When demolishing five-story buildings of unbearable series, fresh information comes both from the press service of the Moscow urban planning service and from individual officials. Recently, Oleg Soroka, deputy head of the Moscow City Duma for urban planning, shared official information. The official states that the five-story buildings from the 1950s and 1960s, previously considered “unbearable,” will be demolished.
The renovation of five-story buildings of unbearable series was started due to the emergency situation of many buildings, as well as because of the desire of Moscow residents to acquire more decent housing. The government emphasizes that the demolition of houses will not take place in batches, but based on the wishes of citizens. Even those that, according to technical specifications, have exceeded the service life of the house can remain and undergo major repairs. And at the same time, some nine-story buildings that can still serve for several decades will be included in the list for demolition. The only thing that depends on the series of the house is the order of demolition. They will start with a five-story building. First, the demolition of five-story buildings of non-destructible series 1: 1-510 and 1-515 will take place.
New housing renovation program
There are still quite a large number of dilapidated houses in the Russian capital, the condition of which is rapidly deteriorating. First of all, this concerns buildings of the so-called 1-510 and 1-515 series, which were not considered as objects of previously carried out improvements. Due to the significant number of such structures, the city authorities decided to draw up a new housing improvement plan that included these facilities.
The renovation program is one of the social projects aimed at relocating and demolishing five-story buildings of unbearable series.
The corresponding law was adopted by the government and signed by the President. This event was preceded by a large-scale vote of Muscovites regarding houses to be dismantled.
According to its main provisions, the changes will affect housing built in 1957–1968 in all administrative districts of Moscow. In general, 15 years are allotted for implementation, during which more than 5,000 houses will be reconstructed. The total area of the facilities will be more than 25,000,000 square meters, which is currently home to more than 1.5,000,000 people.

Unbearable buildings
This series includes those houses whose service life significantly exceeds the above. In addition, the appearance and construction scheme are fundamentally different from the houses to be demolished.
This category includes the following series of houses:
- 1-442. Solid brick buildings 3-5 floors high. Reinforced concrete floor slabs. Availability of apartments: one-room, two-room, three-room. This series is considered more durable than the above houses, and therefore cannot be dismantled.
- 1-510. Housing in this series belongs to the “economy” class. Block multi-entrance five-story buildings have one-room, two-room and three-room apartments. The presence of balconies from the second floor, in some options separate bathrooms, more spacious corridors and a kitchen. The construction of buildings in this series was the largest. There are more than a thousand such residential buildings in Moscow.
- 1-511. Multi-entrance brick houses, consisting of 3 – 8 sections. Apartments also range from one-room to three-room. At the end of the 1950s, small-family houses of this series were also built.
- 1-515. Panel houses with a height of 5 floors. Above the top floor there is a technical room or attic. There are two types of roofing: gable and flat. The nuance that distinguishes this series from all of the above is the 80-centimeter battery sections, which are hidden by partitions between the rooms.
When constructing these houses, they were designed for long-term use, so high-quality materials were used for construction. Five-story buildings of these series wear out by less than 20% over 40 years.
In total, over 5 thousand houses fall under the Moscow renovation program, 30% of which belong to the “unbearable” series. Initially, it was planned to limit the work with this category of five-story buildings to major repairs, but then the government’s plans changed somewhat.
What houses will be included in the program?
Information on the lists of demolished housing has been regularly updated since the law was signed. However, the data has not been confirmed by official authorities, and the mayor’s office has repeatedly noted that the final lists will be ready by the end of 2021. However, due to a number of appeals against decisions by apartment owners in court, there is still no final list.
It was originally planned that the program would include about 8,000 houses. But after a more detailed review of the project together with the Department of Cultural Heritage, it was decided to exclude some of the objects from the list. As a preparatory measure, on May 2, 2021, proposals to put to a vote a list of 4,566 objects located in 85 districts and 6 settlements were considered. More than 70% of residents of these houses approved of the program. At the moment, the total list is 5171 houses.
In addition, the five-story buildings of the unbearable series in the final version were supplemented by a number of nine-story buildings. In general, the project provides for the reconstruction of more than 100 houses of this type, which belong to block-by-quarter development and are in dilapidated condition. The project also included other types of buildings, including:
- Pre-revolutionary.
- The times of the architectural avant-garde.
- Late Stalinists.
- Houses built according to individual projects.

But there is still no consensus among their residents regarding the participation of these buildings in the program.

In which areas will the demolition of five-story buildings begin?
The implementation of the project, according to which they plan to demolish houses, must begin in all areas at the same time. Official data published by the mayor's office states that for this purpose, special starting sites have already been provided where residents will be resettled.
In general, the order in which objects are dismantled, as experts note, is primarily related to the willingness of homeowners to take part in the program.
Renovation of the old housing stock will be carried out in such a way that the reconstruction does not cause damage to objects located nearby. It is worth noting that those neighborhoods that were not included in the lists are also awaiting renovation in accordance with the current city program.
Lists of houses for demolition
News about the addresses of buildings included in the program is constantly updated.
So, according to the latest data, the following houses were excluded:
- No. 28 (building 1) on Budyonny Avenue.
- No. 5 on Tsiolkovskaya street.
- No. 27 (building 1) on Lodochnaya Street.
- No. 15 on Stavropolskaya street.
But at the same time, the list was replenished with houses:
- No. 3 on 1st Spinning.
- No. 32 on 5th Parkovaya.
- No. 49 (building 2) on Verkhnyaya Pervomaiskaya.
- No. 3 (building 3) on 9th Parkovaya.
- No. 10 (building 3) and number 12 (building 2) on Novoogarevskaya.

