How long does it take to register after being deregistered from your old address?

When registering citizens, there are strictly established deadlines for submitting documents. If they are violated, administrative penalties will be applied to the applicant himself.

For the territorial bodies of the Ministry of Internal Affairs, deadlines have also been established for processing the information received and issuing the result, which determine how long it takes to register.

Legal periods vary depending on whether the request is submitted directly or through auxiliary authorities. The completeness of the original documents is also important, and the absence of the necessary papers may increase the processing time of the application for registration confirmation.

Registration rules

Registration in the Russian Federation is a mandatory notification norm for all citizens of the country, as well as for persons of foreign citizenship or those who do not have citizenship but live in Russia. The rules for registration with the Ministry of Internal Affairs are regulated by approved legislative acts. These include:

  1. Order of the Ministry of Internal Affairs of Russia No. 984 “On approval of the Administrative Regulations of the Ministry of Internal Affairs...” dated December 31, 2021
  2. Law of the Russian Federation No. 5242-1 “On the right of citizens of the Russian Federation to freedom of movement...” dated June 25, 1993
  3. Decree of the Government of the Russian Federation No. 713 “On approval of the Registration Rules...” dated July 17, 1995

Registration of citizens is divided into:

  1. Permanent, which is usually called registration, gives the right to occupy living space for an unlimited period.
  2. Temporary, allowing you to register at your place of residence without leaving your permanent residence address.

The presented regulatory documents describe the deadlines for registration actions established both for the citizens themselves and for the responsible specialists who are directly involved in checking the provided data and entering it into the general database of the Russian Federation.

How long can you be unregistered?

Laws are written to be followed. As for registration actions, they have strictly limited periods during which it is necessary to go through the registration procedure. The periods for submitting documents to the territorial centers of the Ministry of Internal Affairs depend on the type of registration required:

  1. 90 days to obtain a temporary residence certificate.
  2. 7 days to affix a permanent registration stamp.

When being discharged from a permanent place of residence, a citizen is obliged to submit documents for registration at a different address of further residence within a week. If a person was not discharged from his previous place, but temporarily arrived in another territorial object of the Russian Federation, then he must register within three months. Those citizens who:

  1. The stay will be less than 90 days.
  2. We moved within the same territorial entity.

Lack of registration beyond the specified period can have a negative impact on the person. He may be fined for violating the law, and its absence has a negative impact on the implementation of constitutional human rights.

How to calculate how long you can stay in Russia according to the 90/180 regime

Let's show it with an example. Let's imagine that you entered Russia on January 1, 2021 . Count 180 days . In this example, the 180th day will be June 30, 2021 . The calculation can be done in an online date calculator, for example, on this website. It turns out that your “reporting” half-year will last from January 1 to June 30, 2021 .

Mode 90 180: how to count

During this period, that is, from January 1 to June 30, you can only stay in Russia for 90 days. If you stay in Russia for 91 days from January 1 to June 30, you will thereby break the law.

It doesn't matter how you spend these 90 days. You can enter Russia and stay in the country continuously .

You can also move in and out , adding up the days you spend in Russia in the reporting half-year. In total, you must spend no more than 90 days in the country.

For example, you stayed in Russia for 10 days in January , then left. We returned in February, stayed here for another 30 days , and left again. For example, we returned in April and stayed in Russia 40 days You add up all these periods of stay in Russia and it is very important that in total during your “reporting” six months (in our example, this is from January 1 to June 30) the total period of your stay in Russia does not exceed 90 days.

That is, in our example, we calculate: 10 days (in January) + 30 days (in February) + 40 days (in April-May) = 80 days. It turns out that until June 30 you can stay in Russia for no more than 10 days.

Please note: you must count the days yourself. Employees of the Ministry of Internal Affairs, border service and other departments will not call or write to you to inform you that your permitted period of stay in the Russian Federation is coming to an end. If you violate the period of your stay in the country, you will be banned from entering without any warning.

A lawyer explains how to count using the 90-180 rule.

What is required for registration?

