The procedure for assigning cadastral numbers to real estate objects

Each piece of real estate in Russia is assigned a unique identification number by the state. A combination is a set of numbers separated by colons. Thus, all real estate units without exceptions are collected in a single register.

Starting from 2021, the Russian Ministry of Economic Development has approved a new procedure for assigning cadastral numbers to real estate in the Russian Federation. Each owner is recommended to read the document. The main provisions of the state order are discussed below.

Cadastral number: what is it?

The set of symbols for real estate assigned to it by Rosreestr is its Russian identifier in government accounting. The combination of numbers allows you to identify a specific piece of real estate and prove ownership of it.

The identifier includes 4 groups of numbers, which together indicate the location of the real estate property. The first part of the combination means the district, the second - the district, the third - the quarter, and the fourth - the code of the land plot itself, building, premises, etc.

One of the main tasks of cadastre accounting is to conduct a high-quality economic assessment of buildings, apartments, and land. Also, an important purpose of entering property into the state register is to prevent or resolve conflict situations regarding the boundaries of land plots and the area of ​​real estate.

Any real estate transaction (rent, purchase and sale) cannot be carried out without using information from the state register. If the Rosreestr database contains information about a specific object, this means that the current owner has legal rights to it.

The state number can be changed only in exceptional cases:

  • the land survey plan changed after the reorganization of lands;
  • the postal address has changed;
  • there was a division or merger of the object by several owners.

Real estate accounting

Registration authorities, which are engaged in keeping records of real estate objects - apartments, houses, land plots - for greater convenience and systematization of data about objects, maintain a kind of register. Since paper-based accounting is considered an outdated method, not always convenient and efficient, electronic databases have been actively used in recent years.

In order to organize all the information about apartments and houses by address, it is necessary to assign each object an individual number, which is called a cadastral number. It is displayed in digital format in registers and documents. If data in electronic and paper media have discrepancies, when identifying them, preference is given to paper data.

This number is somewhat unique for each individual apartment. It cannot be repeated either by city or by region of the Russian Federation. It is important to understand that the apartment number itself, which is contained in the address, and the apartment cadastre number are completely different concepts and should not be confused.

A cadastral number is assigned when registering a property in the database. As a rule, it is unchanged throughout the existence of the object, but there are exceptions when it can be changed.

Let’s assume that an apartment is converted from one into two premises, each of which is assigned a cadastral number, or, conversely, from two – a redevelopment occurs into one large residential premises with one cadastral number.

In such cases, changes will occur in information about cadastre numbers, and accordingly there will be a need to replace documents.

Another equally important nuance is that legal transactions with real estate require a cadastral number. Therefore, it must be entered in the format of numbers in the housing documents. However, the transaction does not entail a change in the cadastral number, even in cases where the owner changes.

Special situations

If real estate is located on the territory of several cadastre districts at once, then in order to assign a cadastral number to the property, a new district with the registration number “o” and the name “All-Russian” is specially allocated. Its limits must coincide with the state border of the Russian Federation. In the created district, a cadastral district is created with the designation “o:o” with the name “Conditional”, and within its boundaries there will be a quarter with the number “o:o:o”, the boundaries of which must coincide with the “All-Russian” district.

If the property is located within several blocks at once according to the Rosreestr database, then a new block with the designation “o” is allocated in each district. Its boundaries should not extend beyond a certain cadastral area.

Reference: These cases are provided for by the new provisions of the Order of the Ministry of Economic Development. Before its introduction, such situations were not provided for.

The legislation of the Russian Federation provides for the assignment of a unique digital code to all registered real estate objects - a cadastral number, which allows the identification of all objects.

The cadastral number is assigned by the rights registration authority once during state cadastral registration in connection with the formation or creation of a property or when entering information about a previously registered property into the Unified State Register of Real Estate (USRN). This number does not change and is not repeated over time and on the territory of the Russian Federation.

For the purpose of its assignment, the territory of the Russian Federation is divided into cadastral districts, districts and blocks, which makes it possible to unambiguously determine the location of objects in the country. For example, cadastral number 29:09:010101:1 means that the object is located in the Arkhangelsk region (region 29), in the Lensky district (cadastral district 09), in cadastral quarter 010101; and has a serial number - 1.

