Registration in the Republic of Kazakhstan
To complete the registration process, the applicant contacts the local migration police department with a package of papers:

- Photocopies (2 pcs.) of the applicant’s passport and Birth Certificate (the papers are certified by a notary).
- A paper that confirms that the applicant is/is not in a registered marriage (certified by a notary).
- 3 photographs (size 3.5×4.5).

- Permission from citizens of Kazakhstan who are entitled to receive alimony from the applicant.
- A check confirming payment of the paperwork fee.
- Consent from children under 18 years of age (certified by a notary).
- Binders.
- Blank envelopes.
If a minor child travels with the applicant, his passport and permission from the other parent are required. The legislation does not provide that migration police officers may require the presentation of additional papers.
The applicant receives the decision no later than 30 calendar days from the date of submission of the full set of certificates.
Registration in the Russian Federation
The citizen first moved from the country for temporary residence, then decided to stay in the Russian Federation for permanent residence; the scheme for obtaining permission will be different.
In order for emigration from Kazakhstan to be successful, the applicant applies to the Consulate or Embassy of the Kyrgyz Republic. You must have approval from the police department at your place of registration.

Features of the design of the departure slip
How to fill out the departure address sheet according to form No. 7? An application for deregistration and receipt of a departure certificate in 2021 is filled out using the standard form of Form No. 7.
This form was approved by Order No. 288 of September 11, 2012 of the Federal Migration Service of Russia (“On approval of the Administrative Regulations for the provision by the Federal Migration Service of the state service for registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation”).
Filling out the document is not difficult, since all the required points are numbered and deciphered:
- The first thing to do when filling out the paper is to indicate the full name of the applicant;
- you also need to indicate personal data: date and place of birth, citizenship, at what address the citizen was registered before departure;
- you need to indicate the registration authority that issued the registration document;
- identification document of the applicant - if the person is an adult - a passport, if not - a birth certificate, this may be a residence permit;
- You will need to indicate the place where the applicant intends to leave for further residence.
If necessary, you will need to fill out the form on the back side:
- In paragraph 12, you will need to duplicate information about where the applicant came from.
- Item 16 – here you need to enter the date the document was drawn up and sign the applicant.
- Item 17 “Deregistration formalized” - we write the date of deregistration, in this paragraph the signature is placed by the specialist who deregisters the applicant and is responsible for carrying out this procedure.
If necessary, other personal data is indicated on the reverse side, for example, if there was a change of surname or other personal data, as well as information about if a person moves within the same locality.
This form must be filled out in two copies. Both papers, together with the passport and the application for deregistration, are transferred to the Main Department of Migration of the Ministry of Internal Affairs of the Russian Federation for further work. After completing the registration procedure, the applicant receives a ready-made document, registered with the signature of an official and the seal of the organization.

Statement of claim for deregistration by the owner through the court
If it is impossible to resolve the issue by other means, you will have to act through the courts. The process of deregistration by the owner is initiated by filing a claim in court to terminate the right to use the residential premises. The defendant will be the person who must be discharged from the apartment in court.
In the case where the defendant is not only registered in the apartment, but actually occupies the living space, the statement of claim contains a demand for eviction. In such a situation, the prosecutor will participate in the trial.
The owner may apply to the court both to terminate the right to use the apartment of a person who received such a right during the period of ownership of the property by the plaintiff, and in the case when the apartment was purchased with persons already living.
The law provides for circumstances that may prevent eviction and deregistration through the court. Thus, the court may refuse to satisfy the claim for a certain period if the defendant does not have the opportunity to live in another place for any reason.
Another common reason for refusal is a situation where the owner pays alimony to the defendant. In this case, the court may satisfy the claim, but on the condition that the plaintiff provides the defendant with other living space.
In addition, the law protects persons who had the right to use residential premises on the date of privatization, but did not take part in the procedure. It is impossible to evict such tenants, even if the apartment has been sold and the owner has changed. An exception will be if residents violate the requirements of the law and by their actions endanger the safety of their neighbors.
Once the claim is accepted, a court date will be set. It is necessary to take part in this event and provide evidence of the circumstances set out in the claim.
The court will review the case materials and listen to the arguments of the parties and interested parties, and then make a decision. Participants in the process will have a month to appeal; after this time, the decision will enter into legal force.
If it is necessary to execute the decision regarding the eviction of the defendant, the owner must request a writ of execution. This document is sent to the bailiff service.
A court decision that has entered into legal force is transferred to the authorized body that carries out registration. Based on this document, the defendant is discharged.
Participation in legal proceedings may require the assistance of a legal professional. In this case, it is necessary to contact specialists who have extensive experience in this matter.
How to file a claim
The statement of claim is drawn up in strict accordance with the requirements of Art. 131 Code of Civil Procedure of the Russian Federation. The text of the document contains the following information:
- identification data of the plaintiff and defendant - full name, residential address, contact information;
- name of the judicial authority to which the application is submitted;
- a concise description of the circumstances of the case;
- claim to court;
- list of attached documents.
If errors are discovered in the claim, it may be returned to the applicant or left without movement. To avoid such situations, you can contact a lawyer to file a claim.
The text of the statement of claim does not always include a requirement for deregistration. The authorized body will do this administratively based on a court decision.
Documentation
The following documents must be attached to the statement of claim:
- an extract from the Unified State Register or a certificate of ownership of residential premises;
- document confirming the loss of the right to use living space (for example, a certificate of divorce;
- notification of vacancy of residential premises with confirmation of delivery to the addressee;
- other papers confirming the plaintiff’s claims;
- receipt of payment of state duty.
All documents are provided in quantities equal to the number of persons participating in the process.
State duty
Appeals to judicial authorities are subject to a state fee. This is regulated by Art. 333.19 Tax Code of the Russian Federation. For a statement of claim for eviction and deregistration, you will need to pay 300 rubles.
A receipt with details is issued by the head of the office. You can pay it at any bank.
Design rules
The form of the form is established by Order of the Ministry of Internal Affairs of Russia No. 984. The departure sheet has the form of a questionnaire. Fields to fill out are located on the front and back sides. In the new regulations, the name of the Form-7 form is missing, but its structure is preserved.

