Why do you need to obtain a unified housing document?

It is not necessary to receive an EZhD; you can use several different certificates instead. But it is more convenient to issue it, in addition, the EZhD can be used in different cases - it alone replaces a certificate of absence of debt for payment of housing and communal services, a certificate of family composition, a copy of the financial and personal account, an extract from the house register and a number of other documents.

A single housing document can be used in many cases, for example:

When making any transactions with real estate - when buying, selling, donating, exchanging, concluding a lease agreement. In this case, the certificate reflects information about all people living in the apartment, as well as its main technical characteristics.

To receive municipal, state benefits and subsidies - for example, to receive subsidies for utility bills, to be placed on a waiting list to improve living conditions.

To obtain a loan secured by real estate. In this case, the EZhD replaces a certificate of family composition and also characterizes residential real estate.

When registering an inheritance. EZhD helps to prove that the applicant was a relative of the deceased and lived with him in the same territory.

In any cases where documentary proof of registration is required. For example, when receiving or replacing a passport, enrolling a child in school or kindergarten, when moving out of emergency housing.

For solving utility and household problems. For example, EZhD can be used to connect a landline telephone and re-register a personal account.

The document can be used in any cases where you are required to provide documentary evidence of the information contained in it.

Important! Employees of government bodies do not have the right to demand additional certificates that duplicate the information reflected in the Unified Railway. That is, if you are also required to take a certificate of family composition, this is illegal - the necessary information is contained in a single universal certificate. You have every right to refuse to provide additional paperwork.

What it is

The EZhD is a universal form that includes housing accounting data, which is usually presented in several separate papers. In essence, a single housing document is a replacement for a whole list of certificates about a citizen’s living space.

This paper can be used when making any transactions with apartments (purchase and sale, donation, exchange, etc.), and can also be provided to various government organizations for other purposes (for example, processing subsidies and benefits).

Fact: EZhD was created in order to save time not only of the owners themselves, but also of civil servants.

The paper is very convenient in its content and presentation of information. This allows it to be used as an official document.

What documents can be used instead of EZhD?

The EZhD combines the following documents:

Certificates containing information about the condition of housing:

  • that the house is a new building;
  • about a change of address;
  • on recognition of housing as unfit for habitation;
  • about the absence/presence of debt to pay for housing and communal services.

Certificates containing information about residents:

  • on registration of a citizen at the specified address;
  • about the complete composition of the family;
  • about who lived in the same living quarters with the deceased;
  • about a lonely deceased;
  • about replacing the passport, indicating the reason;
  • about the presence of dependents.

In addition to certificates, the EZhD includes:

  • financial personal account (copy);
  • registration card for the owner of the residential premises (copy);
  • an extract from the house register indicating the degree of relationship.

Validity

The validity period of the document depends on the purpose of using the EZhD and the regulations of local authorities. The standard shelf life is 30 days. If the paper is issued to confirm the place of residence of a person who has died, the validity period is 10 days. Such a certificate indicates information about the deceased person for a period of 1 month before the date of death.

What does a single housing document look like?

The EZhD form is approved only in Moscow; it may differ in the regions. In general, an EZhD certificate is one document printed on an A4 sheet, certified by the signature and seal of the organization that issued it. It contains information about the applicant and the property in which he lives or owns.

The document must contain the following information:

Information about the EZhD itself.

The header of the certificate indicates its full name, individual number, date and place of issue. This information will help determine the authenticity of the document.

Information about the applicant.

Be sure to indicate the applicant's last name, first name and patronymic, and his contact phone number. The document also specifies the place of permanent or temporary registration - the exact address indicating the locality, street, house number, building and apartment.

Real estate data.

The EZhD indicates what real estate the applicant owns. For example, if you own ⅙ of a private house, this will definitely be indicated. If you own several apartments or houses, the property for which a certificate is needed will be indicated. They will indicate the form of ownership of the house or other housing. If there is no property, the type of occupancy will be indicated. For example, if you rent housing under a social tenancy or free use agreement.

