In such a situation, in order to improve living conditions, you can take advantage of specialized government programs. Housing programs for large families

There are several main programs developed by the state specifically to support large families. Each of the options proposed below has its own characteristics, advantages and disadvantages. Moreover, depending on the choice made, the speed of receiving help also changes. Let's take a closer look.

Preferential mortgage

The most common and fastest option. If a family is recognized as having many children, but is not low-income and, in fact, does not need to improve their living conditions, it can still qualify for preferential terms for mortgage lending.

As part of this program, a family can purchase a more comfortable apartment, compared to the existing one, on credit and receive more favorable conditions. Most often, they only involve lowering the interest rate. Considering the fact that the mortgage rate is already the lowest of all existing ones, an additional reduction will bring the overpayment to the lowest possible level. This greatly eases the pressure on the family budget.

The main disadvantage is that the mortgage loan will still have to be paid in full. This can take either 5 or 30 years. Help from the state in such a situation consists only of reducing the rate, but not repaying the debt instead of the client.

It should be taken into account that housing purchased on credit is issued as collateral (collateral). As a result, despite the preferential mortgage, in case of prolonged non-payment of the debt, this property may be confiscated and sold at auction.

Social housing

The most relevant option for those families who do not have their own savings, cannot purchase housing even on credit and, at the same time, are in need of improved housing conditions. Social housing is real estate that belongs to the state/municipality.

It is provided free of charge, for rent. Due to preferential utility tariffs, residents of a social apartment can relieve a serious burden from the family budget. The certificate entitles you to a special social benefit, which can only be used in a strictly defined manner. For example, repay part of the loan for housing, pay for part of the apartment under the purchase and sale agreement, and so on. This option is convenient in almost all respects, but you need to take into account two main features:

  1. Most often, the amount received under the certificate is not enough to purchase real estate. You will have to use your own funds (savings), and not everyone has them.
  2. The waiting period for a certificate is very long. In some cases it can be even longer than the period for obtaining social housing. In some cases, you have to wait for your turn for decades.

How much money can you get with a certificate?

Those people who are going to receive a certificate have a completely logical question: what amount is required? How much money will be issued using the certificate? There is no definite answer to this question, because in each individual case an individual calculation is made, which is influenced by the following factors:

  • The area of ​​the existing apartment (if the applicant owns other housing).
  • The required area taking into account the number of persons (family members) registered in the apartment.
  • Market value of 1 sq.m. living space in the region of residence.
  • Time spent in the queue.

The calculation itself, on the one hand, is not too complicated, on the other, it requires taking into account all the features described above.

Example: Let's assume that a family of 5 people lives in an apartment with an area of ​​25 sq.m. Each of them has only 5 sq.m. This is too little. According to the rules, each person must have at least 18 sq.m. In total, such a family is entitled to housing with an area of ​​18 * 5 = 90 sq.m. Market value of 1 sq.m. is 30 thousand rubles (the price varies greatly depending on the region of residence). Since the applicant already has his own home, the difference between the available and required area will be applied to calculate the amount of the certificate: 90-25 = 65 sq.m. The cost of an apartment with an area of ​​65 sq.m. will be about 2 million rubles. But the applicant does not receive the entire amount, but only a certain part, the percentage of which depends on the length of time in the queue. Let's say that the family has been waiting for their certificate for more than 10 years. As a result, they can claim 70% of the calculated cost of the apartment. In total, they will receive about 1.4 million rubles under the certificate.

Family mortgage

In 2021, the state decided to provide families in which a second or subsequent child was born after 01/01/2018 with state subsidies on mortgage rates. Such families were given the opportunity to purchase housing on credit at rates starting from 6% per annum. One of the main conditions is the purchase of housing on the primary real estate market (under a DDU agreement, assignment of rights or finished housing from a developer). In 2021, many banks are providing an even lower rate under this program. For example, Gazprombank issues mortgage loans at a rate of 4.5%, Sberbank - from 5%, Rosselkhozbank - from 4.7%.

In addition, in 2021, the Government of the Russian Federation decided to provide large families in which a third or subsequent child was born after 01/01/2019 with a sum of money to repay an existing mortgage. in 2021 this amount is 450,000 rubles. It does not matter whether the primary or secondary housing was purchased, nor does the date of receipt of the mortgage loan matter.

In 2021, the Maternity Capital program for families with two children continues to operate. After the next indexation, its amount is 466,617 rubles. The entire amount of assistance can be used to purchase or build housing, including repaying a mortgage loan.

In addition to federal maternity capital, regional authorities in some regions of the country provide regional maternity capital. Their amounts vary depending on the subject of residence. The amount can range from 50,000 rubles to 250,000 rubles. You can check with your territorial social security department or local administration about the availability of a similar program in your region.

How many children are given an apartment for?