- Name (in full).
- Surname.
- Middle name (if available).
- Date in the format "DD.MM.YYYY". The month of birth is written in full.
- Floor.
- The place of birth is indicated as in the passport.

- Accounting authority and department code.
- Identity document (name, series, number, date and issuing authority).
- New residence address.
The reverse side contains 12-17 points. They are filled in if necessary:

- the address of the previous place of residence is repeated;
- a new address is indicated;
- changes in full name, date of birth, gender, if any, are described;
- the reason for the change in personal data made in clause 14 is reported;
- applicant's signature;
- signature of the official who checked the entered data and the filling procedure.
The form is issued in two copies.
Filling rules
When applying for a job, the employee fills out the form in a single copy with his own hand. Information is entered in strict accordance with personal documents (passport, diploma, work book, etc.). Corrections and abbreviations in the document are not allowed

The paper contains information such as:
- Photo 4x6 cm.
- Last name First name Patronymic, gender of the employee.
- Date, place of birth.
- Nationality.
- Residence address, contact phone number.
- Information about education, advanced training, academic degrees, awards, etc.

What is a departure certificate, as well as other nuances of registration are regulated by separate legislative acts. The main one is Decree of the Government of the Russian Federation No. 713 dated July 17, 1995 (last edition dated May 25, 2017) “On approval of the Rules for registration and deregistration of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation and the list of persons responsible for receiving and transfer to the registration authorities of documents for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation.”
General information
An arrival address sheet is a certificate that can confirm the fact that a person is legally moving from point A to point B.
A sheet is the most important document that is provided by a private individual to complete a short-term registration. The entire procedure takes place in the regional department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
It should not be confused with a sheet of static registration of citizens. This document is filled out only when temporary registration at the location is issued for a longer period - longer than 9 months.
In Russian cities, 2 copies of the certificate are submitted.
There is no state duty on these forms. According to existing rules, the document is filled out by a government official who is responsible for registration.
The citizen himself does not have to fill out the documentation. But often civil servants are so busy that they ask to do it themselves.
Situations when a sheet is necessary
The main situations when it is necessary to take care of obtaining a departure certificate include the following:
- the citizen leaves the place of temporary stay earlier than the period specified in the registration certificate. If he has issued a temporary registration in a hotel or sanatorium, then such a document is not needed when leaving home on time. But if for some reason you have to leave this place earlier, then the departure form must be filled out upon checkout;
- the migrant will be de-registered on his own and wants to register for a new place of residence as soon as possible. The fact is that if, during the process of registering at a new address, the registration authority does not have information about deregistration at the old one, a request will be made to the migration departments at the previous place of registration. In order not to waste time on such communication between government agencies, you can provide a sheet of departure from your previous place of registration, which will confirm that you are no longer tied to other addresses;
How to use when changing registration
In the practice of registering internal movements of citizens and migrants, there are two options for deregistration at the place of residence. Both are regulated by the Administrative Regulations of the Ministry of Internal Affairs. According to it:
- a citizen has the right, before leaving his previous place of residence, to report this in writing to the territorial department of internal migration of the Ministry of Internal Affairs. A mark (stamp) will be made in the passport and an address sheet will be issued;
- a citizen has the right to move to his next place of residence without deregistration. It will be “issued” upon request during registration.
Combining these procedures will not affect the timing of the new registration. The registration mark will be given within the same period - within 3 days.
IMPORTANT!
The provisions of regulatory legal acts on the possibility of deregistration “upon request” are often illegally ignored by employees of the migration division of the Ministry of Internal Affairs. This is due to the extra work involved.
Is it necessary to show a departure sheet when registering?
Let us remind you once again whether you need a departure slip when registering at a new address. The law does not require the presence of this form when submitting documents for registration.
A citizen can visit the department only once - when registering at a new address. In this case, a request for an extract is filled out on the back of the application for registration. And the migration authorities themselves transmit information about the old place of residence.
Thus, both stamps are affixed to the passport in one place - both the registration and the extract.
Therefore, the answer to the question whether it is possible to register without a departure slip has a positive answer. And if representatives of migration authorities refuse to register a citizen only on the basis of the absence of this form, their actions are unlawful.
Lost departure slip - what to do
