The need to install a gas meter

Until now, many gas consumers, especially those living in apartments with central heating and using blue fuel exclusively for cooking, doubt the advisability of installing metering devices.
This is explained by the fact that the purchase and installation of a meter requires a considerable amount, while the payment for gas according to the standards established by the state is not too high. But is it really economically beneficial? So, a family of three pays about 320 rubles a month for gas. At the same time, the standards are initially very high, since they are calculated based on maximum fuel consumption, and such a situation rarely occurs in life. Installing metering devices is primarily beneficial for those who consume small amounts of natural gas. For residents of country houses and apartments with individual heating, the installation of metering devices is mandatory.

In domestic conditions, mechanical meters are usually used: membrane or rotary. They are low cost, easy to install, do not require additional power, and are equipped with a backlit display, which is very convenient when reading readings.

Why is it important to monitor the status of the meter?

If the owner of the device promptly discovered its malfunction or violation of the integrity of the seal and notified the gas supplier about it on the same day, then during the replacement period payment will be made according to the standards. The replacement period lasts from the date of notification until the day following the date of sealing of the new/repaired meter.

A more difficult option is to find a commercial verification company.

Standard device life

Depending on where exactly the measuring device will be installed, the following types of gas meters are distinguished: household, industrial, municipal. The main difference between them is the volume of gas that is passed through over a certain period of time. The service life also varies.

Over time, the functionality of the device decreases. This can lead to unnecessary noise, interruptions in operation, and incorrect accounting of gas consumption. In this regard, gas meters need to be periodically checked and replaced. The nominal service life of such a device is 20 years.

The countdown begins from the moment the device is released, not installed.

However, each product comes with a passport for it. This document always indicates both the service life and the frequency with which inspections must be carried out. The SGK 4 meter, for example, according to the instructions, can operate for no more than 20 years, while the Betar device has a service life of 12 years. Therefore, first of all, it is necessary to focus on the data specified in the passport.

Requirements of Russian legislation

The main document is Resolution No. 824 , approved by the Russian government on September 19, 2013.

It made changes to the Rules for the provision of public utilities and affected mainly the requirements for replacing gas meters.

Reasons for replacement specified by law

According to the law, it is necessary to replace an existing gas meter if:

  • expiration of the service life specified in the technical data sheet of the product;
  • negative verification results.

Negative results include visible mechanical damage, recorded error exceedances, broken seals, and lack of readable indicators.


Detection of a meter malfunction with a damaged seal during an inspection is a reason for imposing penalties on the owner. To avoid getting into an unpleasant situation, you need to monitor the condition of the device and the integrity of the seal.

The initiator of the verification can be the owner who noticed a malfunction of the device, or a gas service employee performing a scheduled or extraordinary audit.

Performer and frequency

Important questions also raised by the resolution are: after how many years does the gas meter need to be replaced, and who should carry out the replacement? The frequency should be determined by the flow meter passport. Most models have a service life of 20 years. But there are also exceptions.

For example, a Betar brand product can only work correctly for 12 years. Therefore, verification with information from the manufacturer is mandatory.

The dismantling of the old device, as well as the installation of a newly purchased one, can be carried out by an employee of the gas service serving the area of ​​residence. Representatives of a private licensed company can also get involved. Self-replacement is prohibited.

Who should pay for the replacement?

According to Order of the Ministry of Industry No. 1815 dated July 2, 2015 , payment for replacing the meter is the responsibility of the owner of the premises. Depending on the type of property, payers can be legal entities, individual entrepreneurs or individuals.

Accordingly, these are owners of square meters in apartment buildings, owners of private households and holders of rights to commercial real estate.

The exception is municipal housing, where residence is temporary for citizens. In this case, the owner is the local government. Therefore, all costs are borne by the municipality. According to amendments to Federal Law No. 261 “On Energy Saving and Increasing Energy Efficiency,” owners of apartments and residential buildings must install meters to record gas consumption by January 1, 2021, or the device will be installed forcibly by a special service.

The law does not apply to emergency housing and facilities that are subject to demolition or awaiting major repairs. Also, meters will not need to be installed in apartments where the maximum volume of gas consumption does not exceed 2 cubic meters per hour, for example, when only the stove runs on gas in a house. From what date is it counted: from the date of installation or release?

It doesn’t matter how long after purchase you installed the metering device, the service life of the gas meter is counted from the moment the device was manufactured in accordance with the Procedure for verification of measuring instruments, requirements for the verification mark and the contents of the verification certificate (approved by order of the Ministry of Industry and Trade of the Russian Federation dated July 2, 2021 city ​​N 1815).

Let's consider how often the device needs to be changed, and after how many years it must be replaced. According to the standard, if the meter has passed all verifications and worked properly, then it is replaced at the end of its service life (from 8 to 20 years) specified in the technical passport. According to clause 25 of the Rules for the supply of gas to meet the household needs of citizens, approved by Decree of the Government of the Russian Federation of July 21, 2008 No. 549, the volume of gas consumed is determined according to the readings of the gas meter, subject to the obligatory observance of the condition: the deadline for the next verification has not arrived, determined taking into account the frequency of its implementation, established by the Federal Agency for Technical Regulation and Metrology for each type of gas metering devices approved for use on the territory of the Russian Federation.

