How to cash out a housing certificate and is it worth it?

The legislation of the Russian Federation provides for the possibility of obtaining a plot of land for construction for all large families. However, the local administration is in no hurry to part with the existing plots, and among the proposals, mostly undeveloped land, without communications, and other delights of civilization. It is logical that building a family nest in such conditions is quite difficult.

A certificate for the purchase of land in 2021 became a profitable alternative. Cash compensation expands the possibilities for large families and allows you to choose the best option to suit your taste. This solution is not yet available for all areas, but the initiative is becoming increasingly popular. The certificate amount is constantly indexed.

What is GHS

First, let's figure out what document we are talking about. GZHS (state housing certificate) is a bond confirming the owner’s right to a subsidy for the purchase of residential premises.

The document is issued to military personnel, persons who worked in hazardous and hazardous industries, young families, disabled people, orphans and other socially vulnerable categories of citizens.

The bond price is indexed every year. You cannot withdraw money or exchange GHS. All funds will definitely be used to purchase housing.

However, many owners of public housing cooperatives wanted to manage the funds and not buy an apartment or house.

How to cash out using realtors

Some real estate companies offer this service for a percentage of the transaction. The bottom line is that they find housing in their database that matches the amount of the certificate.

After that, he finds a buyer for it and agrees with both parties to the transaction that they will wait a little. Typically, the entire operation takes no more than 2 months.

The company makes a purchase under the civil housing contract, after which the housing becomes the property of the bond owner.

Once the legal authorities confirm ownership, the agency carries out the second part of the transaction and sells the property to an interested buyer.

As a result, the seller receives funds from the state, the buyer receives the selected living space, and the client receives cash for the certificate.

Who is entitled to a state housing certificate

The following categories of citizens are entitled to receive a housing certificate:

  1. Military personnel and employees of internal affairs bodies retiring from military service.
  2. Citizens moving from closed military camps and settlements with special institutions.
  3. Citizens who were exposed to radiation at the Chernobyl Nuclear Power Plant and at the Mayak production association registered to improve their living conditions.
  4. Citizens recognized as forced migrants, registered with local governments as those in need of residential premises.

  7. Citizens relocating from a ZATO who have the right to receive social benefits for the purchase of housing outside the ZATO, or who were registered before January 1, 2015 for the purpose of relocating from a ZATO.

Is it worth cashing out GHS?

In modern legislation there is no specific prohibition on the above scheme. By doing this, you will not technically be breaking the law.

But remember that according to the terms of the subsidy, the funds must be used to purchase housing, otherwise the actions may be considered fraudulent.

In addition, the agency will take a considerable percentage for the services, you will also have to pay the seller and buyer to persuade them to your terms. As a result, you will lose a significant portion of the security's value.

Remember that scammers are very fond of such illegal schemes, so there is a risk of falling for the criminals and losing the entire amount.

Procedure for obtaining a housing certificate

Obtaining a housing certificate consists of the following steps.

Documents for participation in the program

The following documents must be prepared:

  1. application
    (report) on participation in the subprogram and
    consent
    to the processing of personal data;
  2. an extract from the house register and a copy of the financial personal account;

Documents are submitted:

  • by military personnel - to the military unit or organization of the federal executive body where the service is (was) taking place;
  • citizens of other categories - to the local government body, where they are registered as those in need of residential premises.

After submitting the documents, a decision is made to recognize or refuse to recognize the citizen as a participant in the subprogram.

Submitting an application for a certificate

After receiving notification of recognition as a participant in the subprogram, it is necessary to submit to the same place where the documents for participation in the subprogram were sent (in particular, to the local government body), an application for the allocation of a certificate in the planned year and inclusion in the appropriate list. The application is submitted within a certain period - from January 1 to July 1 of the year that precedes the planned year, i.e. year for which the local government compiles a list of citizens wishing to receive a certificate in this planned year.

Who is entitled to a certificate for a land plot?

The right to stand in line to receive a land certificate is currently only available to large families. At the time of registration, the family must meet the following requirements:

  1. At the moment, the family has three or more children under age.
  2. The family is officially registered in the region in which it plans to obtain a land certificate for at least five years.
  3. If there are both parents, their marriage must be officially registered.
  4. Only those families that do not own a plot of land can apply for a certificate.

Only those families whose members are all Russian citizens and whose minor children live with their parents can receive compensation from the state after acquiring a land plot. The priority right to receive compensation is given to disabled people. That is, in a family with at least 3 children in their care, a disabled child must live. Similar privileges extend to those citizens who are raising 5 or more minor children.

Real estate subsidies from the state. What problems will you have to face?

The easiest way is to get a plot of land to build a house. The land is currently available for rent for 2 years, during which time you need to build a house on it.

However, many people do nothing at all with the site all this time. The reasons may be different: someone has not decided on a project, someone has family circumstances, lost their job... But more often than not, having signed a lease for a plot from the state, people put everything off until the last day.

Problem #1 - Timing

Two years is, of course, enough time to build a house, but the recipient of the subsidy should be prepared for the fact that it will take a lot of time to collect all the paperwork. And it’s better to apply for subsidized housing construction as soon as you have formalized the land lease. The application is submitted to the same administration that issued the plot.

Remember, if you do not meet the deadlines: the land may be taken away, and payments for the construction of the house may be refused. To avoid delays, you should immediately find out who issues the construction permit, what documents need to be collected, which administration officials and utility services should be bypassed.

Of course, it is not so easy to quickly collect all the documents, but if you want to have your own, spacious home, this should not be an obstacle for you. Get a complete list of documents from the local administration: they are obliged to issue it, as well as explain where and what to receive.

Problem #2 - Money

The amount of subsidies for building a house depends on legally established standards.

So, for one person there is “allotted” no more than 36 square meters (which is actually not bad, considering that a house is usually built for a family, and not for a lonely bachelor, for whom a one-room apartment will be enough), for two people - already 50 sq. m., and for a family of 8 people - already 18 meters per person.

There is no question here; the state cannot pay for luxury. On the same Far Eastern hectare, you can build an entire estate, if funds allow. But no one expects the state to participate in the construction of palaces.

But how then to increase the size of subsidies?

To do this, it is recommended to study all the laws and try to collect all possible gratuitous payments that your family is entitled to. You can use, for example:

  • maternal capital;
  • subsidies for large families;
  • tax deductions for previously made purchases;
  • get a preferential loan, etc.

With additional funds, you can build a bigger house and choose better materials for construction.