Account number.

They indicate to whom it is open and on what basis. The basis is a purchase and sale agreement, a court decision, a lease agreement, a warrant and other documents that are the basis for opening an account. The EZhD must indicate their individual number, as well as by whom and when they were issued or issued.

Housing characteristics.

The uniform form provides a detailed description of the apartment. First, the certificate indicates the total and living area of ​​the housing, as well as the area of ​​the kitchen and the characteristics of the bathroom - whether it is separate or combined. Then indicate the number of rooms, as well as their characteristics and area separately for each room. A description of the house is also required - when it was built, on what floor the apartment is located, what series of apartment building it is, whether it is suitable for living or not, whether it has an elevator.

This part of the document indicates who is registered in residential real estate. For each registered resident, it is mandatory to indicate his last name, first name and patronymic, date of birth, passport series and number. They also indicate whether the registered person is related to the owner, how long he has lived in the city, when and where he arrived, and when and where he left, if he has already been discharged.

Information about those registered at the place of stay.

Here the last names, first names and patronymics of people who live in the apartment are indicated, that is, they stay in it, but do not have permanent registration at the address.

Data on other living space.

This indicates whether you or the people living in your apartment own other living space.

Availability of housing benefits.

If they are not there, this is directly indicated. If there are any, the EZhD lists the specific benefits that the owner or tenant of the premises and members of his family have. For each benefit, it is necessary to indicate the last name, first name and patronymic of the person who has the right to use it.

Availability of metering devices.

Here they will indicate whether individual metering devices are installed in your apartment or whether the calculation is carried out using common house metering devices.

Information about debts.

This will indicate the year the information was provided and whether you have debts to pay utility bills. If they exist, they can indicate the exact amount of debt.

Information about communal apartments.

This section must be completed only if you live in a communal apartment. They will indicate the number of each room, the number of people living in it, the last name, first name and patronymic of the owner. They will also be sure to indicate if a seriously ill person lives in one of the rooms - for example, a person with a chronic disease who requires separate housing.

Information about the official.

Indicate the surname and initials of the official who issued the document. Also, the employee who issued you the universal document puts his signature and indicates until what date it is valid. To confirm that all the information in the EZhD is correct, you sign.

Can a non-owner get it?

Any person registered in this apartment can receive an EZhD (). It is authorized to be executed by the official representative of the owner or registered tenant, who has the appropriate notarized power of attorney. Persons who live in a given premises under a social tenancy agreement have the right to receive a single certificate.

Important! Reception of an EZhD may be refused upon presentation of false or expired documents, as well as in situations where residence at the requested property is illegal and is not supported by documents.

Algorithm for obtaining EZhD at the MFC

Nowadays, it has become an increasingly common practice among citizens of the country to contact the MFC offices, which are located in every city, municipal district, and large settlement, regarding the preparation of various vital documents.

The algorithm or procedure for obtaining EZhD at the MFC is as follows:

  1. The office of the MFC that serves the given territory of the municipality, its address, and contact details are specified. You can even make an appointment in advance. All this can be done easily - through the website of the municipality itself, or through the MFC portal, as well as in the usual way - through the information center of the city or settlement.
  2. After the appropriate MFC has been selected, preparations are made - you will need a passport, various preferential certificates (pension, veteran, for the disabled, etc.), documents for an apartment, house, pension insurance certificates and TIN certificate,
  3. When visiting the MFC, there is an electronic queue. When submitting documents to the MFC manager, he checks all documents submitted by the applicant - passport, registration, property rights. Also, with the help of the manager, an application for receiving an EZhD is drawn up. If all the documents have been checked and there are no comments on them, then the MFC manager gives the applicant a counterfoil of the application signed by him, indicating the date and time of readiness, i.e. when you need to come for him.

The legislation does not provide for any fees for services for issuing EZhD and other similar documents for the MFC.

