How to find out the queue for subsidies for military personnel by personal number in 2021

The state strives to provide military housing. For accounting purposes, a specialized unified register of military housing has been organized. It contains information about the provision of apartments or other residential real estate to all military personnel, both currently serving and those serving in the past.

It also contains information about the provision of “square meters” to family members of deceased servicemen. Each military man can obtain information about himself from the register online.

Online service

The Russian state undertakes to provide housing to military personnel; a unified register helps to take into account queues, allocation of apartments and other issues related to this difficult procedure.

Initially, the Housing Department published only announcements about occupancy and other important information on the website of the RF Ministry of Defense. But it was possible to check the inclusion of a serviceman in the register, the correctness of the information in it, etc., only through a written application to the Department. In order to simplify the obtaining of data, the “Unified Register of Military Housing” service was launched, using the military’s personal number, which allows you to request all data from the register.

Important. The service is in trial operation mode. This means that users may sometimes encounter various errors or difficulties when using the online resource. But they arise infrequently and, in general, all the information provided is relevant.

Unified Register of Housing

About the unified housing register

The Unified Housing Register is an electronic database containing information about all military personnel participating in the program.
Its formation began in 1989. The main objective of the registry is transparency in the distribution of housing, the ability to strictly control the priority. The serviceman enters his number and can find out the approximate date when he will celebrate his housewarming.

A few years earlier, when there was no unified system, military personnel living on the periphery did not have the opportunity to obtain housing in any locality. Now housing is guaranteed by the state and the Constitution.

Receiving the information

You can request information from the ERP if you have a military personnel number. If for some reason it is missing, you will have to contact the personnel department at your place of duty and get it. But usually everyone knows their personal number, and such a problem arises extremely rarely.

Initially, data from the ERZHV was released only upon written requests. This made it very difficult to obtain information. Taking into account the fact that it is usually information that is needed, and not an official document, the Housing Department has made it possible to request an extract from the ERA online.

You can obtain data from the registry online in 5 steps:

  1. Open the official website of the Russian Ministry of Defense. It is available at mil.ru.
  2. Go to the “Housing for military personnel” section. The link to it is available in the left menu of the resource.
  3. Open the “Unified Register” subsection. A link to go to it will appear in the right menu.
  4. Enter your personal number and security code. The presence of a security code is necessary to exclude automatic requests that lead to unnecessary load on the service.
  5. Click on the “Login” button. The system will check the number, process the request and display the information.

The presence or absence of registration in a serviceman’s personal account does not affect the ability to use the service in any way. These 2 online tools do not interact with each other. They are created and managed by different structures. It is also useless to call the URC hotline for questions related to the operation of the housing registry, changing information in it, or simply to get answers to questions regarding the provision of apartments.

Documentation

After the serviceman’s application for a housing subsidy has been reviewed and a positive decision has been made, documents must be submitted to the Department. According to instruction No. 1280, all materials are submitted within five days from the date of receipt of the notice.

To register in the electronic queue for a subsidy, military personnel will need the following documents:

  1. Passport and copies of all pages of this document.
  2. Originals and photocopies of passports or birth certificates of all eligible family members (also all pages).
  3. Marriage or divorce certificate (original and copy).

ATTENTION! This document must be certified by a notary or unit commander (stamp is required!).

  1. An extract from the house register with all the addresses where the serviceman and his family had to live over the past five years.
  2. Personal accounts (originals and photocopies) of the military personnel and family members from the places where they worked in the last five years.
  3. A copy and original of a document confirming the right to receive a subsidy and recognizing the serviceman as in need of improved living conditions.
  4. Information about housing owned or under a rental agreement.

When is it impossible to obtain information?

The creators of the service try to make it as informative as possible. But there are a number of situations when it is impossible to obtain data from the ERZHV through it:

  • The absence of a military personnel number or its incorrect entry into the system.
  • Incorrectly submitted data to the Department or the absence of a military personal number in it.
  • Failure of the responsible authorities to provide the necessary information to the Department.

