How to obtain an address certificate through State Services - step-by-step instructions

- If all information is entered correctly, after clicking on the “Submit Application” button in your personal account on the State Services portal, a notification about the progress of the process will appear.
Please note that if any fields are filled in incorrectly, at any step you can go back to the corresponding stage to enter the correct information. Also, if you had to take a break or closed the page, when you visit again, the system will offer to return to filling out the draft, which is saved automatically, or fill out a new application again.
Who is entitled to receive an address certificate?
A certificate of registration at the place of stay or residence is issued only to the citizen who requested the document, registered at the specified address, in person.
Note!
The place of residence of minors is the address of their parents or guardians. It is important to know this when preparing documents. The child's official representative must also collect the address certificate for the child.

A request to confirm your place of residence can be submitted by the following individuals and legal entities:
- Citizens of the Russian Federation who have reached the age of majority.
- Law enforcement officers.
- Civil servants of the Russian Pension Fund.

Confidentiality and responsibility
Information about registration at the place of residence is classified as personal. For this reason, it cannot be distributed by anyone. Violation of confidentiality entails liability under Article 137 of the Criminal Code of the Russian Federation.
Impact measures can be expressed in the form:
- monetary fine;
- forced, corrective or compulsory labor;
- arrest or imprisonment.
Liability arises only if the person has not given his consent to the collection of such information.

Where is it issued?
A certificate of residence is issued only in government institutions. These include:
- passport office at the place of registration;
- MFC for the provision of state and municipal services;
- departments of the Main Department of Migration Affairs of the Ministry of Internal Affairs. In this authority, the certificate is issued in the form of a registration certificate;
- management organization of an apartment building, homeowners association or housing department.
Important: If it is necessary to obtain confirmation that a citizen lived at a specific address some time ago, then the request is sent to the city archive through the administration of the locality. In this case, you will need to provide additional documents: purchase and sale agreement, certificate of ownership, etc.
Thus, the procedure for obtaining an address certificate through State Services is carried out in several steps. You only need to have a verified account on a single portal.
Which documents have a QR code and which do not?
Vaccination certificate
The certificate is issued to those vaccinated with a one-component or two-component Russian vaccine.
The QR code is contained only in the electronic vaccination certificate, which must be downloaded from the federal information system - State Services. There is no QR code in the paper booklet that is given out at the vaccination point.

The electronic certificate appears in the system immediately, but in some cases the QR code is added after 21 days.
When does the QR code become active:
- after a two-phase vaccine - on the day of vaccination,
- after single-phase - 21 days after vaccination,
- after revaccination within a year - on the day of vaccination,
- after revaccination later than 1 year - after 21 days.
The vaccinated QR code is valid for 1 year. If you get sick after vaccination, then the code is canceled for the duration of the illness, and after the illness a certificate of having recovered from the disease will be automatically generated with a validity period of 1 year.
Those who were vaccinated abroad with a foreign or Russian vaccine will be able to receive a QR code valid for six months from January 1, 2022. To do this, you will need to take an antibody test.
Certificate of recovery
A QR code for someone who has recovered from the disease is now issued if a person has officially recovered from the disease, that is, went to a hospital or clinic and received a diagnosis of COVID-19. According to the international classification, disease codes are U07.1 and U07.2.
The QR code of a person who has recovered is valid from the date of the negative PCR test, which confirms recovery. Until recently, the validity period of a survivor’s certificate was 6 months; now it has been extended to 1 year.
Those who have been ill unofficially, without seeing a doctor, will also be able to receive a QR code from 2022 if they were ill after January 1, 2021. To do this you will need to do an antibody test. If a citizen has had a positive PCR test for coronavirus and antibodies are detected, he will receive a QR code for a year. If you didn’t do the test, but the analysis revealed antibodies, then for six months.
Negative PCR test
To receive a QR code based on a PCR test, the analysis must be done in laboratories that transmit the results to the State Services. These include all public clinics and many private ones - it is better to clarify this point before the study. When taking the test, sign a consent to transfer data to the federal information system. To download the code, you need to have a verified profile on State Services. The test is valid for 48 hours from December 8, 2021.

