A single personal account (USA), according to Order of the Ministry of Communications and the Ministry of Construction of December 28, 2015 N 589/944/pr, is a digital and (or) alphabetic and (or) symbolic code in the premises system of a person who uses it on the right of ownership or other legal basis for the premises and for which this person, in accordance with housing legislation, is obliged to pay a fee.
In other words, a single personal account of GIS Housing and Communal Services (ELS GIS Housing and Communal Services) is a set of numbers and letters containing information about the payer, the services consumed, as well as about the premises for which bills are paid.
A single personal account is part of the full identifier of the housing and communal services payment document. Each subscriber in the Housing and Communal Services GIS is assigned a special 18-digit number - the full identifier of the payment document. The identifier itself consists of several parts:
- Unified personal account (UPA) – 10 characters.
- Housing and communal services code – 3 characters. It encrypts information about a specific service; each service is assigned its own number.
- Payment document identifier – 5 characters.
You cannot separately obtain or assign a single personal account number. The ELS is automatically generated by the GIS housing and communal services system and assigned to a specific room. A single personal account allows the organization through which payment for housing and communal services was made to determine that the payment of such payment relates to housing and communal services and such information about the payment must be transferred to the Housing and Communal Services State Information System.

If payment documents are issued by another organization, it is additionally necessary to have a posted decision on the procedure for submitting payment documents, if it was adopted on the basis of the OSS protocol. If the OSS has not been carried out, then it is necessary to place information on the procedure for submitting payment documents, the basis for posting which is the actions of the owner of the special account (“Register of information on major repairs” – Add information – “Information on the procedure for submitting payment documents”).

- as part of a single payment document - the contribution for major repairs will be added to the payment document for payment of housing and communal services;
- a separate payment document - a separate payment document will be issued to pay the contribution for major repairs.
The payment document always indicates a single personal account or the number of a regular personal account, and not a special account. In addition, when creating a payment, you can select the required payee.
The payment document contains one type of payment details for the service provider and the payment recipient in one person. In this case, the payment details of the hosting organization are indicated.
The ability to specify several payment details in one payment, including separate payment details of the service provider and payment details of the recipient or recipients of the payment, will be implemented in one of the next versions of the GIS Housing and Communal Services.
The payment document automatically contains information about the personal account for which the payment document is created. If the model of payment documents is presented as part of a single payment document, that is, the contribution for major repairs will be added to the payment document for payment of housing and communal services, the amounts for each service are distributed in the payment document.

RF PP No. 416 approved the Rules for the implementation of activities for the management of apartment buildings. According to clause 6 of these Rules, the management organization, at the request of the owners of premises in the apartment building, is obliged to submit an inspection report of the technical condition of the house and other documents about the identified defects.
Work to check the technical condition and inspect load-bearing structures, equipment and engineering support systems that are part of the common property in an apartment building is included in the Minimum List of Services and Works. The list was approved by Decree of the Government of the Russian Federation dated April 3, 2013 No. 290.
Management organizations are required to place in the Housing and Communal Services State Information System information about objects of state registration of the housing stock, including their technical characteristics and condition (clause 2 of section 10 of order No. 74/114/pr):

Technical documentation for an apartment building includes inspection reports (clause “c”, clause 24 of Rules No. 491). When determining the amount of payment for the maintenance and repair of residential premises of premises owners who have chosen a management organization to manage apartment buildings, the decision of the OSS is made taking into account the proposals of the management organization. In the GIS Housing and Communal Services it is impossible to place metering devices without a personal account, that is, when creating a metering device, the “Personal Account” field must be filled out. Let's imagine that the control panel is located indoors. When the owner of the premises changes, the old LAN is closed in 1C and a new one is opened. When closing the old LAN in the GIS Housing and Communal Services, metering devices cannot be transferred to the new LAN.
It is necessary to archive the PU data and, when opening a new personal account, create another PU with the same data. Thus, the system displays twice the number of metering devices near the premises. Is it true that metering devices are linked to personal accounts, and not to the premises?
The technical support service of GIS Housing and Communal Services responds that in such a case there is no need to archive the meter.
If the premises has a new payer, you need to close the current personal account for the previous payer and create a new personal account indicating the new payer.
The system has two types of connecting personal accounts:
- owner connection,
- connection of the payer.
GIS Housing and Communal Services itself determines the owner of the premises based on the Unified State Register data and automatically creates connections for the owner to the personal accounts of the premises. For a user who has ceased to be the owner, the system will automatically delete the corresponding connection to personal accounts.
The user indicated as a payer in the personal account from the register of individuals is automatically connected to the personal account as a payer.
But manual connections made by the payer to his personal account will not be automatically deleted from his personal account. The payer can disable such connections himself in his personal account. To do this, he needs to go to the “Connected LAN to Personal Account” section and select “Disconnect” from the context menu of the personal account.
Then you need to go to the register of metering devices and open the desired device to change. In the form that opens, delete the irrelevant account by clicking on the cross and add the required one. You can also reselect the room.

Contents of the personal account of the house
The personal account of the house reflects the amount of fees accrued and presented for payment by consumers on a monthly basis. The personal account of the house should accumulate information about:
- common property of the apartment building;
- types of work and services for the maintenance of common property;

One person can have several accounts in the company, which will be assigned to individual apartments/houses, or SIM cards. The invoice is indicated in the contract for the provision of services, as well as in receipts. It must be remembered or written down, since its number is indicated when paying at ATMs, in online banking systems, etc. Debts on personal accounts will have to be repaid separately.
Are current and personal accounts the same thing?
A current account can be opened by an organization or a private entrepreneur. It can be used when doing business to carry out a variety of payments that are carried out through a bank, and obtaining loans online. Individuals cannot open such an account.
