Project goals

Money allocated by the state, municipality and budgets of local settlements in the region cannot be spent on improving living conditions. Specifically, the subsidy is used for the purchase of housing from individuals and/or legal entities. Real estate is allowed to be purchased on the primary and secondary markets. Young spouses can start building a house by using the money to pay for a construction contract. The subsidy is also used to cover debt and interest on a loan taken out for housing. Fines and penalties cannot be paid off with subsidies .
It is allowed to use the benefit to repay the last share in the cooperative. If a couple received funds from the regional budget (10%), then it is permissible to use them for the following purposes:

• invest as a share in construction;
• repayment of debt on a mortgage or other loan given as a participant in the project.

The rules of the “Young Family” project in Perm do not allow the purchase of an apartment from relatives. Using state subsidies for purposes not provided for by the project is subject to fines in the form of exclusion from the program and return of money. There are administrative and criminal liability. As in other regions, Perm residents - participants in the Young Family program - can use the subsidy as a down payment on a preferential mortgage. If the family also received maternity capital, the banks welcome its use, which significantly reduces monthly payments. Banks offer reduced interest rates. Sberbank offers a rate of 9.5% for project participants. The VTB rate is from 11%. Considering that participants receive benefits from the state budget or local budget from 10 to 30%, the savings for young people are significant.

Types of child benefits

Conventionally, all child care payments can be divided into 2 types.

One-time payments:

1. women who registered in the early stages of pregnancy;
2. for pregnancy and childbirth;
3. at the birth of a child;

Monthly payments:

Maternity benefits

Main changes to maternity leave in 2021

The requirements for receiving payments are the same as last year, but the timing of maternity leave has undergone some changes:

• 140 days are allotted for adaptation after childbirth without complications , with 70 days falling before childbirth and 70 days after childbirth.

Financial support for early registration at a medical institution is aimed at improving the health of mother and baby. If registered in a timely manner, a woman receives qualified medical care, psychological support and cash payments. Women who are eligible to receive:

More detailed regulation is given through Presidential Decree No. 600 dated September 7, 2012. When accepting a child into a family, the amount of financial assistance will be 18,143.96 rubles , and payments are calculated for each child. If a citizen has adopted a disabled child, brothers/sisters or a child over 7 years old, the one-time amount will be 128,927.58 rubles .

You can adopt or become a guardian of a child only if one or more conditions are met:

1. natural parents cannot raise a child on their own due to health problems;
2. natural parents do not have parental rights or are missing/died;
3. the natural parents refused to raise the child;
4. parents do not want to take their child from specialized institutions;
5. the parents are in jail or awaiting trial on felony charges.

The size of this payment does not depend on the salary or work experience of the adoptive parents. Financial support comes from the federal budget and is not related to income.

After submitting an application at your place of residence, a decision will be made within 10 days , including holidays and weekends.

If parents are not officially employed