Is it possible to get on the waiting list if the applicant has only two children? It all depends on the region of residence. In one region, such a family may already be recognized as having many children, while in another, 3 or more children are required. It is recommended to clarify this issue separately. There are other features that may affect the status of a large family:

  • All children must be registered in the same apartment in which their parents are registered.
  • The calculation takes into account both your own children and adopted children.
  • Family usually means parents and their children. In some cases, this may also include parents and immediate family (brothers and sisters). The rest, most often, can be recognized as family members taken into account in the calculation only by a court decision.

Which family is considered large in 2021?

The general legislation of the Russian Federation calls a large family raising three children. However, many parents encounter problems when trying to obtain preferential status and entitlement privileges; to restore justice, they often have to go to court.

The source of the problems is Decree of the President of the Russian Federation No. 431 “On measures for social support of large families,” which states that the status of a large family is established by the authorities of the constituent entities of the Russian Federation.

There are other requirements that must be met in order to qualify for subsidies:

  1. All children must be under 18 years of age. There is an exception: if the child receives higher education, the age limit increases to 23 years. In this case, it does not matter whether the child studies on a budget or in a paid department, but the form of education plays a role - only “points” give the right to privileges.
  2. All children must be registered with their parents. Moreover, it doesn’t matter where they actually live. For this reason, it is not advisable for a student from a large family to live in a university dormitory - then he will be issued a temporary registration and the family will be deprived of privileges.

Therefore, if the municipality determines that at least 5 children are needed for preferential status, so it will be - the norms of general legislation take on secondary importance. For the “traditional” republics of Russia, having a large number of children is in the order of things, so the bar is set higher there.

How to get free housing?

Is affordable housing provided to everyone? No, only those who can prove that they really need it. And for this to happen, certain requirements must be met.

Requirements for the applicant

Conditions that show whether the applicant is eligible to receive assistance from the state or not:

  • There are the following statuses: large family, low-income, needing housing. In some cases, low-income or housing need status is not required. For example, provided that the applicant’s apartment is located in a dilapidated building.
  • The applicant is a citizen of the Russian Federation. This requirement does not apply to all family members, but it is the applicant who must be a citizen. Foreign citizens are not entitled to such assistance. In some cases, foreign family members (for example, if the wife is a citizen of Kazakhstan, but lives with her husband in Russia) may not be taken into account in the calculation. It is recommended to clarify this point separately, since the rules may differ depending on the region of residence.
  • The applicant resides in the region of application for the required period. On average it is 10 years. In some areas - 15, in others - 5. It all depends on what policy the local authorities pursue.
  • The applicant has not previously received similar assistance from the state.
  • The applicant did not take any actions that could be regarded as deliberate deterioration of living conditions. This point is very important, since if such a fact actually occurred, there is a huge probability (almost 100%) that the applicant will not only be refused to consider the application, but will also be banned from participating in such government programs for a period of 5 years.

Procedure

State aid is provided approximately according to the following scheme:

  1. Obtain all the necessary statuses (large family, low-income, needing improved housing conditions). The first status (large family) is quite easy to obtain; you just need to contact the social welfare authorities and provide all the necessary documents. Obtaining low-income status is more difficult, since you need to confirm a difficult financial condition, in which income must be at or less than the subsistence level.
  2. Contact the MFC (My Documents) with an application for assistance. You can also contact the local administration or social security authorities, but the easiest way to do this is with the help of the MFC.
  3. Complete a living conditions check. A special act is drawn up, which indicates whether the family really needs a new apartment or not.
  4. Receive the decision of the state commission and register (in line).
  5. Regularly checking your place in line to wait for help from the state.
  6. Depending on what kind of assistance you planned to receive, take advantage of it (for example, enter into a rental agreement for social housing or use the certificate in a timely manner).

Depending on the chosen assistance option, the individual characteristics of the applicant, region of residence, and so on, additional requirements/rules may be used that may affect the instructions proposed above.

Expenses

The procedure for obtaining all the necessary statuses and assistance from the state is free. Certain costs may only arise when all required documents are completed. For example, an extract from the Unified State Register costs 300 rubles, and a power of attorney for a representative costs from 2 thousand rubles.

Deadlines

Approximate time frame for obtaining an apartment from the state:

  • Application review: up to 1 month.
  • Receiving a decision: about 3-5 days.
  • Waiting in line: individually.
  • Certificate expiration date: 3 months before contacting the bank.
  • The period for the certificate to be sold after contacting the bank: about 7 months. It is recommended to use this help as quickly as possible, otherwise you will have to start all over again. The best option is to find the seller of the apartment/house in advance and ask to wait. It is logical that this should be done at the last stages, when there are only a few days left before receiving the certificate.

What documents are needed?

To receive assistance from the state, you will need to prepare the following documents:
