Residential status
Residential premises according to their status are divided into three types: private, municipal and managed by a legal entity. This principle applies to apartments and households. The hostel is no exception here.
Premises to which a person has ownership rights are considered private. It is confirmed by a certificate, a purchase and sale agreement or an extract from the Unified Register of Real Estate. The law does not prohibit the acquisition of ownership rights to residential premises in a dormitory.
A municipal area is considered to be an area under the jurisdiction of budgetary structures, that is, local authorities.
Examples of housing owned by a legal entity are apartments or rooms owned by businesses or educational institutions.
The order of its provision to the interested person depends on the status of the premises.
Reasons for registration in the hostel
It is necessary to distinguish between temporary and permanent registration in the hostel.
So, they talk about the first when a person plans to stay in the territory of such housing for a certain period. For example, while studying, doing military service, or working at some enterprise.
If the hostel is public, then it is necessary to conclude a rental agreement in writing. It will serve as the basis for moving into the premises.
Each hostel usually has its own passport officer in case of registration. It is he who needs to submit a package of official papers. To apply for temporary registration, you need to come with the following documents:
- passport or birth certificate;
- arrival or departure sheet (usually filled out by the passport officer);
- medical certificate of a certain form;
- a document that will be the basis for moving into the hostel (tenancy agreement);
- 3 photographs size 3*4;
- military ID for men;
- certificate from the place of study - for students.
Permanent registration is obtained if the citizen is the owner of the home. In this case, you will not need to obtain permission from anyone.
But the owner of the room must have a document confirming ownership, otherwise there will be a risk of eviction as soon as the grounds for staying in the hostel disappear.
For example, a woman worked in a hospital and lived in a room provided by her employer. After she quit, there will be a reason to evict her from the hostel, unless the room is privatized by then.
If the registration is permanent, then the registration procedure will be the same as during registration in the apartment.

Sometimes they register in a hostel, but do not live there permanently. They do this mainly to obtain temporary registration. According to the law, an interested party (a landlord, for example) may demand in court to terminate the right to use housing.

Providing accommodation in a hostel
Living in premises of this kind is due to various personal reasons. There are often cases when this happens because a person does not have his own real estate. However, most often this is associated with admission to an educational institution or employment.
While studying
Admission to an educational institution can become the reason for moving not only to another locality, but also to a subject of the Russian Federation. In the latter case, if a person is a full-time student, it will be difficult to return daily to his place of permanent registration. In such situations, it is necessary to register in a constituent entity of the Russian Federation. For a student, the best way is to get a room in a dormitory.
In this case, registration in the hostel will be limited not only to a certain period, but also to the occurrence of certain circumstances. For example, a person will be registered only for the duration of his studies. However, if he is expelled before graduation, he will have to vacate the occupied space. The reasons may be different, for example, poor academic performance or personal desire. Regardless of the circumstances, the person will be evicted. You can also move into the hostel during work or service.
A person does not always have a place to live at the location of the organization in which he works. This may also be related to the performance of public service duties. In such cases, a legal entity can provide a person with a room in a dormitory. Many organizations have similar funds at their disposal.
Accommodation in a hostel in such cases is limited only by the occurrence of certain circumstances, namely the fact of working in an organization or serving in a government structure. As in the case of studies, such a condition is agreed upon by the parties initially, and eviction cannot be a reason for filing a lawsuit in court.
At the same time, it is not only the end of a job that can cause loss of housing. Even if they conscientiously perform their official duties, a person can be evicted from the hostel. This may be due to violation of sanitary standards, use of the premises for other purposes, or violation of the rights of other residents.
The registration procedure in the hostel is mandatory
The nature of registration may vary somewhat depending on the owner of the house. If you are moving into a dormitory owned by a legal entity. person, then a rental agreement for living space is signed. In addition, you need to obtain permission from the person responsible for the hostel property.
In the event that the living space was purchased or transferred into the ownership of an individual, the registration procedure in it will be exactly the same as in a regular apartment.
Temporary registration of a student ends at the moment of graduation from the educational institution. The registration period for young specialists is specified in the employment agreement or lease agreement.
Types of registration
Registration varies in duration. It can be temporary or permanent. It all depends on the intentions of the person himself and the conditions of settlement.
Constant
According to general rules, it occurs in cases where a person changes his residential address for an indefinite period, for example, when selling his own real estate. In such cases, it is necessary to register at the new location within the period established by law. It is seven actual days and is calculated from the moment of arrival.
In practice, registration of this type in a hostel is quite rare. This is due to the fact that residence in this premises is limited to certain periods or the occurrence of specific circumstances. That is, a person will be able to use a dorm room while he works or studies. Permanent registration will be possible if the premises are privatized with the permission of the owner, that is, when the legal entity has given consent and the resident has received ownership of the occupied space, he will be able not only to register himself on a permanent basis, but also to register his other relatives or family members .
Temporary
Temporary registration has slightly different registration deadlines. If a person intends to live at a certain address for more than ninety actual days, then before their expiration he must contact the territorial body of the Ministry of Internal Affairs. This type of registration is typical for registration in a hostel. In this case, the person will live in the premises as a tenant. That is, he will have the opportunity to stay in the hostel and use not only the room, but also the common areas and the provided utilities.
In this case, the resident is not given the right of ownership, and he will not be able to register other persons in the room only at his own discretion. He will need the owner's consent.
Is it possible to register in a hostel?
There are two types of registration in the hostel: permanent and temporary. Permanent registration means that you will live in an apartment building for a long time.
Temporary registration is required to notify the relevant authorities of your actual stay. There is no need to change your place of permanent residence.