If the problem is related to the lack of a personal number, then it can be resolved relatively quickly through the personnel department. In other cases, you will have to contact the central military command authority, the military district where the military man is serving or served for reconciliation. After its completion, the data in the system will be updated automatically within a few days.

Important. Members of the families of deceased servicemen are still unable to receive information from the ERZHV online. They will have to submit a written request to housing authorities and wait for an official response to be prepared.

Features of housing distribution

The procedure for providing military apartments was approved along with the State Program. It was compiled taking into account the professional characteristics of applicants for government assistance and the general norms of Russian legislation. This means that certain categories of contract workers have benefits. So, the distribution takes into account the following factors:

  • queue dates;
  • marital status and number of minors;
  • service life;
  • the chosen location of the future housing location.

Moreover, each subsequent criterion is applied if the previous ones completely coincide. The distribution of living quarters to military personnel according to the specified criteria is carried out automatically.

The following categories of applicants enjoy priority rights:

  • citizens whose residential premises are recognized in accordance with the established procedure as unfit for habitation and are not subject to repair or reconstruction;
  • citizens suffering from severe forms of chronic diseases;
  • widows of officers and soldiers who died in the line of military duty, as well as for family members of citizens who served under contract and died after being discharged from military service.

Attention: widows of deceased officers are placed on a waiting list by the Department of the Ministry of Defense for Housing. The application along with a package of supporting documents must be sent to his address. An important factor is the place chosen for living. The fact is that the Russian Ministry of Defense is carrying out construction according to a long-term plan. The latter is compiled taking into account the number of applications. For example, in 2021, those on the waiting list considered the outskirts of St. Petersburg to be the most promising place to live. In this area, construction was actively carried out for military personnel.

The same citizens who chose the southern regions will have to wait for the next tranche to be allocated. The state is not able to build the required number of houses at once. But the problem with the queue is planned to be eliminated in the near future. In addition, in 2021, officers and soldiers are given the right to use alternative methods of obtaining an apartment. For example, the military mortgage program.

For information: the essence of a military mortgage is that a serviceman registers in the savings mortgage system. After three years, he receives a certificate of entitlement to receive a targeted loan. Then he takes out a loan from a bank and purchases residential premises in any region of the country. The mortgage will be repaid by the budget through the Russian Ministry of Defense. The size of the maximum payment made by the Ministry of Defense for a military personnel is indexed annually. The amount in excess of the payment made from the budget to repay the mortgage is paid by the serviceman himself. The register of available funds can be viewed on the official website of the Moscow Region. It is much wider than the stock of ready-made houses.

Housing register

A service with a list of military housing has been launched in test mode.

How to get involved?

There is no need to take special actions to enter into the unified register. The Defense Ministry independently carries out all activities related to the formation of lists of military personnel. The only thing required is to become a participant in the program. To do this, you need to contact the unit command and submit an application. To be included in the program, you must meet the requirements, including the absence of a personal apartment and a certain length of service (from 10 to 20).

To date, the Department of Housing Policy of the Ministry of Defense has carried out truly extensive work. According to representatives of the department, information about 95% of program participants is currently included in the unified register of the RF Ministry of Defense.

Naturally, the work continues. Direct filling of information about program participants began in 2014, and not all military personnel are aware of this opportunity to track their place in line.

Hotline

Issues related to housing are relevant for many military personnel, both those currently serving and those who have served in the past. You can obtain information on them by calling the hotline of the authorized body. You can call her from MSK and MO at the following numbers:

  • (495) 69-660-60;
  • (495) 69-655-59;
  • (495) 69-666-67.

When calling from other regions of the Russian Federation, you can use the number 8-800-55-067-94. The call is free for the caller. For consultations, you can call on any working day from 09:00 to 18:00 Moscow time.

The military man can also try to resolve the issues that arise on his own by reading the online resource of the Ministry of Defense. On it you can familiarize yourself with various regulations and methodological materials dedicated to the provision of military apartments.