How to prepare housing registration documents?

You can complete housing registration documents online on the official website of the Moscow Mayor mos.ru or through the one closest to you. To do this, you need to select the document you are interested in and apply for:

  • a single housing document;
  • copies of the financial and personal account of the tenant of the residential premises;
  • extracts from the house register;
  • copies of the registration card of the owner of the residential premises;
  • copies of the warrant for residential premises;
  • certificate of registration at the address;
  • certificates of family composition;
  • certificates of cohabitation with the deceased / registration on the day of death;
  • certificates about a lonely deceased;
  • certificates of dependency;
  • certificates of change of address;
  • certificates of loss of the order;
  • certificates “New building”;
  • certificate of passport replacement indicating the reason;
  • certificates confirming that there is no debt to pay for housing, utilities and other services;
  • certificates of payment for housing, utilities and other services in the context of individual types of services for a specific period;*
  • act of reconciliation of accrued and paid fees for residential premises and utilities.*

When submitting an application online, the certificate is sent to your personal account in the form of an electronic document within one day. If the application is submitted in person, certificates are also issued on the day of application.

What documents are required to obtain an EZhD?

To apply for an EZhD, the applicant needs to prepare only two documents: an application and an original passport. Also, to confirm some information, other documents may be additionally required:

  • death certificate

To indicate information that the citizen actually lived together with a deceased relative or that the relative who passed away lived alone.

If you need to document that there are dependents in the apartment:

  • birth certificate - for children under 14 years of age,
  • a certificate issued by an educational institution for students or a certificate from the pension fund for the unemployed, when a dependent child is 16-18 years old,
  • court decision recognizing a citizen as a dependent - for persons over 18 years of age.

If you need to obtain a certificate of passport replacement, documents that are the basis for the replacement: for example, a marriage certificate.

Where to get an EZhD: brief instructions

The issuance of a single housing document is carried out in two main ways: at the MFC and through State Services. The standard paper preparation time is one day. If the application is made via the Internet, you will receive the EZhD electronically. You can print it out from your personal account yourself. Government agencies do not charge any money for issuance; the document is free.

Contacting the MFC

In Moscow, there are two organizations where you can get a single housing document - a network of multifunctional and a network of unified information and settlement centers (GU EIRC). The owner of the property or people living in the apartment under a social tenancy agreement can receive the paper. The document is also issued to the legal representative of the minor or to third parties with a power of attorney.

How to obtain a unified housing document at the MFC:

  1. Visit the MFC or EIRC in person, take a coupon to the electronic queue and wait for an available operator.
  2. A center employee looks at your passport and offers to write an application for the issuance of a document. Remember that sometimes additional papers may be required, for example, a child’s birth certificate, a court decision recognizing an adult as a dependent, etc. It is better to call and check the list of papers before your visit so as not to waste time.
  3. Wait while the document is drawn up for you. In this case, the EZhD will be issued in printed form.

Order online

The administrative regulations for issuing a single housing document allow you not to go anywhere and order the document online if you have a confirmed account with State Services. In this case, you can receive either an electronic version of the EZhD, or order a printed one (it will be sent to you by mail).

How to receive EZhD electronically:

  1. Log in to your State Services account.
  2. Enter the name of the document in the search bar on the website.
  3. Select your city and area and follow the instructions on the page to complete your registration.

There is another option: visit the official website of the Moscow Mayor. There, in the “Catalog of Services for Residents” section, there is a list of housing documents available for order.

Wherever you draw up a single housing document, the total period during which the paper is valid does not change and is 60 days.

An EZhD or unified housing document can be obtained in a few minutes and used to solve a huge number of problems. This is a very convenient universal tool that allows you to save time when completing real estate transactions. So far it has been introduced only in Moscow, but, most likely, over time it will appear in other cities of the country.

Grounds for refusal of extradition

The only reason for refusal to issue an EZhD may be the lack of relevant documents for the apartment or house of the applicant. Those. he does not have documents confirming that he is the owner or his legal representative.