Service life specified by the manufacturer

A gas meter has its own service life, which depends on its type, operating principle and manufacturer. Over time, the accuracy of the device decreases, the meter begins to make errors, both in the direction of decreasing and increasing consumption. Therefore, the device must be replaced shortly before the end of its service life, even if it meets the specified requirements.

The service life is indicated by the manufacturer in the technical data sheet. In most cases, it is 20 years (for some models - 12) and is counted from the moment the product was manufactured. There should also be a note stating that the device is suitable for carrying out the stated measurements.

Checking the meter

Devices are regularly tested for functionality to prevent errors in measurements. For the first time, the procedure is performed by the manufacturer, which is noted in the technical passport. If there is no such date, but only a month and a year, then the end of the verification period is considered to be the last day of the previous month. How often the gas meter needs to be changed is decided by the manufacturer and indicates the frequency of the procedure in the data sheet. Depending on the model, the meter can be checked every 4-12 years.

The procedure is carried out by the local gas supply service or accredited organizations with permission to carry out such work. The consumer is responsible for monitoring the timing of the inspection:

  • On the specified date, an application is submitted for a specialist to visit the organization with which the contract for servicing gas equipment is concluded.
  • The meter is dismantled and taken for inspection, during which the technician installs a replacement copy.
  • Based on the results of verification, the device is recognized as suitable or unsuitable for measurement.
  • In the first case, the device is installed in place and sealed, and the date of inspection is noted in the passport.
  • In the second, when the product is recognized as unsuitable for subsequent use, the gas service specialist informs the owner about this and draws up a report on the impossibility of operating the device. In this case, you need to change the gas meter.

It is not recommended to skip the inspection date - during the scheduled visit, a gas service specialist will definitely find a violation. There are no penalties for failure to meet deadlines. But using a device with an expired verification is equivalent to its absence. Gas consumption for the last 6 months will be recalculated and a new bill will be issued taking into account energy consumption according to standards, which will cost more than the usual payment according to indications. Is it possible to do it at home without removing it?

In most cases, checking a gas meter without removing it is technically impossible, since without dismantling the inspector will not be able to set different gas flow rates.

Most household gas meters must be verified according to GOST 8.324-2002 “GSI. Gas meters. Verification method”, and this method involves dismantling.

However, if employees of Gosstandart (or another accredited company) have a mobile verification station on hand, then they can verify the meter at home.

The metering device is dismantled and tested on site, in the client’s apartment, without delivery to the laboratory. This verification is carried out within an hour. The owner of the counting device will be required to organize a verification event, pay for services in advance or on the spot.

Only specialized organizations have the right to service gas meters.

Amendments to Federal Law No. 261 “On energy saving and increasing energy efficiency. » have already entered into force. According to the rules, by January 1, 2021, owners of residential buildings and owners of premises in apartment buildings must install individual gas consumption meters. The provisions of the law do not apply “to dilapidated, emergency facilities and facilities subject to demolition or major repairs before January 1, 2013” ​​(wording from the law). If only a stove runs on gas in your home, you do not need to install any meters either before January 1, 2021, or after.

But if the apartment has heating appliances - a gas water heater or a heating boiler running on natural gas - you cannot do without installing a meter.

By the way, these rules should not be news to consumers - they were adopted several years ago, consumers were given a deadline for installation - until the end of 2014. But then many were unable to fulfill the requirements.

Moreover, not only the apartment owners, but also the gas workers themselves did not have time to adapt to the new conditions. Manufacturers were unable to provide the country with such a number of metering devices. Due to all these difficulties, the deadline was postponed until January 1, 2021. Now there is no way out of installing meters.

If the owner does not want to install gas consumption meters voluntarily, the gas distribution organization has the right to install it forcibly. No owner consent is required for this.

They can force a meter to be installed now if the owner protests against its installation.

In any case, all installation costs will be recovered from the consumer in one way or another.

To be fair, it is worth noting that so far there are no fines for failure to install meters before January 1, 2021.

You won't be able to hide from the gas service. According to the law, the owner who has not fulfilled the obligation to install a gas meter must provide access to gas service employees to the installation site of the device. If the owner refuses to let the gas workers in, the specialists have the right to file a lawsuit to compel them to provide access.

In addition, the owner is obliged to provide access for maintenance of in-house gas equipment, during which the absence of a meter may be noticed. And for refusing to let gas workers in for maintenance, consumers face administrative liability and a fine of 1,000 to 2,000 rubles.

Installing a gas meter in an apartment is not a cheap pleasure. As of July 23, 2021, according to Gazprom Gas Distribution Tula JSC, this service (without gas pipeline reinstallation, cost of materials and equipment) costs 4,123 rubles.

That is, if we want to buy a meter in the middle price segment, we will pay for installation, add the cost of the necessary materials, and we will get a sum of about 8,000 rubles.

An impressive price tag, especially if you compare it with the current living wage in the Tula region - 9,498 rubles.