Additionally, the website contains data on subsidies, a calculator for calculating them, sample documents for submission to the Housing Department and many other important materials. The website also publishes a list of residential premises for distribution, as well as announcements about moving into finished houses, data on construction companies, etc.

The Unified Register of Military Housing allows the Housing Department to always have access to information about the housing provided and available. The ability to request information from the EPR online allows you to check without having to write a written request and wait for an official response to it.

Special queue for military personnel

Housing for military personnel (not to be confused with service housing) is provided under a separate state program from the Russian Ministry of Defense (Ministry of Defense). As a result, the military has its own single register where all data is entered and there is no information about other citizens who receive apartments under other federal programs.

The register was created back in 2010 and since then it has been functioning stably. Information is regularly updated by employees of the Housing Department (DSD). When the service first appeared, it provided only general information on how to fill out applications, where to apply, and so on. Gradually, due to the large number of requests to clarify the position in the queue, it was decided to create an electronic list that every military person can view.

The database in question allows you to obtain the following information:

  • The soldier's position in the queue. This data is the main reason for accessing the service.
  • Queue date. By analyzing the date and place in the queue, you can roughly guess when the housing/certificate will be received.
  • Current information about the living conditions of the applicant and his family.
  • The total number of military personnel who are registered and waiting their turn. It should be taken into account that only a specific figure is provided. The applicant cannot view the queue itself, who is in front of him or after him.
  • Information about the applicant's existing official housing.
  • The current housing situation in the region that interests the soldier.
  • Data about the potential apartment, including even the future address (if the option of receiving free housing is chosen).
  • Information about the applicant: rank, branch of service, full name and date of birth.

The service is reliably protected from unauthorized access. If an attacker does not have the data necessary to view the information, he will not be able to access it.

To clarify the information, a military personnel number is required. Only he and, in some cases, his family members know it. If the number is forgotten for some reason, it can be viewed in the military ID (item “Special notes”).

This data is also present on the personal token. The latter is used only as long as the soldier is on active duty. After retirement, the token is sent to the archives.

Even though the service has been around for almost 10 years (as of 2021), it is still being developed and tested. As a result, in some cases, problems may arise when accessing information (server unavailability, technical work, errors in processing information, and so on). In practice, this happens quite rarely.

List of required documentation

According to the Federal Law on Providing Subsidies for Military Personnel and Article 51 of the RF Housing Code, it is necessary, in addition to the application itself, to provide a list of such documentation as:

  • copies of passports of all family members without exception, as well as birth certificates if there are minor children;
  • a certificate from the military unit of the serviceman (this also applies to widows), which can confirm the number of years of required military experience;
  • a copy of the marriage registration certificate;
  • a copy of a certificate that can confirm the presence of other social benefits (this means, for example, a certificate for a large family, and so on).

If we talk about the period for consideration of the application, the decision is made no later than 30 calendar days from the moment the Department of Executive Power accepts documents from the applicant for the subsidy.

On average, the application review period is up to 20 calendar days.

House mil ru unified register personal account

Many wonderful things happened on February 14, but for the Internet community, the most significant event of this day is probably the event that shaped a completely new direction on the Internet.
In February 2005, three like-minded people began thinking about how to make videos on the Internet more convenient to download, watch, rate, and comment on, as well as how to make videos they liked easy to share with their friends. • Currently, by indicating his personal number as a password, a serviceman can verify in real time that he is really included in the Register, check the date of registration, family composition, as well as the chosen place of residence and method of providing housing (apartment or state housing certificate). It is important that when allocating residential premises, the details of the notice sent to him are indicated - number and date, as well as the locality in which housing is provided. At the same time, all requirements of the legislation on the protection of personal data are observed.

Dom mil ru unified register for military personnel

Previously, the website, in the “Housing for Military Personnel” section, posted real-time information about finished and under construction housing; you could also see photographs of apartments, learn about the percentage of readiness of the house under construction and the planned commissioning dates. “The queues have been given access to obtain information from the created single register. The site has been updated with materials on the legislative and regulatory framework regarding the provision of housing,” said a representative of the department.

