According to the law of the Russian Federation, adulthood occurs at 18 years of age. Since then, the citizen is considered an adult and has the right to make all decisions independently. A passport is issued at the age of fourteen. Thus, from 14 to 18 years of age, he remains a minor, but is entitled to some adult rights. For example, you can register a minor child separately from his parents.
In this case, if the parents and homeowners do not object, the registration of a minor child without parents is carried out as follows. Together with the owner of the premises, the teenager comes in person and writes a corresponding application (the officials will show him a sample of form No. 6). It is accompanied by the young citizen’s passport and the consent of the owner of the premises. If the apartment is municipal, then in addition to the consent of the tenant, they provide the same papers on behalf of all persons registered here.

The Code of Administrative Offenses of the Russian Federation, Article 19.15.1, prescribes a fine for this: 3000-5000 rubles for Moscow and St. Petersburg and 2000-3000 rubles for the regions. In practice, parents are rarely punished - everyone understands that the first months after childbirth can be very troublesome.
If a fine has been issued, you can try to challenge it , referring to Article 2.9 of the Code of Administrative Offenses of the Russian Federation. This article allows for the cancellation of punishment due to the insignificance of the violation.
Still, it’s better not to take risks. The faster a small citizen receives registration, the faster he will be able to exercise all his rights, including the right to free medical care and free education.
