The act of putting an object into operation: how to get what precedes it

After the construction of a new task, reconstruction and major repair work, before using it for its intended purpose, it is necessary to confirm the safety and reliability of the facility. To do this, a comprehensive examination is carried out. The procedure allows you to determine the extent to which the building complies with fire safety requirements, urban planning, sanitary and other standards. If no violations are identified during the assessment, the control authorities will issue an act of putting the facility into operation.

A positive conclusion will not be issued if, during the control check, significant and unfounded deviations from the approved design solutions and legal requirements are discovered. Control structures will allow the facility to be put into operation only after the shortcomings have been eliminated and re-evaluated.

Expertise before receiving the building commissioning certificate

The survey begins with determining the composition of the acceptance committee. It includes the owner of the building or his representative, responsible persons of the contracting construction organization and experts from control structures.

During the examination process, experts evaluate the building according to indicators that indicate its reliability, stability, functionality and safety. They conduct control tests, measurements, laboratory tests, and study documentation.

The subjects of the examination are:

  • comparison of actual parameters with design solutions;
  • studying the quality of the building material, whether its characteristics meet optimal parameters;
  • whether the construction technology is followed;
  • does the fire safety level correspond to the standardized values;
  • serviceability and functionality of utility networks: air conditioning and ventilation systems, heating, power supply, sewerage, drainage, communications, gas supply.

Specialists of the control agency pay special attention to checking the compliance of the building with design, technical and permitting documentation: urban planning plans, development projects, acts.

To study the required characteristics, specialists carry out visual inspection, measurement using non-destructive and destructive testing methods, and sampling for laboratory tests and research. Based on the results obtained, a report and conclusions are drawn up on the compliance of the erected structure with the regulatory framework and the project.

In order to be guaranteed to receive a commissioning certificate for a plant or any other building the first time, the owner can apply for a preliminary examination to a specialized company. He has the right to indicate any additional measures in the technical specifications. Experts from a specialized company will conduct a comprehensive technical and construction survey in four stages:

  • studying the documentation for the erected structure and the regulatory framework that is applicable to this building;
  • visual inspection of the object, measurement of basic geometric parameters, recording of obvious defects and violations that occurred during installation and repair work;
  • laboratory tests, instrumental measurements using non-destructive and destructive testing methods in order to determine important operational parameters and identify hidden defects;
  • processing the results obtained and drawing up an expert opinion.

The expert report contains conclusions about the building’s compliance with the legislative framework and design solutions, information about the strength and reliability of building structures, the possibility of safe operation, a defect list and recommendations for eliminating detected damages with the reasons for their occurrence. Additionally, specialists can assess how well the estimate corresponds to actual costs and whether deviations from design standards are justified.

The document has legal force. The customer can use it to hold the contractor accountable. He has the right to demand compensation for poor quality of work and to force the identified damages and defects to be eliminated. If a construction company refuses to fulfill its obligations, an expert opinion will help win the case in court.

After conducting a preliminary examination and eliminating all comments, the owner of a new building can be sure that the acceptance committee will issue a commissioning certificate.

What is indicated when drawing up the commissioning certificate

After inspecting the constructed building, the commission makes a decision on whether the structure meets the safety and reliability requirements. All findings form the basis of the final report. The act shows that the construction work is completely completed and the object is ready for safe use for its intended purpose.

A unified form has not been developed for the document, but it always contains the following information:

  • type of work performed;
  • location address and name of the structure;
  • information about permission for construction work;
  • time of installation and repair activities;
  • parameters of the constructed facility: number of floors, area, power, productivity;
  • cost of the building.

At the end of the document, the commission reflects the main points. If violations were identified during the inspection, operation of the building will become possible only after they have been eliminated.

An enterprise has the right to use its own developed internal templates to draw up a report if they contain basic information about the object of research. Technical documentation is attached to the report - layouts, drawings, extracts from the technical passport.

The act of putting the building into operation must be drawn up in at least three copies - for the owner of the structure, the contractor and the controlling structures. All members of the acceptance committee verify the information with signatures.

Who draws up the act

As a rule, the act is drawn up between two parties: the transferor of the fixed asset and the recipient of it, incl. putting into operation.

Representatives of the parties in most cases are directors of companies, their deputies or heads of structural divisions.

However, if necessary, a third party can be involved in the form of experts (this is especially true in cases of transfer of complex technical equipment, instruments, machinery, and various types of structures).

How to properly draw up a deed

The law does not provide any special requirements for both the content of the document and its execution. The act can be written on a regular sheet of paper or on the organization’s letterhead. All necessary information can be entered by hand (with a ballpoint pen of any dark color, but not a pencil) or printed on a computer.

There is only one condition that must be observed without fail: the presence of “live” signatures of all people present when the fixed asset was put into operation. At the same time, the use of facsimile autographs, i.e. printed in any way is unacceptable.

It is not necessary to certify the act using enterprise seals - this must be done only in cases where this norm is prescribed in the company’s local regulations: since 2016, the use of stamp products by legal entities is at their discretion.

The act is printed in at least two copies , but if necessary, additional copies can be made.

How to draw up an act correctly

The act refers to primary documentation, therefore, since 2013, the requirement to draw it up according to a strict unified template has been abolished. Today, enterprises and organizations have every right to compose it in any form or according to a template developed and approved within the company.

Important condition : in its structure and content, the act must comply with certain standards of office work, business documentation and the rules of the Russian language.

The document must include some mandatory information:

  • a link to the agreement, to which the act is an annex, as well as the number, date, place of its creation;
  • enter information about the enterprises that form the act;
  • indicate the name of the fixed asset, the address at which it is installed or put into operation;
  • describe the tests and inspections to which the fixed asset was subjected, as well as their results;
  • the conclusions should record the suitability of the fixed asset for further use and the date from which it can begin to be used in work.

If there are any additional accompanying papers, they must be noted in the act as a separate item.