The exception is objects that are located on the territory of several cadastral division units, for example, linear objects - roads, power lines, pipelines. For such objects, “Conventional” units of cadastral division are created, with the accounting number “0”.

All registered real estate objects have been assigned a cadastral number and currently all information about the objects is contained in a single database - the Unified State Register of Real Estate, which was formed in 2021 by combining two resources - the state real estate cadastre and the Unified State Register of Rights.

At the same time, old land certificates, technical passports or cadastral passports of capital construction projects contain numbers whose name and structure do not correspond to the “modern” cadastral number.

This is due to the fact that until 2000, land plots were assigned conditional numbers, on the basis of which their registration was carried out. This number can be seen on the old land title certificate. Before 2012, capital construction projects were assigned inventory or cadastral numbers during the technical accounting process carried out by the Bureau of Technical Inventory.

During the process of “land reforms” that occurred in 2000 and 2012, the accounting of land plots and capital construction projects was transferred to the cadastral registration authority. As, accordingly, all information about previously recorded objects.

The body carrying out state registration of rights also kept records of objects according to registration numbers, which are indicated in the certificates of registration of ownership.

As a result of all the changes that have occurred in land legislation, real estate objects that previously had a conditional, inventory or registration number were assigned a cadastral number. Previously assigned numbers are not canceled, in this case they are considered previous.

At the same time, knowing the conditional number, you can find out whether information about the property is contained in the Unified State Register of Real Estate and whether it has been assigned a cadastral number.

If you have not found your object, or information about it is not available in the Unified State Register of Real Estate, you also have the right to contact the multifunctional center with the necessary documents.

How boundaries are determined

The location of the boundaries of territorial units according to the cadastre is determined according to the coordinates of specific border points, which are established in the coordinate system used for the purpose of maintaining the state cadastre of real estate in a certain area. But the position of individual parts of division units that are located between two points is fixed by pointing to natural or artificial objects. The determination of the coordinates of fixed border points is in accordance with the accuracy of the duty map for the cadastre, which is used to maintain the state cadastre of real estate.

Important: If the description of the location of the borders between the constituent entities of Russia, municipalities and settlements changes, or they cease to exist, then the change or creation of new territorial division units is not grounds for changing the identification code.

The cadastral number of an apartment can be found by its address by receiving an extract from the Unified State Register of Real Estate about the property, which can be ordered by contacting the territorial office of Rosreestr or the MFC. If the apartment is located in another region, you must contact the extraterritorial branch of the MFC. You can submit an application in person at the branch, by post or electronically (submission through State Services is also possible). However, this method has two significant disadvantages: the execution time ( up to three days ) and its cost ( for individuals it is 350 rubles - electronic form, 870 rubles - paper ). When dividing territories according to the cadastre, a number of criteria must be met. They are given below:

  • units of each division stage must cover a certain area without breaks or overlaps;
  • the boundaries of cadastre units are closed;
  • if parts of the boundaries of cadastral units are common to several districts, districts, blocks, then they must have the same description of characteristic points;
  • If a county, district, or block ceases to exist, its identifier is not reapplied—it is unique.

Why are codes assigned?

Control of real estate is carried out by the state. Information about each of the objects is entered into the database maintained by Rosreestr.

By making a request, you can find the following data:

  • exact location;
  • the floor on which the apartment is located;
  • area of ​​residential building;
  • personal information about the owner of the property;
  • information about being in collateral;
  • the date when the apartment was registered;
  • previous codes assigned to real estate;
  • the date when the last update of information about a residential property took place in Rosreestr.

The cadastre allows you not only to quickly obtain the necessary information about residential premises, but also to track the history of real estate from the moment of its construction. If a person wants to purchase an apartment or needs information about it in this regard, the legislation allows him to make a request to Rosreestr and obtain the information of interest. By analyzing the data, you can find out who owned the residential premises and for what period of time. The cadastral number allows you to simplify the resolution of disputes arising on the basis of ownership. It will not be possible to delete information from Rosreestr and enter data without reason.

When should you change?