In addition, some MFCs and municipalities practice refusal to issue EZhD if the applicant, the owner, has debts to pay for housing, utilities and other services related to the ownership, use, and disposal of this residential property.

Gradually, many MFCs are switching to electronic format. Soon in many cities of the country (mainly in regional, regional or republican centers) it will be possible to carry out all real estate transactions using a single electronic document. Why might you need an extract from the house register?

Most often, the document is ordered when carrying out transactions for the purchase and sale of housing. This reduces the risk of unsuccessful transactions when additional owners may appear in the purchased apartment. The document is also required in other situations:

  • When applying for various benefits or benefits from the state.
  • Changing the status of citizens.
  • Replacement of passport due to age, or change of personal data.
  • Receiving benefits from social protection.
  • Registration of guardianship.
  • Submission of applications requiring confirmation of residence in the area of ​​other citizens.

Processing times and costs

According to the established regulations, the provision of a single housing document is a free service and does not require payment of a state fee. All information about the property, owners and registered citizens is in the departments’ electronic database, so it does not take much time to prepare a certificate. Employees of the multifunctional center must issue the result on the day of application.

Terms and procedure for providing services

The issuance period is one day when applying online; when submitting in person, the document is issued on the day of application. On the portal of the Moscow Mayor’s website, when applying, they will only issue a general ERR form for the current date; to obtain an archival document, other certificates, or a non-standard EZhD, a personal application will be required. The service is provided absolutely free of charge to the following persons:

  • owners, their representatives with confirmation of authority (legal representative - certificate of birth, adoption, establishment of guardianship, representative by power of attorney - notarized power of attorney),
  • registered at the place of residence or temporary stay.

The validity period of the EZhD is 30 days. When applying through the portal on the website of the Mayor of Moscow, the document arrives in your personal account on the website in electronic form. How to get it from the MFC: apply with the necessary documents to the “one window” service. The same forms will be required when choosing other methods.

Legislative basis

It is worth noting that the ERR has not been implemented at the federal level. Its form, procedure for compilation and issuance are developed and regulated by the Moscow city authorities. The main legislative acts regulating the rules for applying this document include:

  • Decree of the Moscow Government No. 575 of August 2, 2005. This state document is entirely dedicated to the EZhD. After it, other regulatory documents were signed, which approved the regulations for the preparation and issuance of a unified form;
  • Decree of the Government of the capital No. 111 of March 27, 2012 introduces regulations for the provision of services in the field of housing and communal services, where EZhD is mentioned in one of the annexes.

Interesting: The unified form of a single housing document has not been approved to date. In fact, the form introduced in 2005 is used.

Apartment card form

The apartment card form (form No. 10) was approved by Order of the Federal Migration Service of Russia No. 288 dated September 11, 2012. The following fields were required to be filled in:

  1. The exact address of the apartment or other residential premises.
  2. Room area.
  3. Owner details.
  4. Name of the management company.
  5. Personal data of persons living in the apartment.
  6. Dates of registration and deregistration.

How to get an extract


You can get a regular statement, but there is an option to order an archived one, the difference between them is the freshness of the information (the archived one includes everyone who was once registered in this apartment).
Paper can be obtained using different methods:

  • in person;
  • through a representative;
  • ordering online;
  • by sending an application by mail.

If the person applying is one of those registered now or in the past, then it is enough to have a passport with you.

If the marks in the passport and personal data exactly match those indicated in form No. 10, then the paper will be issued without problems, a simple one - on the same day, and an archival one - in a few days.

EZhD form

ERR is issued in paper and electronic form. If the document was ordered by the owner of the property, it will display the data of all registered persons. When ordering a document by a registered citizen who is not the owner, only his full name will be displayed in the EZhD. There will be asterisks instead of information about other registrants. All this is because of paragraph 1 of Art. 9 of the Federal Law of July 27, 2006 N 152-FZ.
