Subsidy program

Russia has programs that provide subsidies for citizens who do not have housing or need to improve it.
These programs allow you to obtain living space for free, under a social rental agreement, or provide funds to pay part of the cost of housing. Assistance is provided to offset construction or housing costs. In addition, a number of regions of the country provide programs for people with disabilities, under which they can be provided with one-time payments for the purchase of housing. Such programs operate in the Primorsky Territory, Perm Territory and a number of other regions. Most often, the recipients of such payments are not just disabled people, but disabled combat veterans, combat veterans and family members of deceased disabled and combat veterans. This significantly reduces the number of applicants for benefits. Other disabled people have the right to count on state support on a general basis, as those in need of improved housing conditions.

The program allows Russian citizens with disabilities:

  • improve living conditions;

The priority for disabled people in 2021 is as follows:

  • local government bodies;
  • an enterprise or institution that has housing (at the place of work). People who have lost their ability to work are given the opportunity to be in two queues at the same time.

Important! Cash benefits are provided once in a row (from the beginning of registration), if there is a real need for help.

How much will be compensated?

Only part of the costs is eligible for compensation. The remaining funds will need to be provided to the family, for which people will have to use personal savings or take out a loan.

For city residents, the maximum subsidy amount is 30-40% , for rural residents - 70% of the cost of a private house.

The amount is calculated by calculating % of the cost and quantity of m2. These indicators are different for each region of the Russian Federation.

If a family has no housing at all or is in a dilapidated building, then housing committee employees have the right to set the amount of compensation at 100% of the cost of the building. In order to exercise the right to full compensation, additional documentation must be provided to employees. Conditions for providing benefits

Housing subsidies, both on a general basis and for people with disabilities, are provided upon receipt of funds from the federal treasury and compliance with the queue.
It is valid for six months, during which time you need to find and buy an apartment. Finances are transferred in non-cash form to the property owner. There is a time priority factor:

  1. Persons registered before 2005 have the opportunity to receive money from special resources of the territories of the Russian Federation.
  2. People registered after the specified time enjoy the right to purchase an apartment in turn, depending on the date of registration.

Important!
The number of beneficiaries who will have their housing needs met during 2021 is determined as follows: the total amount of money received by the territory is divided by the amount of assistance per person registered. Features of the allocation of housing subsidies:

  • The law does not provide for the provision of square meters at the expense of state money to relatives living with the beneficiary and who do not have this privilege. This condition is met when participating in a special program for people with disabilities. If a family applies for improved housing conditions on a general basis, the payment amount is calculated for all family members;
  • cohabitation of people with disabilities gives each of them the right to receive a housing subsidy;
  • the presence of disabled children extends the privilege to all family members;
  • existence of standards - on average 18 sq.m. are allocated across regions. meters per person;

Important: the exact payment amount is calculated by local authorities at the time of issuing the Certificate (the average market value per square meter in the region is taken into account).

Basic information

Domestic legislation identifies criteria for the statuses of “large families” and “needs” of a family.

  • A large family has 3 or more children. A number of regions set a different “bar” – 4-5 minors. If a child is studying full-time at a university and lives with his parents after the age of 18, then he is a dependent until the age of 23, that is, he is taken into account when calculating the total number of children. The status of a large family is also assigned to that family if it is incomplete.
  • Each member of a needy family has an area of ​​10 m2. The housing is officially in disrepair and does not meet the sanitary and technical requirements established in the region. A family lives in the same area together with a person who has been diagnosed with a dangerous infectious disease.

If the family has moved and is currently living at a different address, then people will need to once again submit documentation to social security employees in order to get in line for improved living conditions.

How to get housing benefit

Disabled persons are recognized as not provided with living space under the following conditions:

  • the size of housing is below the established standards per person;
  • non-compliance of living space with established requirements for sanitation and technical characteristics;
  • living in an apartment of several families, among whom there are people with severe chronic diseases, their presence poses a health hazard;
  • complete lack of housing;

The amount of the benefit is calculated using the formula: the average price per square meter in the region is multiplied by the standard living area (18 sq.m.). The market price of housing is approved every quarter by regional authorities.

List of documents for receiving a subsidy

Payment of subsidies to disabled people occurs subject to certain documentation.
The package of documents is approved by regional authorities, so it may differ depending on the region of residence. Most often it includes the following:

  • an official application for registration for an apartment;
  • documents confirming the need for improved housing conditions;
  • certificates from ITU confirming the assignment of a disability category;
  • personal bank account;
  • information from the house register.