It is obvious that it is necessary and very useful. Thanks to this online resource, the Unified Register of military personnel in need of living quarters has become open and completely accessible to the military themselves. Military personnel at any time convenient for them, being in a convenient and pleasant environment, can simply go to the site and on its pages receive the most complete information about their status on the waiting list, how housing is distributed, find out in detail what objects are still under construction and what construction companies are taking part in this, as well as the construction of which facilities have already been completed.

Distribution of housing to military personnel via electronic queue

Military personnel, as well as those transferred to the reserve, have the right to receive free housing in the order of priority and in accordance with the current electronic queue. The order of priority is established automatically, excluding third-party interference from interested parties. The criteria for assessing the electronic queue for housing include the following order of compliance:

  • the date on which a person in need of housing was placed on the military waiting list;
  • the place of residence chosen by the applicant and the availability of housing there ready for occupancy;
  • composition of the military personnel's family;
  • the duration of military service by the applicant.

Please note that the assessment criteria are applied in the specific order mentioned above, and each subsequent item is assessed only if the previous one fully complies with the relevant requirements. For example, if applicants who have equal conditions according to the first two criteria, those for whom premises are available in accordance with the established rules of square meters, taking into account the composition of the family, have a priority right to receive free housing. In the event that two candidates for free housing meet the requirements for the above parameters, preference will be given to the person with a longer duration of service in the armed forces. Let us recall that the current housing legislation and Federal Law No. 76 of May 27, 1998 “On the status of military personnel” defines the circle of military personnel as having the right to priority receipt of housing:

  • military personnel living in premises that do not meet normal living conditions, as well as those that are not subject to reconstruction and repair;
  • orphans and children left without parental care after the end of their stay in orphanages and other special institutions, as well as those living in foster families upon termination of guardianship or guardianship, having completed military service;
  • military personnel suffering from severe forms of chronic diseases;
  • family members of military personnel who died (died) both during service and after discharge from service, if they served for more than 10 years.

Military personnel or members of their families belonging to one of the above-mentioned categories of persons must provide, along with an application for placement on the electronic queue for housing, documents that confirm the right to receive additional benefits.

Calculator for calculating subsidies for military personnel for the purchase of housing 2021

To more accurately calculate the volume of housing privileges, many Internet portals offer a calculator that automatically calculates the required subsidy amount. Moreover, the data, depending on the current legislation, can be changed by decision of the Government, and are adjusted in the calculator as they are put into effect.

The calculation calculator is based in accordance with the Decree of the Government of the Russian Federation of February 3, 2014 No. 76 and is relevant to the present day.

The housing subsidy calculator for military personnel can be found here.

Basic information about the procedure

Housing provided to military personnel is recorded in a single register in each military district. What is a single list? This is a unified system for recording military personnel in need of housing, the composition of their families and other factors. In accordance with the norms of current legislation, representatives of the RF Armed Forces have a number of preferences. Initially, defenders of the fatherland have the right to service living quarters of varying sizes, depending on whether they are single or with a family.

Living space is provided by the Ministry of Defense of the Russian Federation, which maintains a unified register of military personnel who need housing.

The apartment can be transferred to the category of personal real estate through privatization. In order to have your own room or apartment after several years, you must submit a report to the command with all the necessary documents attached, fulfill a number of conditions and receive official living space at your disposal for further residence. But before that, it's worth checking the queue.

You should obtain information regarding how service rooms and apartments are provided to military personnel for the current period, what is the electronic queue for housing for military personnel using their personal number.

With a previously thought-out and developed plan, as well as receiving advice from a professional lawyer, it will be quite possible to acquire the status of a waiting list thanks to the electronic queue for housing online. A serviceman living in a service apartment may be transferred to a new duty station or transferred to the reserve.

According to the norms of the Housing Code of the Russian Federation, one must leave the residential premises within the agreed period, having moved out in compliance with all the necessary formalities.