Realizing that not all consumers are ready to pay the entire amount at once, gas workers made concessions. In the Tula region, as in a number of other regions, the gas distribution organization provides installments for the service. But consumers who take advantage of the offer will have to overpay: installments are provided at interest that does not exceed the refinancing rate of the Central Bank of the Russian Federation. Now, for example, it is 7.75% per annum. The maximum installment period is five years, it can be reduced at the request of the buyer.

Experts assure: after installing meters, gas payments are significantly reduced, and the devices pay for themselves in several years. This is especially true for those who have more people registered in their apartment than actually live there.

Who installs?

Gas meters should only be installed by specialists who are licensed to do so . To replace the meter you must:

  1. Submit an application to the State Unitary Enterprise "Mosgaz" or the "One Window" service for verification or replacement.
  2. Specialists check the condition of gas pipes. Prepare an estimate for the necessary work.
  3. The apartment owner purchases the measuring instrument at his own expense.
  4. Gas workers install the device and draw up a certificate of completion of work. Before this, the apartment owner must think about the place where to mount the meter. In this case, the requirements must be met: the distance from the floor for mounting the device is set to at least 120 cm, and from the stove - at least 80 cm.
  5. An application is sent to the management company to seal the device.
  6. The measuring instrument is sealed within three days.

Replacing a faulty device

Gas meters rarely break down. This happens due to violation of operating conditions. For example, if you use a model with a lower throughput than the actual one, use a device without a dust filter, or use high humidity. Malfunctions can be different:

  • the device stops recording gas consumption, works intermittently or freezes in place;
  • on electronic meters, the numbers on the screen completely or partially disappear;
  • there is a slight gas leak at the point where the device is connected to the pipe.

How to replace a meter

Upon expiration of the meter's service life or confirmation of its breakdown, the device is replaced with a new one. The device itself must be purchased in advance. It is advisable to install a meter similar to the previous one, or a similar model from the same manufacturer. If such a device is not on the market, we recommend contacting the gas service to select new equipment. Before installation, the product is first checked for serviceability.

If it is necessary to replace the meter, you must notify the gas supply organization in advance, which will send a controller to take readings from the old device and check the integrity of its seals.

Installation of a new device is carried out by an organization with which the owner has an agreement. If welding work is required, it is also performed by company employees and paid for by the owner. Upon completion of installation, the equipment is sealed immediately or within 5 working days.

The purchase of a new meter and installation services are the responsibility of the home owner. Free replacement is possible only for low-income people, large families and WWII veterans.

Installation quality control

Work must be carried out taking into account safety rules:

  1. The distance from the meter to gas equipment cannot be less than one meter.
  2. Outside the home, the device can be installed under a moisture-proof canopy or inside a metal cabinet.
  3. The standard placement height is 160 cm. Any deviations must be confirmed by the technical data sheet of the product.
  4. There should be no heating devices within a radius of 2 meters.
  5. The device must be within visibility and easy access.
  6. The distance between the meter and the wall should be more than 5 cm. This ensures natural ventilation and slows down the formation of corrosion on metal parts.
  7. Upon completion of installation, a leak check is required. Previously, this was done by applying a soap solution. Now representatives of gas companies are increasingly giving preference to electronic sensors.

Replacement procedure

The procedure for replacing the meter itself is quite simple. You just need to contact the specialists:

  3. He is checking the old device. If it is necessary to replace it, the old meter is dismantled and a new one is installed.

  6. Based on the documents received, the homeowner applies to the management company to have seals installed on the meters. This must be done no later than 3 days.

The operation of counters without seals installed on them is strictly prohibited by law. If this is revealed, the homeowner will be charged the general tariffs for paying for utilities from the moment the meter was last recorded with intact seals.

In addition, the owner may be fined in the amount of 100-500 rubles for an ordinary citizen and from 1,500 to 3,000 rubles for organizations. Therefore, it is best to do everything in a timely manner.

It is also important to know that each meter has a certain verification interval, during which the manufacturer guarantees that it will give readings correctly. This interval is usually 8-12 years. The verification is carried out by representatives of the gas service. There are 2 verification methods: on-site and at home. Calling a specialist to your home will certainly be more expensive, but you won’t have to dismantle the counting machine and take it to a specialist. The results of the verification result in the recognition of the device as suitable for further use, or the need for its replacement is indicated. Based on this conclusion, the owner may be required to install a new gas meter.

Rules for sealing the meter

According to government decree No. 549 of 2008 , only supplier companies are granted the right to install seals. However, it is not the emergency dispatch departments that install the devices themselves that are responsible for this, but authorized employees of subscriber departments. Therefore, for sealing you will have to write another application.

It should indicate:

  • Full name, passport details of the owner of the property;
  • brand and serial number of the device;
  • flow meter readings at the time of installation;
  • date of the next verification.

The application must be accompanied by a technical passport of the new device, an installation certificate, and a document on putting the equipment into operation.


The technical data sheet of the product should be kept until disposal of the device. The document is included in the list of mandatory documents for each verification.

If the installation was carried out by a representative of a third-party licensed company, then it is necessary to present documents confirming the qualifications and right of the representative of this company to work.
