  • To include a candidate in the register, a basis is required: to confirm it, all documents proving the validity of his participation in the system are provided;
  • the official responsible for the implementation of the program in the military unit compiles a list of all data on a specially developed form;
  • the list must be signed by the head of the personnel department and the commander of the military unit;
  • the entire package of necessary documents is transferred from the military unit to the local branch of the Department of Housing of the Ministry of Defense;
  • the date of transfer of documents and applications to the Department is the date of registration of the NIS participant in the register;
  • if the documents were sent by mail, then the registration date will be considered the day they were sent;
  • the registered person is assigned a number and a personal savings account is opened, which is communicated to the participant by an official notification, the number is entered into the serviceman’s personal card;
  • if for any reason the applicant was denied registration in the register, then he receives a written notification about this.

In terms of time from writing the report to receiving notification of the assignment of a registration number, the entire procedure takes no more than three months.

List of documents

In order to register in the system, a serviceman must prepare the following documents:

  • a copy of all pages of the passport;
  • documents confirming the right to participate in the NIS - different for each category of military personnel;
  • a copy of the report - for voluntary program participants;
  • a copy of the first contract, and for petty officers, sergeants and midshipmen - a copy of the second contract;
  • copies of passports of all family members (entire passport) and birth certificates of children under 14 years of age;
  • a copy of the marriage or divorce certificate (must be certified either by the unit commander or a notary);
  • certificate of family composition;
  • personal accounts and their copies from all previous places of residence or registration for the last 5 years;
  • documents confirming the presence or absence of ownership or rental of housing by the applicant or other members of his family.
