Representatives of various preferential categories can get in line for a land plot. Queue is the procedure for allocating land plots in order of priority to people belonging to a specific group. This program was initially introduced to support young and large families. However, you can get free land without having a preferential status, but beneficiaries will still be higher in the queue. So, let's look at all the nuances in more detail.
Who has the opportunity to stand in line?
First of all, this bill is aimed at families. Therefore, the basic requirements for those interested are as follows:
- All family members are required to be Russian citizens.
- In addition to parents, the family must have at least three children under 18 years of age. Foster and adopted children as well.
- The marriage must be officially concluded.
- The children are registered at the same address as their parents.
- There are disabled people in the family who participated in the Second World War (optional).
The site is allocated from the state or municipal property free of charge. Where the plot will be located and what its area will be is determined only by the self-government body. On average, the size of a plot varies from 6 to 15 acres depending on the region.
How to draw up and submit an application for a land plot
To receive an allotment, you need to write an application. The applicant in this case is one of the parents. The application must indicate:

A package of documents with copies must be attached to the application. In cases where the applicant is an adoptive parent or guardian of children, additional documents confirming this must be provided. Also, government agency employees have the right to demand confirmation of their status from a large family.
You will also need to request from Rosreestr an extract from the Unified State Register of Real Estate about all real estate that was provided to a large family. If a family is recognized as low-income, then re-registration as a large family will still be required. This will increase your chances of receiving the allotment.
As soon as the documents are submitted, the applicant is placed in a so-called queue and assigned a number. This number is his place in the queue among other categories of beneficiaries. The processing time for an application is approximately 30 days, but they can provide you with land either within a month or within a year.
Where and how can you find out your number on the lists
First of all, you need to find out the number from the local administration employees. If the city is large enough, then you can look for the list on the official website and find your number there. There are three ways in which you can find out the number.
The first way is to call. You can call the administration by phone, and your call will be redirected to the department of the commission dealing with municipal land. There you will be asked for your full name, date of birth and the day you submitted your application. Next, the employee will look through the database and tell you your exact place in the queue. However, in some situations you will have to go to the administration in person to clarify some of the nuances.
You can also come to the administration in person. You need to act in the same way as in the first case, only you will have to speak with a representative of the commission in person. You need to take your passport, quota, and children’s birth certificates with you (if they were included in the package of documents).
You can also receive a number via email. This method is not always suitable, since not all administrations have a similar function. The bottom line is that the progress of the queue and the number in it are sent by email after a corresponding request from the applicant. Who has the right to receive land out of turn?
There are several categories of the population that are most privileged. Let's list them in descending order (those who are higher in the queue are on top):
- Families with more than 3 children under age. The land will primarily go to representatives of this category.
- There is a disabled child in the family, and he has not yet reached 18 years of age.
- Veterans of the Great Patriotic War, as well as their relatives. Privileges extend to family members only if the veterans themselves are incapacitated and officially disabled.
- Families of military personnel and the military themselves. If a military man has served under a contract for more than 10 years, he has the right to receive a plot for free.
- Employees of internal affairs bodies, if they have worked in this position for more than 15 years.
Deadlines for provision of land plots for families with many children
In fact, obtaining a plot can take a year. This is due to the fact that there are more people willing to receive a plot of land for free, and especially in a territory with a well-developed infrastructure, than there are plots themselves, and no one wants to develop plots in the wilderness.
The “competition” here consists of: disabled people, combat veterans, young families and other beneficiaries. Therefore, families with many children often refuse offers from municipal authorities in favor of monetary compensation for a plot of land.
In what cases can you get a refusal?
One of the most common reasons is inattention when collecting a package of documents. There are certain requirements for documents, so you need to carefully check their quantity and quality. After all, if the package is not completely assembled, or the information in it is not true, the allotment of the plot will be denied to you.
Another mistake is false information about family composition. Only a family with more than three minor (!) children is considered to have many children, and they all live at the same address. Some applicants forget about this and consider those children who are already 18 or those who are registered elsewhere. In this case, the applicant will be refused, because he does not have the right to receive the allotment.
It is important to remember that when submitting documents and making a request to give you a plot, you need to provide the most accurate and truthful information. There are many people who want it, and it will not be possible to obtain land by fraud: everything is carefully checked by government officials. In any case, you won’t have to rack your brains about why the refusal was issued: you will definitely be explained the reason for the refusal, and you will be able to resubmit your application.
If you do not agree with the administration's decision, you have the right to legal action. You can challenge the decision of self-government bodies in court. And if you can prove that you are right, the court will oblige the administration to reconsider its decision in your favor.
Basic provisions
The program to provide large families with land plots affects families with three or more children under 18 years of age. Natural, adopted children, children brought up under guardianship/trusteeship, as well as those who were placed under foster care under a foster family agreement are taken into account. A large family includes both joint children and those born in previous marriages.
All family members must have Russian citizenship and live together at the same address. The minimum period of residence in the region to obtain a plot in this territory is 5 years.
It is prohibited to deliberately worsen living conditions in order to obtain a plot of land. From the moment of sale of the only home, at least 5 years must pass for a large family to be recognized as in need of improved living conditions, registered and given a plot of land.
The state provides free plots for individual housing construction or individual subsidiary farming, gardening, and vegetable gardening. They are not allowed to be used for business or production purposes.
How to get living space instead of an allotment
Often, land is allocated for the construction of a residential building. As practice shows, this is not always something that can help improve living conditions. Therefore, representatives of various preferential categories have the right to receive an apartment instead of an allotment. But this depends on the area and whether it has a similar program.
According to Federal Law 487 of the Land Code, there is no specific way to receive support from local government and receive living space instead of land immediately. If the applicant wants to do this, he will still have to stand in line on the ground. Such plots are provided specifically for individual housing construction, namely for the construction of a private house. In addition, the family must additionally be registered with the local administration as in need of improved quality of living conditions. And in order to register, you need to have the appropriate grounds.
Once you have queued up to receive a plot of land, you have a choice. You can simply receive land for individual housing construction, or you can additionally apply for participation in a new program, according to which you can receive a free apartment. This application must be signed by all family members over 18 years of age. You also need to attach a package of documents to it, the exact composition of which must be clarified at your place of residence, because depending on the region and situation it may change.
Relocation programs
Residents of some regions who participate in the allotment program can contact the MFC to receive a plot of public property for free. The queue for participants in such programs is separate from the main categories of beneficiaries. But the waiting period can last up to a year or more.
Regional programs operate on:
- plots for Crimean residents;
- plots for those resettled from the Far North;
- garden plots for residents of Kaliningrad.
The plots are given for free use for a certain period, and after a while you will be able to register your ownership of them. The main requirement for the participant is not to violate the rules of the program. If the land is allocated for development, subsidiary farming, entrepreneurial or farming activities, then you are obliged to do this so as not to lose the plot.
In addition, there are 5 federal programs for the provision of land:
- Volgograd hectare.
- Kostroma hectare.
- Far Eastern hectare.
- Leningrad hectare.
- Family estate.