To register, a citizen does not require any special knowledge or skills. The main thing is that there are two most important factors:

  1. Place for registration - temporary or permanent.
  2. Required documents for registration.

When choosing a place of registration, the permission of the property owner is important.

If we are talking about a municipal apartment, then the procedure becomes more complicated, since you will need to obtain permission from all residents registered on its territory, and sometimes also from local authorities. Owners of a privatized apartment must provide a certificate of ownership of the property.

The list of required documents includes:

  1. Passports of the registered person and the owner of the property.
  2. A document indicating ownership, such as a sales contract.
  3. When registering for a municipal apartment, permission from all registered residents.
  4. Birth certificates of children, if minors under 14 years of age are also registered.
  5. Departure sheet, if the person registered has previously checked out from the previous address.

In addition, an application for registration is written. The registration procedure in the Russian Federation is absolutely free, so no receipts for payment of state fees will be required.

Application methods

Throughout the Russian Federation, there are several permitted ways to register at your residence address. You can submit an application confirmed by official papers:

  1. In person, by contacting the territorial center of the Ministry of Internal Affairs at the location of the residential premises.
  2. Through the multifunctional center.
  3. Through the State Services portal.

It should be said that the method of submission does not in any way affect the final result or the completeness of the documents. In all cases, uniform registration standards apply and cannot be subject to any changes. The only thing that influences the choice made is the timing of preparation of the final result.

To determine the optimal method of submitting an application for registration, it is necessary to consider each proposed option in more detail.

Personal appeal

Only territorial bodies of the Ministry of Internal Affairs are authorized to carry out registration actions of a temporary or permanent nature. For a long time, it was possible to register only by contacting this structure in person. Today, there is a choice of filing methods, but the most logical is still considered to be a personal appeal to this authority.

There are advantages and disadvantages to visiting an authorized unit of the Ministry of Internal Affairs. The undoubted advantages include the fact that the appeal itself is made directly, without the participation of intermediaries, which means you do not have to waste extra time. If a citizen has only a few days left for registration, then he has no choice but to personally visit the passport office.

The disadvantages of this method of filing is the work schedule of the territorial bodies of the Ministry of Internal Affairs. It is limited exclusively to working hours, which is extremely inconvenient for workers. In addition, in this instance there are often huge queues, which also attracts little people.

Through MFC

There are multifunctional centers in every city, and often not in a single instance. MFCs are in high demand among the population, as they have convenient work hours. In the MFC, you can carry out a number of disparate operations in one window, which also attracts citizens, as it can save time on registration procedures.

To submit an application for registration through the MFC, a person will need:

  1. Make an appointment in advance or take an electronic queue coupon by coming directly to the center.
  2. Fill out the application form for permanent or temporary registration.
  3. Submit originals and copies of all required documents.
  4. The specialist accepting the application draws up an inventory of the accepted documents and issues it to the applicant.
  5. The day of the next appointment is set, but more often you have to track your readiness using the issued operation number. You can check your readiness by calling or using the online database.

If we are talking about obtaining a certificate of registration at the place of residence for minors or a form for registration at the address of residence of an adult, then you can also pick up the finished documents at the MFC.

If it is necessary to obtain a stamp in the passport, the person being registered will have to visit the territorial office of the Ministry of Internal Affairs, because only there it can be affixed.

Through the State Services portal

The State Services Internet portal combines many functions. This is a relatively new method. Through this site you can pay taxes, fines, penalties, and submit various applications to many government agencies. The functionality of the site is constantly being improved and expanded, and many of its features are improved and simplified. But you should understand that, despite the convenience of submitting applications, it will not be possible to resolve the issue exclusively remotely.

When submitting an application for registration through the State Services portal, the procedure itself will look like this:

  1. In your personal account, select the desired department of the territorial body of the Ministry of Internal Affairs.
  2. An application for registration is completed.
  3. Scans of all required documents are attached.
  4. The application is sent to the passport office specialists, who first review it and set a deadline for receiving the citizen.
  5. At the specified time, the applicant must come to the department and provide originals and copies of all attached documents.
  6. After checking them, a stamp is placed or a certificate is issued.