Certificate of medical clearance
For medical advice from vaccination, contact a general practitioner or specialized doctor. In difficult cases, the decision is made by a medical commission.
Medical withdrawal can be temporary - for example, after an acute respiratory viral infection or an exacerbation of a chronic disease. It is issued for 30 days, after which you need to visit the doctor again. A permanent medical certificate is issued in case of hypersensitivity to the components of the vaccine or severe allergic reactions in the past. The full list of contraindications for vaccination has not yet been approved by the Russian Ministry of Health.
The medical clearance certificate is issued in paper form at the clinic; it does not contain a QR code. The document indicates the patient’s data, diagnosis, medical withdrawal period, and puts the seal of the medical institution.
From February 1, 2022, information about medical discharge will be entered into the information system of the Ministry of Health, and the certificate can be downloaded from the State Services. Muscovites are the first to take part in testing this mechanism and can receive a certificate of medical discharge from the State Services right now. To do this, you need to have a Moscow compulsory medical insurance policy or be assigned to a Moscow clinic, and also obtain a medical certificate from a doctor.
Antibody test
According to media information, from January 1, 2022, Russians will be able to receive a QR code based on antibodies to coronavirus. To do this, you will need to pass the appropriate analysis. In this case, the number of antibodies will not be taken into account - only their presence or absence. The code will be valid for six months, and if there was a positive PCR test, then for one year. Currently, only residents of Kamchatka and Chuvashia can receive a QR code based on an antibody test.
How to get it from the MFC?
Among all the other options where you can get a certificate of residence, many Russian citizens choose the Multifunctional Center. This institution acts as an intermediary between various government bodies and individuals. The MFC operates in single window mode.
This speeds up the procedure for accepting documents. To obtain a certificate of residence, you should contact the nearest MFC branch. Specialists conduct appointments by appointment. Therefore, you need to worry about getting a coupon in advance.
It can be taken from the terminal located in the MFC office. Appointments are also available by calling the hotline. You need to show up for an appointment with a specialist at the hour indicated on the coupon, with your passport and documents for the apartment.
If the request is submitted not by the applicant personally, but by his representative, then it is important not to forget to formalize the power of attorney properly. You must take original documents with you. An MFC specialist will make copies of the necessary papers. After receiving the package of documents and application, the Multifunctional Center employee will issue a receipt confirming receipt of these papers. The applicant will be notified by telephone that the certificate is ready.
Methods of submitting an application to receive a certificate in the form
You can request certificate No. 9 in three ways:
- personal appearance at the organization authorized to issue such certificates;
- by mail;
- via the Internet through the State Services portal (if you have a verified account).
When sending documents by mail, these must be notarized copies; scanned or photocopies are submitted through the State Services portal.
The fastest way to obtain Form No. 9 is to contact the authorized organization in person. The applicant’s passport data will be checked against their database right in front of him and the required document will be issued immediately.
When submitting an application by mail, it is not possible to receive the result so quickly: it will take time to deliver the document back and forth. This usually takes from a week to ten days .
It will take about ten days to process a request made through the State Services website. If the applicant chose to receive the completed document by mail, the time for sending the certificate will have to be added to this deadline.
reasons for refusing to issue Form No. 9:
- invalidity of any of the documents presented;
- lack of registration in the residential premises for which the certificate is requested;
- absence of a power of attorney from a third party acting in the interests of a resident living in this living space.
Types of registration
In the Russian Federation, every citizen must register at his place of residence. There are only two types of registration:
- At permanent place of residence. In this case, the person is registered at his main address of residence. In this residential property, a person can be the owner or live in the premises on the basis of a rental agreement, official occupancy, etc.
- At your place of residence. With such registration, the address where the person resides temporarily is recorded. This can be either rented housing or, for example, a hotel. Where to apply for registration
Place of residence and registration must be registered. Once you have collected your documents, you should submit them to the correct address. You can do this in several ways, choosing the one that is most convenient in your case:
- using the State Services portal;
- through, selecting the area where the house or apartment is located;
- by contacting the management company, having first made sure that the range of its services includes the tasks of the passport office;

