Legislative deadlines for registration and fines for missing them

In accordance with Government Decree No. 713, all Russians must have permanent or temporary registration. Permanent registration at the place of residence is a registration.

You can register at:

How to register a person in an apartment without his presence?

A trusted person can register a person in an apartment without his personal presence. It must draw up a power of attorney, have it certified by a notary and contact the MFC or other authorized body. Documents to be provided:

  • passport of the person registering;
  • passport of the legal representative;
  • power of attorney certified by a notary;
  • a certificate of departure from the previous place of residence (if the person registering was deregistered);

Features of registration in a private house through the MFC

Registration in a private house is issued after submitting an application and a package of accompanying documents to the MFC.

The package of papers for permanent registration includes:

  • application for registration in form No. 6 or No. 1 (depending on the type of registration);
  • confirmation of ownership of a private house;
  • written consent of the owner or court order for occupancy;
  • a passport with copies of completed pages or a birth certificate - depending on how old the person being registered is;
  • home Book.

Temporary registration is possible, in which you need to provide a statement of consent of the owner and everyone registered in the house, as well as the agreement on the basis of which the residence is carried out (for example, rent).

How to check out of an apartment remotely?

If a person is in another city, you can deregister through an official representative or in person. You will need to personally contact the FMS or MFC unit at your point of stay and provide documents. If a person plans to register at a new place of residence, you can immediately apply for registration - and the deregistration will be done automatically.

Choosing where to register - multifunctional centers

You can submit documents for registration:

  • in the migration department of the Ministry of Internal Affairs;

  • at the MFC office.

Since multifunctional centers effectively combine all the advantages of the website of the State Ministry of Internal Affairs, it is better to carry out the registration procedure at the place of residence through them.

You can apply for registration at an MFC not at a person’s place of residence, but it is better to contact a branch within one constituent entity of the Russian Federation, since otherwise they may refuse to accept documents. Temporary registration through the MFC

The procedure for registering at the place of residence through the MFC

Required documents

To register in an apartment or private house in 2017-2018, you must bring the necessary documents:

  • the applicant’s passport (taken from the citizen temporarily to affix a registration stamp);
  • unified application in form No. 6 ();
  • a certificate of departure at the previous registration address (if such a document is not available, sometimes a corresponding note on the identity card is sufficient);
  • title documents, if the housing is owned - (USRN extract or certificate of ownership). If the person being registered is not the owner of the property, then the personal presence of the property owner with a passport or his notary permission to carry out registration actions will be required (registration at the place of residence through the MFC without the consent of the owner of the property is not allowed);
  • documents for a municipal apartment (order, rental agreement). Also in this case, the consent of the local government may be required;
  • an extract on the number of registered people (can be independently obtained from the database by an MFC employee when accepting documents for registration);
  • receipt of payment of state duty or its electronic equivalent (in cases of registration of stateless persons and foreigners).

If a person is registered not in an apartment, but in a room in a communal apartment, then written permission from neighbors may also be required to move the tenant.

When a man of military age is registered, he may be asked to register with the military registration and enlistment office at his new place of residence. This requirement is not reflected in legislation, but is often encountered in practice.

Applying for registration at the MFC step by step

You can make an appointment at the multifunctional center in advance (even 3 hours in advance) so that you can come and not have to wait in line.

The employee will check the completeness of the accepted papers, as well as the legitimacy of the applicant. If the MFC employee has no doubts, he will take the papers for processing and issue the client a receipt with the application number.

If there are no documents, the specialist can accept the application, but tell the client about the need to provide information. This does not apply to copies of a passport or certificate of ownership, since registration with the MFC (like any other action through multifunctional centers) implies free copying. A government agency employee does not have the right to refuse to accept documents at the MFC at a location other than your place of registration.

Government duty

In accordance with the legislation of the Russian Federation, for Russians there is no state fee for registration through the MFC or the migration department of the Ministry of Internal Affairs, but when registering citizens of another country or stateless persons, you will have to pay 350 rubles.

Registration deadlines

Registration of a child through the MFC

The procedure for registering newborns and children under 14 years of age in 2021 is the same. After registering the child for housing, a certificate is issued. The main document required for the procedure is a birth certificate. Also, to register a newborn through the MFC you need:

  • passports of parents or legal representatives (originals with copies);
  • document on guardianship (if necessary);
  • marriage certificate (if available);
  • application drawn up in form No. 6;
  • written consent of the second parent for registration if necessary.

What is needed for registration in non-standard cases?

Registration in a house for demolition

If the house is officially declared unsafe, and a decision has been made to demolish the building, then registration in the apartment becomes impossible, regardless of the form of ownership.

Registration of the owner of the property and third parties in it

A privatized apartment is owned by a private person, and therefore the owner has the right to carry out any actions with it within the framework of Russian legislation.

He can independently register in the apartment even if there are other co-owners of the property. If the owner decides to register through the MFC or the Ministry of Internal Affairs in shared housing for a third party, then the permission of all shareholders will be required, regardless of their place of residence.

Registration in municipal housing

If we are talking about social housing, then the tenant of an apartment can register his close relatives in this apartment and register himself a week after receiving a warrant and actual occupancy without any prohibitions, permits or checks of the premises’ compliance with established standards.

If registering a non-relative, you will need to provide:

  • consent of all registered persons (even if the person interested in registration is the responsible tenant);
  • consent of the municipality;
  • documents indicating the area of ​​the premises.

Registration under dacha amnesty

In 2011, a law on dacha amnesty was adopted, describing the possibility of registration in a dacha. It is also possible to register through a multifunctional center or a department of the Ministry of Internal Affairs. Since it is possible to contact the MFC not at the location of the object, it is better to contact the multifunctional center.

To register in a country house, the following conditions must be met:

  • SNT is located next to a populated area (within its boundaries);
  • the building is permanent and suitable for year-round use;
  • The dacha is the only place where the applicant can register at his place of residence.

In order to register through the MFC for dacha housing construction, the applicant must provide documentary evidence of the fulfillment of all these conditions.

Registration in a private house

Registration in the MFC is possible only in residential (i.e. completed and officially handed over to the state commission) houses. Moreover, a building may have all the necessary engineering components, but without proper registration of ownership, registration will be denied.

Registration in a private house is carried out by entering data about arriving residents into the house register. This document is produced in a single copy and kept by the owner. To carry out registration actions, it will be necessary to attach the house book to the known documentation set at the MFC at the location of the object.

Registration at a military unit

A serviceman can register in an apartment attached to a military unit if he has no other housing. In this case, you should submit a report to your commander. If the decision is positive, the applicant must submit all necessary documents to the relevant MFC office at the place of registration (future).