Registration procedure
For moving into the hostel, the rules are applied determined by the Decree of the Government of the Russian Federation of July 17, 1995 No. 713 “On approval of the rules for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation and the list of persons responsible for reception and transfer to the registration authorities of documents for registration and deregistration of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation" and Order of the Ministry of Internal Affairs of Russia dated December 31, 2021 No. 984.
First of all, you need to collect the necessary documents. These include the initiator’s passport, application for registration, and a document giving the right to move in.
If the room does not belong to the person, then the appeal should be transferred to the owner of the room. Ownership of the room allows the initiator to submit an application to the registration authority independently. The application itself is drawn up in form 1, 1PR or 6, approved by Order of the Ministry of Internal Affairs of Russia dated December 31, 2021 No. 984.
Documents confirming the right to move in include a lease agreement, a certificate of ownership, and an extract from the real estate register.
A registration mark is added to the initiator’s passport if he will reside permanently. In case of temporary registration, the person will receive only a certificate.
Temporary student registration
Each student must register at the place of actual residence. This issue is mainly dealt with by the educational institution. But if there is no employee responsible for registration, then you need to take care of it yourself.

- a statement written in your own hand;
- identification document (passport, birth certificate for persons under 14 years old)
- health certificate;
- compulsory health insurance policy;
- three photos (3*4)
- certificate from the educational organization;
- permission to move in;
- arrival and departure sheet.
Owner's consent
In accordance with the requirements of current legislation, a person must obtain the consent of the owner to register in a residential premises. The situation with a dorm room has its own characteristics. It depends on who owns the premises. If the room belongs to a municipality or legal entity, then the consent of these authorities will be required. When the question concerns privatized housing, a positive answer from the owner is required.
The procedure for obtaining consent itself is not defined by current legislation. An issue of this nature is resolved through negotiations. Upon completion, a consent is drawn up.
The text of the document must indicate the following:
- Name of the registration authority.
- Information about the owner - name or full name and date of birth, contact phone number, location address, passport details or document confirming authority.
- Location of the hostel.
- Last name, first name, patronymic, date of birth and passport details of the person registering.
- Length of stay.
- Date of consent.
The document must be signed by the owner. If consent is given by a legal entity, then it can be issued on the organization’s letterhead. In this case, it is signed by the manager and certified with a seal.

