Children's products subject to state registration

State registration is provided for certain types of products intended for young children. In this case, it is necessary to obtain not only a certificate of state registration of such goods, but also then register a declaration of conformity, as defined in Article 12, paragraph 2 of the technical regulations of the Customs Union “On the safety of products intended for children and adolescents.”

Among the products for children under 3 years of age that are subject to state registration, the following products can be distinguished:

  • various nipples, pacifiers;
  • nappies, diapers, as well as sanitary cotton swabs and other products for child care;
  • dishes and cutlery;
  • toothbrushes, gum massagers;
  • swimwear, underwear, including rompers, undershirts;
  • summer hats, etc.

Types of papers

The legislation defines two types of registration of people - at the place of residence and stay. Each of these procedures has its own distinctive features. For this reason, various documents are drawn up confirming the fact of registration.

Their forms are indicated in Order of the Ministry of Internal Affairs of Russia dated December 31, 2021 No. 984 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for registration of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation.”

Form 8

One of the documents that confirms the fact that a person is registered at the place of residence is the so-called certificate in Form 8. It is drawn up in the form of a certificate. Such a document is issued in case of permanent residence at a specific address. Form 8 concerns the newborn.

The contents of the certificate must indicate the following:

  1. Registration number of the certificate.
  2. Full last name, first name and patronymic, date of birth of the person.
  3. Detailed residential address. The postal code must also be indicated here.
  4. Data from the document that is the basis for issuing the certificate.
  5. Name of the institution that issued the certificate.
  6. Information about the official who issued it.
  7. Date of issue and stamp.

The certificate is issued to the interested person, for example, one of the parents of the newborn, a guardian or an adoptive parent. This document is valid until the person receives a passport. In the Russian Federation, this is the age of fourteen years.

Form 9

Another document that confirms the fact of residence at the place of residence is a certificate of form 9. Such a document is issued at the person’s residence address.

The help contains the following information:

  1. The address in respect of which the document is issued.
  2. The name of the organization that issued it.
  3. Number of rooms occupied by residents.
  4. Detailed information about everyone living in the premises - last names, first names, patronymics, dates of birth, degree of relationship.
  5. Details of documents confirming the identity of each person.
  6. Resident registration dates.
  7. Name of the institution to which the certificate will be provided.
  8. Last name, first name, patronymic of the interested person.
  9. Total visiting area.
  10. Information about the owner.
  11. Date of issue of the certificate.
  12. Signature of the official who executed the document. It must be certified by a seal.

The certificate is issued to the person living in the premises, the owner or their legal representative . The validity period of the document is limited by the occurrence of certain circumstances. For example, a certificate is required to draw up a purchase and sale agreement. The person prepares it and submits it. If it is needed again in the future, a new document is drawn up. This is due to many reasons, for example, a change in the composition of residents.

It should be noted that the Order of the Federal Migration Service of Russia dated September 11, 2012. No. 288 “On approval of the Administrative Regulations for the provision by the Federal Migration Service of state services for registration of citizens of the Russian Federation...” as of April 16, 2021, has become invalid.

Therefore, currently a person can obtain a certificate of registration at the place of residence or stay , using forms 8 and 3, respectively. They are contained in Order No. 984 of the Ministry of Internal Affairs of Russia dated December 31, 2021.

Form 9 or a certificate of family composition, also called a certificate of registration, continues to be required in various regions, for example, to receive benefits and benefits. In terms of content, it can be ordinary or archival.

Regular

The content of such a document is determined by its title. The certificate contains information that is current on the day of the person’s application . That is, the document reflects information about the premises and the people living in it at the time of the interested person’s application.

Archival

The meaning of an archival certificate is no different from a regular one. The difference lies in the content. The archival certificate includes information about all residents who were registered in the premises from the moment it was handed over until the initiator applied, indicating the dates of registration and deregistration.

Unified list of products subject to state registration

Products subject to state registration are listed in Section II of the list of goods that fall under sanitary and epidemiological control. The list was approved by decision of the Customs Union Commission dated May 28, 2010 No. 299 “On the application of sanitary measures in the Customs Union.”

Among such products are:

  • biologically active additives;
  • sports nutrition;
  • products containing alcohol, including beer and low-alcohol drinks;
  • bottled drinking water and table mineral water;
  • food additives and flavorings;
  • drinks with tonic properties;
  • baby food;
  • cosmetics (with the exception of special preparations);
  • biological and chemical substances or materials that pose a danger to the environment and humans;
  • household chemicals;
  • disinfectants;
  • transgenic products;
  • paint and varnish products (primer, varnishes, mastic, enamels, putty, putty);
  • personal hygiene items for children or adults;
  • equipment used in drinking water supply systems;
  • products for nursing mothers or pregnant women.

The list is valid until the technical regulations of the Customs Union come into force, which establish a different form of confirmation of conformity for such products. For example, packaging materials were automatically excluded from the list after the CU TR “On the Safety of Packaging” came into effect (after July 1, 2012), which specified only the mandatory declaration of packaging. If one of the forms of assessing product conformity in technical regulations is state registration, then a certificate of its registration must be obtained in accordance with the requirements of such a document. Products are still excluded from the Unified List.

Where to get and how to get a certificate of registration at your residence address?

You can obtain a registration document from the registration authorities . To do this, the interested party can use several methods.

  • The most common is personal appeal. In this case, the person comes to the registration authority.