Khrushchev eradication schedule
In 2021, not all buildings on the renovation list will be demolished, but only those that were planned for this process.
The Eastern District will get rid of buildings on Plyushcheva Street and Kirpichnaya Street, and in the North-Eastern Administrative District houses on 10 streets will be demolished by the end of the year.
Until the end of 2021, the Central District will postpone the demolition of only two houses on Rusakovskaya Street.
Yugo-Zapadny will be reduced by four buildings located on Profsoyuznaya Street, and SEAD plans to remove only one five-story building, which is located on 1st Volskaya.
The largest number of demolition projects planned for 2021 is in the closed joint-stock company; we are talking about 27 housing constructions on 8 streets:
- Malaya Filevskaya;
- Yartsevskaya;
- Glavmosstroy;
- Academician Pavlov;
- Kastanaevskaya;
- Lobachevsky;
- Koshtoyantsa;
- Leninsky Prospekt.

Which houses are not included?
In order for a house to be demolished, it must meet the following requirements:
- Be in unsatisfactory technical condition.
- At least 2/3 must agree to participate in the program.
Facilities located in 40 different districts were not included in the voting list on the 1st basis, including:
- Arbat.
- Khamovniki.
- Tverskoy.
- Yakimanka.
- Other.
Houses located in these administrative-territorial units can be subject to the social project only by decision of the residents.
The following number of districts was also not included in the voting list:

- VAO – 4.
- CJSC – 3.
- SAO – 8.
- NEAD – 3.

What will the residents of demolished houses get?
Undemolishable five-story buildings, which are planned to begin to be removed in 2021, as well as other housing facilities that were not dismantled before the end of the first program, must be resettled.
Instead of old houses, it is planned to build new panel houses using modern energy-saving technologies. When implementing the new concept, several layers of panels will be used, in addition, the possibility of equipping rooms with an open plan is being considered.
The surrounding area will also be landscaped. For the convenience of tenants, the following will be equipped:
- Bicycle paths with rubber coating.
- Playgrounds.
- Walking areas.
- Parks.
Each apartment will have an individual balcony or loggia, glazed and covered with ceramic tiles. It is also planned to install baskets for air conditioners in the façade of the building.
How to pay for housing and communal services through the State Services portal
The new apartments will not at all resemble Khrushchev buildings. Residents will receive:
- Large corridors.
- Isolated rooms.
- Spacious kitchens and bathrooms.
There are also requirements for the internal equipment of facilities. So, each door must have handles and locks. The housing is rented out already furnished.

This type of house has improved characteristics compared to 510. Some buildings are equipped with balconies at the end, there is a garbage disposal, and a central warm water supply. But the strength of the floors, of which there are 3 longitudinal (load-bearing) in the building, is still insufficient to withstand further use, so the houses will be demolished. Modern renovation involves the use of heavy double-glazed windows and plastic windows, self-leveling concrete floors and other finishing elements that will increase the load on the load-bearing parts of the building. This could lead to a collapse. Therefore, the houses will be replaced. Residents of the following areas can prepare for a quick move:
- Ochakovo;
- Fili;
- Khamovniki;
- Printers;
- Falcon;
- Khovrino;
- Degunino;
- Medvedkovo;
- Timiryazevsky;
- and many others.
Demolition will also occur during the first or second wave.
What does a tenant need to do to ensure that their rights are respected?
The five-story brick buildings are planned to be reconstructed immediately after the completion of voting by their residents and the adoption of the bill in the second reading. This is due to the fact that the first edition of the document largely contradicted the norms of civil and land law.
In connection with such features, the Moscow City Duma additionally adopted a law on guarantees for residents of demolished objects. Thus, the regulatory legal act provides for 12 provisions establishing protection measures for participants in the renovation program.
The document provides the grounds and procedure for inclusion in residential properties, as well as requirements for apartments presented in return.
When implementing the program, the opinions of residents at addresses, as well as their property and housing rights will be taken into account.
All owners of apartments located in buildings covered by the program can receive equivalent housing or compensation based on market value. In a separate procedure, norms are also provided according to which those on the waiting list will be provided with improved square meters, regardless of the receipt schedule.

It was proposed to relocate the residents of the Khrushchev-era apartments during their demolition to new buildings in other areas, but within the old (former, in which they lived before the demolition) district. Such a bill was introduced by a group of deputies, including Vladimir Resin and Nikolai Gonchar from the United Russia party.
Also, the mayor of Moscow has repeatedly said that residents will be given new apartments with the same number of rooms. According to experts, new 17-story buildings can be erected in place of old houses and then resettlers can be settled in them. But there will be problems with parking and other everyday hassles, such as making an appointment with a doctor at the clinic.
Residents of Zelenograd, New Moscow and the Central Autonomous Okrug (CAO) of the capital may be affected by this bill. Based on the law on resettlement, property owners must receive apartments in their district in return. The law allows residents to be relocated outside their district, but only with the written consent of the owner.
Know your rights!
The Moscow authorities will send apartment owners a special agreement in which they can indicate the desired area (if they want to move to another). This issue must be resolved within two months from the date of receipt of the letter. If there is no response from the apartment owners, the issue will be resolved through the court. This bill would change federal law regarding the relocation of these homes.
According to experts, canceling or changing the norms for the provision of new housing in a particular locality can have both positive and negative sides. With such amendments to the law, residents of dilapidated buildings may not be settled where they would like. An example would be a hopeless village without work or social infrastructure.
Many residents of dilapidated Khrushchev apartment buildings, in anticipation of new square meters, have been waiting for years for improved living conditions. Some of them are ready to leave their hometown to improve their housing. For such people, the new norm will have a positive impact in terms of resettlement.