Usually, the virtual option of submitting residence documents is more preferable, since then you will only have to take time off from your affairs once - to pick up the documents. Do I need the owner to check out of the apartment?
This question is often asked by tenants or family members of the property owner. Neither the owner’s consent to deregistration nor his presence is required when submitting an application for deregistration. The extract is a personal matter and does not in any way affect the interests of the apartment owner. The person signing out can perform all actions independently.
Do they take away your passport? How long?
They take it away. For the period required to process deregistration and/or registration with a new one (see deadlines above). All this time you will have to use a different identification document, and if law enforcement agencies require you to show your passport, you can present a coupon indicating that the document is on the extract/registration.
Is it possible to check out of the apartment for a couple of months?
Temporary discharge and subsequent registration are permitted for conscript soldiers and prisoners. It takes place by proxy (details in the corresponding section).
In principle, a person can check out of an apartment and then register back with the consent of the owner. For example, if a student went to another city to study and checked out of his parents’ apartment, he can register there again after returning.
Certificate of discharge from place of residence
The candidate for deregistration from the apartment fills out the departure form himself. If he leaves the country altogether or renounces Russian citizenship - a statistical sheet. Upon receipt of a passport with an extract stamp, a person receives a departure sheet in his hands. This certificate is valid for a month. After this, in order to obtain a new registration, the departure sheet will need to be issued again.
Price
The deregistration procedure does not require payment of a fee or other costs. Only the notary will have to pay if the extract is made by power of attorney. The rest of the procedure is carried out free of charge.
What does it look like?
The certificate of residence has a simple structure. Done on a standard form. Filled out in a certain order by an employee of a government organization.
The document contains the following information:

- Full name and date of birth of the person applying for the certificate;

Which places require a QR code?
In most regions of Russia, visiting public places, traveling in passenger transport and checking into hotels require a QR code of a person who has been ill, vaccinated, or a certificate of medical discharge and/or a PCR test. Each region has its own list of restrictions. For example, in Moscow you can’t get into a museum, theater or concert of more than 500 people without a code, and on public transport they don’t ask for it.
For train travel, a QR code is currently only required in certain regions. For example, in Bashkortostan you won’t be able to board the Orlan commuter train without it, and in Kamchatka you won’t be able to board trains on intermunicipal routes. From February 1 to June 1, 2022, the government can introduce QR codes throughout Russia. To visit a cafe, store, cultural institution or public event, citizens over 18 years of age will have to show a QR code of someone who has been vaccinated or has recovered from coronavirus, or a certificate of medical clearance. To whom is a certificate of residence issued?

For how long is it issued?
The validity period of Form No. 9 is not established by law. But in practice, organizations accept certificates issued no later than 30 days before presentation.
If the composition of the persons registered in the apartment has changed, that is, someone has checked out or registered, the certificate will have to be obtained again. Previous information will no longer be relevant.
Certificates issued according to Form No. 8 are valid until:
- The moment when the child receives a passport (and then the registration mark is placed there).
- Or change of place of residence (in which case you will need to get a new one).
Cost and terms
When applying for an address certificate online, the processing time for the document is from 3 to 15 days. You don't need to pay anything. The certificate is issued free of charge.

If a citizen personally applies for a certificate from government agencies, then the wait to receive the document will not exceed 10 minutes.
The time for recording an application on the State Services website for submitting an application for an address certificate is 10 minutes. After this time, information will appear in your personal account that your request is being processed.
The validity period of the address certificate can vary: from 10 days to 3-4 months. It all depends on the department to which you submit the document. Therefore, before giving the address certificate, it is recommended to check its validity period directly with the authority.
Possible reasons for refusal to issue
The competent authorities may refuse to accept documents from a person wishing to order a certificate of residence for the following reasons:
- incorrect filling out of the application - the full name is written incorrectly or does not correspond to the passport data;
- in the supporting documents there are additions, crossed out words, and erased places;
- the passport or other documents presented are damaged, making it difficult to unambiguously interpret the necessary data.
