What is an inspection report
All real estate is recorded in a special register - USRN. It is maintained by Rosreestr on the basis of documents and information transmitted by the cadastral engineer. When an object ceases to exist (for any reason), the information in the Unified State Register must be updated. The basis for this is the application of the copyright holder, the inspection report of the cadastral engineer.

At the construction stage or during the operation of real estate, survey reports can be drawn up to assess the actual characteristics and condition of the property. Anyone can draw up such documents, from the owner himself to engineers, technicians, and other specialists. But if it is necessary to confirm that the structure has ceased to exist in kind, only a cadastral engineer is involved in the survey.
Expert commentary. When contacting an engineer, you must provide documents confirming the grounds for demolition or dismantling of the building. If a building ceases to exist due to natural reasons or as a result of emergency situations, such foundation documents can be issued by government agencies. In disputed situations, a decision on the forced demolition of real estate can be made by the court.
Before the inspection and drawing up of the report, you need to order a project for the demolition (dismantling) of the building, carry out the work and vacate the site.
For what purposes is an inspection report drawn up?
The general purpose of ordering and receiving a certificate from a cadastral engineer is a subsequent application to Rosreestr, deregistration of the building in the Unified State Register of Real Estate. This is necessary for the following reasons:

- in order to begin new construction on the vacated site, to register the constructed building (until the data on the non-existent object is excluded from the Unified State Register of Real Estate), the new building will not be registered;
- so that instead of operating the facility, engage in other types of activities on the site (for example, the owner can change the permitted type of land use and engage in agricultural production);
- in order not to pay tax on non-existent real estate (since the tax service issues payments according to the Unified State Register of Real Estate, only deregistration of the property will cancel taxation).
If an unauthorized building is demolished by court, deregistering the building as quickly as possible will avoid additional sanctions. They can be appointed by bailiffs for untimely execution of a judicial act.
The copyright holder may at any time decide to decommission the object. its demolition or dismantling. If several persons own a building at once, they can only make the same decision unanimously. At the decision-making stage, when designing demolition (dismantling) and carrying out construction work, a cadastral engineer is not involved. You can order an inspection report when the building actually ceases to exist in kind.

Why can only a cadastral engineer draw up an act?
The owner cannot come to Rosreestr himself, declare the demolition or permission of his building and demand that it be deregistered. Information in the Unified State Register can only be changed according to documents prepared by cadastral engineers. The state has delegated authority to such specialists, since the education, qualifications and experience of engineers are regularly checked during certification. Only a specialist’s qualification certificate gives him the right to carry out cadastral work on objects and sites.

To carry out the work, you need to conclude an agreement and hand over the supporting documents to the specialist. Premises inspection procedure
There are no regulated actions regarding apartment inspection. Usually this procedure is individual for each case. Naturally, one person cannot conduct an inspection. For this purpose, a special commission is assembled, which includes representatives of all interested parties.
Once inside the premises, the commission checks its technical condition, communication networks, and electrical equipment. In addition, special attention is paid to fire safety, which must be observed in this room. Under certain circumstances, environmental safety is also of great importance. Here the cleanliness of the apartment is checked, the absence of fungus on the walls and various parasites.

The inspection commission inspects room by room, recording any comments using the appropriate report. If there are no comments, and the general condition of the apartment is satisfactory, this should be written about in the document.
Rules for drawing up an act
As you might guess, one person cannot conduct a home inspection. Indeed, in such a situation there is a high probability of making mistakes. The inspection commission must consist of at least two specialists. Typically, this procedure is entrusted to representatives of government departments and supervisory authorities. The legislation does not prohibit the involvement of additional experts in this process. These could be technicians, electricians, engineers. Thanks to this, we can say that the inspection of the premises and the inspectors’ conclusions will be as objective as possible.
You can enter information into a document on a computer or by hand. Often an apartment inspection is carried out so that the commission can determine what damage has been caused to the property. This fact should be stated in the act. In addition to this, it is necessary to note the reason why this damage was caused. If the alleged culprits are known, information about them should also be displayed in the document.
There are situations when some additional annexes are drawn up to the act. If there are any, this should be mentioned in the act itself. For example, if the inspection of the apartment was carried out using a camera, the photographs become an appendix to the report.

Where to apply with the report
Since the act is an official document for cadastral registration, it must be submitted to Rosreestr. Documents can also be submitted through the Multifunctional Center. An act for deregistration of an object can be sent to Rosreestr by a cadastral engineer.
Based on the submitted application and act, Rosreestr specialists will enter new data into the Unified State Register of Real Estate. Information about the object and its cadastral number will be canceled, but will be stored in the archive. After completing the procedure, only the data for the site will remain in the Unified State Register.
The form of the inspection report is approved by the Order of the Ministry of Economic Development. The exact contents of the document are determined by the cadastral engineer.
What will the applicant receive?
The deregistration of an object is confirmed by an extract from the Unified State Register of Real Estate, which the applicant will receive. The examination report with an extract will not be returned, as it will lose legal force. When a new building is built on a site, it must be registered on the basis of a technical plan. This document will also be prepared by a cadastral engineer.

What happens if we do not remove the demolished building from the cadastral register?
Until the property is deregistered, a new building cannot be built on the site. Also, taxes will be charged on the property before deregistration.
Can we draw up an inspection report ourselves, since its form is approved by law?
Documents on the basis of which cadastral registration is carried out can only be prepared by a cadastral engineer. Rosreestr will not accept a document prepared independently.
How long do you need to keep the cadastral engineer's survey report after completing the registration?
When cadastral registration is completed, the survey report will lose legal force. The document may be used for reference purposes only.
At what stage of building dismantling should I order an inspection report from a cadastral engineer?
The inspection report is issued only after all work on dismantling the building is completed. If there are structures left on the site, the engineer will not issue a document.

When do you need to coordinate the demolition of real estate with the authorities?
A different situation arises if the structure to be demolished is not:
- individual residential building;
- garden house;
- garage;
- auxiliary building;
- an outbuilding without a foundation.
When liquidating objects not included in the specified list, it is required to coordinate their demolition with local authorities. The new procedure for the demolition of objects has been in effect since August 4, 2021, when the law on amendments to the Town Planning Code of the Russian Federation came into force.
