Residential buildings and residential premises of public buildings should be designed to meet the needs of people with disabilities, including (clause 4.1):

  • accessibility of an apartment or living space from the entrance to the building;
  • accessibility of all public premises of the building from an apartment or residential premises;
  • use of equipment that meets the needs of people with disabilities;
  • ensuring safety and ease of use of equipment and devices;
  • equipping the local area and the building itself with the necessary information systems.

Multi-apartment residential buildings with apartments intended for the residence of disabled people and elderly people should be designed at least as high as the second degree of fire resistance (clause 4.2). In residential buildings of the municipal social housing stock, it is recommended that the number and specialization of apartments for certain categories of disabled people be established by design assignment. When designing residential premises, one should proceed from the possibility of their subsequent retrofitting, if necessary, taking into account the needs of certain categories of disabled people and other groups of the population with limited mobility (clause 4.3).

When placing apartments for families with disabled people in wheelchairs on the first floor level, it is necessary to provide access directly to the local area. For a separate entrance through the apartment vestibule and a lift, it is recommended to increase the area of ​​the apartment by 12 MSNIP 01/35/2001 Accessibility of buildings and structures for people with limited mobility (clause 4.4).

What is an apartment from the point of view of the law?

According to the law, there are residential premises and there are non-residential ones.

Residential - these are apartments, private houses, rooms and their parts. People live in living quarters - they eat, sleep, wash, and read books in the evenings. These are the provisions from Art. 16 and 17 of the Housing Code of the Russian Federation.

The mark that this premises is residential is in the Certificate of Ownership and an extract from the Unified Register of Rights to Real Estate.
