipitation or evaporation. A safety grounding must be installed to the electrical panel, which will prevent damage to electrical equipment. The main installation parameters remain the same as indicated in the basic rules.

Is it possible to replace it yourself?

The owner can dismantle unsuitable equipment and install new equipment independently if he has the proper qualifications. The work is performed in the following sequence:

  • the power supply is turned off by the machine located in front of the device;
  • remove the terminal cover and check the absence of current with an indicator;
  • wires are disconnected;
  • the device is dismantled by removing the fastening bolts or loosening the clamping screws on the DIN rail, depending on the installation method;
  • a new device is installed and connected accordingly;

  • The power supply is turned on and the operation of the device is checked.

After the device is installed, a representative of the energy supply company is called to put it into operation and apply seals.

The owner must take into account that he is obliged to monitor the serviceability of the electric meter. If timely measures to replace a faulty or non-compliant device are not taken, its readings are considered invalid. If such a situation drags on for more than three months, the owner will have to pay for electricity according to standards, with a significant increase in bills.

Shield requirements

The basic standards do not have clear requirements for the design features of electrical panels.
However, there are still certain conditions:

  • there must be free access to the terminals of the electric meter and to the current transformer;
  • it is necessary to ensure the possibility of comfortable replacement of equipment;
  • so that there are no obstacles to installing the meter at an angle of up to one degree;
  • It is very important to ensure that all installation and repair work is carried out from the outside of the equipment.

To attach electric meters, it is allowed to use panels made of wood, plastic and metal.
