If a person temporarily moves to a new place, then he needs to make a temporary registration, which indicates the address where he will be for a certain period of time.
The period when a person can be without this document is limited:
- 90 days for Russians;
- 7 days for foreigners.

The situation is different with foreigners. They cannot register in an apartment simply at their own request or at the request of the owner of the living space

Registration for migrants is issued only on the basis of permits that allow them to stay in the country. Such grounds include:
- work patent;
- temporary residence permit;
- resident card.
During the registration process, visitors may encounter a number of difficulties. For example, a person upon arrival in the country planned to stay with his relative, but the apartment is in shared ownership, and the co-owners refuse to consent to registration.
Registering in a municipal apartment is much more difficult than in a privatized one, because you need to notify the local administration of your intentions. The municipality will most likely not give its consent if the person is not a relative of the social tenants living in the apartment, or the limit on the number of residents has been exhausted. Finally, the visitor may simply not have any acquaintances with whom he could make temporary registration.
All these difficulties - the lack of consent to register a migrant, the reluctance to stand in queues at the migration service - force people to turn to private companies that provide registration services. Most often, such offices are intermediaries who take documents from the visitor and transfer them to the migration department of the Ministry of Internal Affairs, and charge a fee for intermediation.
Conditions for extending the registration period
Termination of short-term registration is the reason for prolongation of the document. For legal residence, citizens must know how to renew temporary registration at their place of stay. To obtain repeated short-term registration, the maximum period of which should not exceed 5 years, you must submit documents in a timely manner. No more than 7 days are allotted for re-registration from the date of expiration of the registration period. Required list of papers:
- application form No. 1;
- applicant's internal passport (copy, original);
- lease agreement, social tenancy agreement;
- identification card of the property owner;
- documents confirming the right of ownership of the premises;
- written consent of other owners and residents;
- house book (for the private sector).
When applying in person to the migration service, an application is issued on the spot; when submitting an application through an electronic portal, a sample document can be downloaded on the department’s website. The form must be filled out with a black or blue pen in legible handwriting without any amendments. The paper is signed by the applicant and the property owner. Russians are not charged a state fee for services provided.
How to check the authenticity of registration?
Not all companies providing registration services operate in good faith. A person who has submitted a passport for registration may have doubts about the authenticity of the document issued
. Such doubts are not unfounded, because intermediary offices often make fictitious documents, registering a person in a “rubber apartment”, indicating incorrect data or forging the paper itself.
There are several ways to verify the authenticity of a temporary registration:
- make a written request to the department of the Federal Migration Service;
- call the Federal Migration Service;
- come to the department in person;
- check the FMS database online.
A written request to check the registration for authenticity is usually made by legal entities and authorized organizations. An individual can also make a request, but he will have to accurately state the reason for the need for such information. The request is sent by mail and is reviewed within 2 weeks - 1 month. Given the work of the post office, it may take up to 2 months to receive a response.

You can get an answer about the availability of information about the registration of a foreigner in the FMS database by calling the department. It would seem that this is a fairly simple method, but it is associated with considerable difficulties.

The third option to check the validity of a foreign citizen’s registration is to come to the migration office in person. Checking temporary registration online is the most convenient way to find out whether the issued registration is real or not. This is quite easy to do; all you need is:
- register on the State Services portal;

- enter your ID details and registration address;
- obtain information about your current registration.

How to spot a fake registration?
The application form for MU itself is a simple piece of paper with a stamp. Fortunately or unfortunately, there are no watermarks on it. However, you can understand that it is “wrong” by indirect signs.
At registration address:
- It can inspire suspicion if, for example, you are registered by an employer or educational institution, and the address on the form is a private apartment or house that does not coincide with any legal address of the receiving organization. This can also happen when registering at a hostel or dormitory, if more people are illegally accommodated there than they are supposed to.
- And vice versa: if your migration card indicates a private purpose of entry, and the address on the form indicates an industrial or commercial premises.
- Non-existent address. If you are registered at a legal address, check using Google or Yandex maps whether such a place actually exists and whether it is really tied to the company that registered you.
Please note: If you do not live, work or study at the address indicated on the registration form, then you are already breaking the law. This often happens when migrants apply for temporary registration through companies. Many then do not even know where the apartment in which they are registered is located. This is a dangerous situation, because no one knows how many foreigners are actually “registered” there and whether this will sooner or later attract an inspection from the Ministry of Internal Affairs.
By registration period:
- Initial registration is issued for a period of up to 3 months for visa-free foreigners and for the duration of the visa for others. If they promise to give you a longer term “for a fee,” they want to deceive you.
According to the stamp of the organization:
- If you are renewing an existing registration, then remember that this can only be done through the Ministry of Internal Affairs. If you have a postal or MFC stamp on your extended temporary registration, then most likely you have a fake on your hands.

Responsibility for fictitious documents
Making false documents is punishable by law. The legislation is most strict towards those who produce fictitious documents. Legal entities or individuals involved in illegal registration of citizens may be punished as follows:
- fine;
- community service for up to 2 years;
- prohibition from engaging in certain types of activities;
- criminal punishment for up to 3 years.
Legal entities pay fines in an amount greater than private individuals. Criminal sentences are awarded for repeated or particularly serious violations of the law.
Visitors may be issued a fine, which is less than for those who registered them. In case of a serious violation, the migrant is deported from the country and prohibited from entering Russia for a certain period.
What should a person do if he discovers that his documents are fictitious? Contact the Migration Service of the Ministry of Internal Affairs. If he proves that he was misled by intermediaries and had no intention of deceiving the law, then the maximum penalty for him is a fine. If malicious intent is proven, then a visitor from another country faces deportation.
Registration of foreign citizens in the Russian Federation
An individual from a foreign state temporarily residing in Russia (example: Ukrainian, Belarusian, Kazakh, Uzbek from Tashkent, native of the CIS, USA) must register with migration authorities upon entry no later than 7 days from the date of arrival in accordance with Art. 20 Federal Law No. 109. The regulatory legal act defines exceptions for a certain category of citizens who stay in a hotel, sanatorium, rest home, social institution, or place of detention. Highly qualified specialists, heads of state, sailors, aircraft crew members, and foreigners who come to Russia for a period not exceeding 7 days are exempt from migration registration at their place of stay. Stages of obtaining temporary registration by representatives of foreign countries:
- Providing a foreign passport or migration card by a foreigner.
- Receiving notification of arrival in the Russian Federation from the receiving party.
- Submitting the tear-off form to the migration registration authority at the location of the provided living space.
Emigrants have the right to obtain a temporary residence permit for legal residence in Russia for a period of three years. Temporary residence permits are issued to representatives of foreign states according to quotas evenly distributed across regions for the calendar year. Providing a document without a benefit is possible to persons who have citizenship of the USSR or the RSFSR, an incapacitated Russian relative, contract employees making investments in the economic development of the Russian Federation, and participating in the resettlement program.