To receive a subsidy for improving housing conditions on a general basis, you must provide the following package of documents:

  1. Passports of all family members;
  2. Birth certificates of children;
  3. Documents confirming family membership (marriage certificates, paternity certificates, name change certificates, etc.).
  4. Documents of ownership or confirming the right to use residential premises;
  5. Documents confirming family income;
  6. Documents confirming the grounds for recognition as needing improved housing conditions.

Transfer of assistance

If all stages of receiving a subsidy have been completed and a positive decision has been made to allocate it, the applicant will be issued a Certificate within ten days indicating the amount of assistance and its purpose.

An account will be opened in the bank in the name of the recipient of the Certificate. The subsidy will go to him in full, but he will not be able to cash out the funds.

Important! Targeted assistance is allocated before construction begins. On the one hand, it is convenient, as it allows you to solve quite a lot of problems. However, do not forget that its recipient takes responsibility and the obligation to account for the money to the state.

These funds can be transferred “by bank transfer” to the contracting organization that will build the house. In order for money to be freely transferred to builders, it is necessary to submit to the bank the agreement concluded with them, as well as other documents related to construction. Compensation payments

Compensation to the developer for the built house is also transferred to his current account after the following papers are provided to the commission:

  • original and copy of the cadastral passport for the constructed residential building;
  • a copy of the contract with the construction contractor, as well as certificates of form KS-2 and KS-3 - these documents are provided if a contractor was involved in the construction of the house;
  • copies of “payments” from the contractor - they will confirm the expenses incurred for the construction of the house for which subsidies are allocated.

Note! Receiving a refund of part of the money spent on the house would seem to be the best option. However, in this case, it is necessary to take into account and strictly comply with all construction regulations and standards established by the program, that is, the developer is deprived of freedom of action in the size of the area and other design nuances.

Financial support for disabled people

In addition to receiving a housing subsidy, people with disabilities can count on improved housing conditions by concluding a social rental agreement.
Recognition of a citizen as needing improved housing conditions is the basis for concluding the above-mentioned agreement. By law, disabled people must be provided with specially equipped living quarters. Special housing is retained for them for six months when placed in a social service organization. Benefits for disabled people of groups 1, 2, 3, families with disabled children, in addition to the allocation of an apartment, additionally require compensation for the payment of utilities and living quarters. The amount of compensation is 50% of the established fee. Disabled people of groups 1 and 2, disabled children and families with disabled children are provided with compensation in the amount of 50% to pay fees for major repairs.

Disabled people of groups 1 and 2, people with disabilities since childhood and disabled children are given a tax benefit when paying property taxes; to exercise this privilege, you should contact the tax service with a disability certificate and an ITU conclusion.

Important! Disabled people assigned to Group I are given the right to receive a housing subsidy out of turn. If they are unable to prepare the documents themselves, they can enlist the support of a trusted person. When allocating space for living, the recommendations of doctors and the patient’s rehabilitation program should be taken into account.

The apartment must be allocated near medical institutions or the place of residence of guardians. The list of diseases that gives such rights is approved by the government.

Having a severe form of chronic illness allows you to get an apartment larger than the established standards (no more than 2 times).

Features of state support for disabled people of the first group

  1. The purchase of housing for an amount exceeding financial assistance is paid for with one’s own funds.
  2. Housing for citizens with disabilities is equipped with special means and devices in accordance with the rehabilitation program for the disabled.

Important! The disability group has no influence when determining priority in receiving a housing subsidy. Any disabled person can exercise this right.

This category of citizens can count on their own plots of land for individual housing construction, gardening and farming.

So, to register for a housing subsidy, people with disabilities submit a written request to the executive authorities (attaching documents justifying your rights). Wrongful refusal is grounds for filing a lawsuit.

Consider as many factors as possible that negatively affect the project and develop measures to combat and neutralize risks. This way you can convince the commission that your intentions are serious.

If something happens in the future, you won’t panic: you’ll have a ready-made action plan in hand. There is no need to go to extremes and describe earthquakes and tsunamis as risks (unless you plan to do business in seismically active areas).

Applications

This is an optional section, but it is better to do it to prove the accuracy of the information provided. Place here sample contracts and price lists of possible suppliers, photographs of finished products or floor plans of the premises where your production, office, or workshop will be located. 5. There are certain differences between regional programs. A large family in the Moscow region can receive a 100% subsidy for construction.