Registration at the place of temporary stay
Registration is issued only to those students who have entered into a rental agreement for specialized housing in the University dormitory.
Registration of citizens at the place of temporary stay is issued for the period specified in the contract, but not more than 5 years.
Registration of citizens at their place of temporary stay is carried out without deregistration at their place of residence.
There is no state fee for registration at the place of temporary stay.
A citizen of a foreign state, who arrived at the University to study and received a place in the dormitory, enters into a rental agreement for specialized housing in the dormitory with the Peoples' Friendship University of Russia (RUDN University) represented by the head of the Department of Comprehensive Services for Residents and provides the following package of documents required to the University's passport department for registration at the place of temporary stay:
- identification document (passport);
- copy of passport (3-5 pages);
- original and copy of the rental agreement for specialized housing in a hostel, which is the basis for temporary stay (residence);
- application in the established form for registration at the place of temporary stay (the form can be obtained from the passport department of the RUDN University);
- a certificate from the Office of Student Personnel Accounting confirming the fact of study, certified by the head of the department (RUDN University main building, room 223) - for undergraduate/specialist and master's students;
- an extract from the order from the Department of Training of Highly Qualified Personnel (UVK), certified by the head of the department - for graduate students, residents and interns;
- 1 photo, size 3x4.
Extension of the period of stay at a place of temporary stay
A citizen of a foreign state, after the expiration of the initial registration period, or continuing his studies at the University (master’s, graduate, residency) applies to the passport department of the RUDN University and submits the following package of documents:
- identification document (passport);
- copy of passport (3-5 pages);
- original and copy of the rental agreement for specialized housing in a hostel, which is the basis for temporary stay (residence);
- application in the established form for registration at the place of temporary stay (the form can be obtained from the passport department of the RUDN University);
- a certificate from the Office of Student Personnel Accounting (UUSK), confirming the fact of study, certified by the head of the department (main building of RUDN University, room 223) - for undergraduate/specialist and graduate students;
- a certificate and an extract from the order from the Department for the Training of Highly Qualified Personnel (UVK), certified by the head of the department - for graduate students, residents and interns;
- previous form of registration certificate;
- 1 photo, size 3x4.
Removal from the register
Removal of a citizen of a foreign state from registration at the place of residence is carried out in the following cases:
- departure of a citizen of a foreign state from the place of residence upon expiration of the registration period;
- departure of a citizen of a foreign state upon completion of studies;
- expulsion from the University;
- departure of a citizen of a foreign state due to re-registration at another address.

Removal from migration registration is carried out by migration registration authorities on the basis of information from border control authorities and civil registration authorities.
When leaving the Russian Federation, a foreign citizen submits a tear-off notification of arrival form at border control at checkpoints across the State Border.
Before leaving the Russian Federation, a foreign citizen is required to inform the passport department about the date of his departure.
When returning to Moscow, all foreign citizens are required to report to the passport department within 1 working day from the date of arrival and submit documents for migration registration.
Migration registration of foreign citizens with a visa regime for stay is carried out by the territorial body of the Ministry of Internal Affairs for the duration of the existing multiple-entry visa and in the presence of the following documents:
- passports and their copies;
- copies of multiple entry visa;
- a new migration card and its copy;
- applications for migration registration;
- a completed notification form for the arrival of a foreign citizen.
With visa and visa-free stay
A foreign citizen residing on the territory of Russia, having two or more citizenships, one of which is Russian, is considered by the Russian Federation only as a citizen of the Russian Federation. This category of citizens is registered at the place of temporary residence as citizens of the Russian Federation for the duration of the concluded rental agreement for residential premises, but not more than for 5 years.
All documents (including University orders) must correspond to his citizenship. The basis is Article 6 of the Federal Law-62 “On Citizenship of the Russian Federation”: “... a citizen of the Russian Federation who also has another citizenship is considered by the Russian Federation only as a citizen of the Russian Federation, except for cases provided for by an international treaty of the Russian Federation or federal law.”
A foreign student who decides to change his specialty or repeat his studies can do this only within the terms of his current migration registration and visa. Otherwise, he is obliged to leave the Russian Federation.
A foreign student who decides to transfer to another university can do this only if there is a referral from the Department of International Cooperation (budget form of education). In the case of a contract form of study, a foreign citizen is required to arrive in the Russian Federation only with a new single-entry visa at the invitation of the university where he will study.
A foreign student expelled from the university for academic debt, violation of contract terms, etc., is obliged to leave his home country and return to study with a new invitation.
A foreign student who has taken an academic leave is obliged to travel to his homeland and return with a new invitation, except in cases where traveling abroad is contraindicated for medical reasons, as indicated in the order.

Is it possible to register without the right of residence?
Registration initially gives a person the right to be in a certain premises. That is, in case of registration, a person acquires the right to use housing. At the same time, the legislation does not disclose such a concept as registration without the right of residence. In fact, in practice, some owners draw up agreements of this nature. However, in this case you may encounter a certain problem. Registration of this nature may be regarded by specialists of the Ministry of Internal Affairs as a fictitious registration. In this case, the person will be removed from the register.

Is it possible to register in the hostel?
The registration mechanism at the place of residence in a hostel is regulated by the position of two initial factors: on the balance of whose department the housing facility is located, as well as the very status of the person registering there.
This principle can be explained using the following examples:
- Option 1. Registration of the legal owner of a room in a dormitory occurs by analogy with the registration of the owner of his apartment on the basis of a title document for housing.
- Option 2 . If the housing property belongs to a specific organization, the consent of an authorized official must be obtained for the registration of a citizen of the Russian Federation.
- Option 3 .
The basis for registration in a hostel located in the city department is a social rental agreement concluded with a citizen. Important!