Thus, the State Services portal allows you to simplify only the first part of submitting documents, but does not cancel a second trip to the territorial body.

Why is registration required?

Why, in general, have a fixed place of residence? What benefits does registration give to residents of the Russian Federation?

It is extremely difficult to do without registration records. Registration allows you to:

  • receive services at your place of residence;
  • arrange public services;
  • demand benefits provided by law;
  • send children to kindergartens, schools and other educational institutions;
  • get a job;
  • draw up various documents.

It is also important for the government to know where people live. Registration is a means of official control over population migration.

Registration deadlines

In order to register and not receive penalties, applicants must comply with their part of the procedure. In addition to providing documents, it is also important to adhere to the deadlines for their submission. But responsibility rests not only with those registered, but also with the body that actually carries out the registration.

The territorial body of the Ministry of Internal Affairs is obliged, within the established time limits:

  1. Accept an application from a citizen.
  2. Perform a preliminary check of accepted documents.
  3. Issue a notification coupon that the application has been accepted for processing.
  4. Confirm the authenticity of the documentation within the time limits established by law.
  5. Make a decision on registering or rejecting such a request (possible only if falsification of papers is detected).
  6. Enter information into an electronic database.
  7. Create paper forms.

Within the prescribed period, the citizen is given a certificate of registration at the place of residence or a stamp of permanent registration is affixed.

For transfer to the registration authority

You can submit documents and an application for registration through intermediaries, which are:

  1. Passport officers for the management company and homeowners association.
  2. Multifunctional centers.

These authorities also have a strictly limited time for transmitting documents to the territorial centers of the Ministry of Internal Affairs. The administrative regulations prescribe the deadline for providing papers within three calendar days. In total, no more than six days should pass until the final result is received from the moment the documentation is transferred to the responsible person.

For the registration authority

After the registration papers have been accepted by the passport officers of the territorial body of the Ministry of Internal Affairs, and the applicant has been issued a notification coupon, another period begins to count during which the service must be provided. The periods are not set independently; they are prescribed in the Administrative Regulations of the Ministry of Internal Affairs, in section II.

The period for reviewing the application, checking the submitted documents and issuing the final result is limited. In accordance with the law, no more than three working days can be given for this from the moment the papers are transferred to the territorial center of the Ministry of Internal Affairs.

When sending documents through the portal

The longest way is to submit an application and scans of documents through the State Services website. The fact of registration and receipt of its confirmation is carried out on the day when the applicant appears at the territorial body of the Ministry of Internal Affairs with original documents confirming both his identity and the right of ownership of the property into which the citizen is moving. But this is the final stage, and before it begins, you will have to undergo electronic registration on the portal and submit an online application. Based on practice, we can say that applications through State Services take quite a long time to be processed. In accordance with the Administrative Regulations, electronic applications must be processed no later than eight days.

After the application is submitted to the territorial center of the Ministry of Internal Affairs, a date is set for the citizen’s personal reception. On this day, the registration stamp is affixed if no inconsistencies are identified in the papers.

If documents are not provided

Separate deadlines are provided for cases where the applicant or owner of the premises cannot provide the originals of any documents. The law does not prohibit accepting applications from such persons, but before processing it, the information specified in the words of the applicants must be checked and confirmed. This procedure undoubtedly takes time, so the review period becomes longer.

The absence of a certificate of ownership increases the registration period to eight working days.

Placing a stamp in the passport

The apogee of registration actions is the receipt of confirmation of the completed procedure, which are:

  1. A stamp in the passport if we are talking about permanent registration.
  2. Certificate form when registration is temporary.

Both confirmations are issued in a strictly established manner. The certificate is filled out according to the approved form. The stamp is affixed to the passport. There are special pages on the ID card for this purpose. The stamp itself provides minimal information about the authority that issued it and the citizen’s residential address. The signature of the specialist who performed the registration procedure is also affixed inside the stamp.