Upon receipt of a negative response from the command or eviction to the barracks, on conditions contrary to the law, the serviceman has the right to look at the order and appeal any of the decisions made.

In particular, this is possible when, in the process of consultation with a lawyer, a violation of legislative positions on the part of responsible officials is revealed.

Conditions of receipt

In order for a military man to count on the state subsidy program, the living conditions that the applicant has at the time of submitting the application must be recognized as in need of improvement.

Currently, the standards for comfortable living of an army soldier and his family are adopted at the following level:

  • for a single military man – 33 m²;
  • for a family of two – 42m²;
  • If there are three or more people in a family, 18 m² is provided for each of them.

If the family of a defender of the Motherland lives in a living space that is less than accepted standards, then it is realistic to apply for state support

Important! It is prohibited to simultaneously rent a residential shelter at the expense of the military budget and submit an application for housing preferences. To properly process the subsidy, when submitting documents for assistance, you should draw up a written undertaking that once you receive your own living space, renting will be cancelled.

Individual army men have privileges when calculating living space to the larger side according to the following principle:

  • If you have the rank of “Colonel” or higher.
  • Persons who have earned the honorary title of the Russian Federation.
  • Teachers of military educational institutions in any status.
  • Commanders in military units.

The size of the additional area fluctuates within 15 m². And it is also worth taking into account that the Ministry of Defense takes into account the living space already owned by the family, regardless of the method of obtaining it (shared ownership, inheritance).

How to determine your place?

To be aware of when to draw up documents for a new apartment, beneficiaries should constantly find out their turn on the list. You can view your queue number in several ways: at the MFC, through the online resource “State Services”, on the regional portal, or during a personal visit to the administration of the subject.

Via the Internet on the Moscow government services website

Residents of the capital can look at the queue for an apartment in Moscow via the Internet. The website of the mayor of the capital, mos.ru, allows you not only to submit documents for housing in Moscow online, but also to obtain information about the status of the provision of the service.

On mos.ru you can find out the serial number in the queue for an apartment if the citizen provides passport details. When receiving information, an authorized representative will need a notarized power of attorney.

An online request allows you to view the electronic queue for housing. Information about citizens registered in other regions of the country is located in the housing committee of a constituent entity of the Russian Federation or the website of the local administration. For example, Russians can check the progress of the queue for housing (St. Petersburg) on the city portal gov.spb.ru in the “Checking application status” section.

Through the portal "State Services"

The unified state portal “State Services” provides citizens with a wide range of social opportunities.

The portal contains information on how to check the queue for housing on the local administration website. Contact information is indicated (for example, the telephone number of the housing and communal services for orphans' affairs), the timing of the provision of services (1 day for submitting documents and 30 for consideration), and features.

In the local administration

Those who do not trust the Internet can look at the queue for housing during a personal visit to the regional administration. Civil service employees help you find out your queue for an apartment using your personal number.

If citizens do not know which number they have been assigned, they can submit a request. The number is issued immediately after joining the program; it is provided online. Only the owners or their representatives can find out the queue number for housing.

To track the queue when visiting the administration, you need to provide the owner’s passport, documents for the apartment and information about state support. The duration of the service is from 1 to 10 days. It is acceptable to receive a response to your request via email or telephone number.

Through MFC

Citizens can make an appointment online, on the website of the regional MFC, or in person. To find out about the number and promotion at the MFC, you need to take a coupon (online or in the center) and submit documents.

Information is provided to the MFC upon written request. The period for receiving information does not exceed 30 days. The service is only possible for those for whom benefits are issued: other family members do not have access to the information. It is allowed to issue information to a legal representative with the presentation of relevant documents.

Events Quarter

The priority right to receive residential premises gives an advantage over those who were registered in the same year, but do not have this preferential right. The priority right to receive housing gives an advantage over military personnel who are both on the general queue and on the priority lists.

The list of military personnel who have the right to priority or priority purchase of housing is formed as the serviceman has grounds for admission to this list. These lists are maintained in the form established by the Instructions and contain information about the decision made by the housing commission, the number and date of the protocol.
