Child registration (registration at place of residence)

Registration is an outdated term, now used only in everyday life.
Currently, the concept of “registration” has been replaced by the term “registration at the place of residence”. A child can be registered at the place of residence (registered) only together with one of the parents. An application for registration at the place of residence (in Form No. 6) on behalf of a child under 14 years of age is submitted by their legal representatives - parents, adoptive parents, guardians (clause 27 of the Administrative Regulations).

It’s even more difficult to be with him in stuffy rooms while waiting for your turn. The government service website also comes to the aid of young parents in this matter. Date of registration at place of residence where to look

There are often situations when the issuance of a certificate of residence is refused due to the presence of utility debts . If such a situation arises, you must directly contact the company management. If this does not help, you need to write a complaint to the prosecutor's office.

When the FSS refuses to pay benefits

Sometimes the Social Insurance Fund has the right to refuse and not pay benefits for employees. This happens for several reasons:

  1. Errors in documents: certificate of earnings, certificate of incapacity for work, application for maternity leave.
  2. Fictitious labor relations. When an employee is hired in the late stages of pregnancy and immediately goes on maternity leave, this looks suspicious to the Social Insurance Fund.
  3. Inflated salary. If a woman lawyer receives a salary of 100,000 rubles, and her fellow lawyers receive 20,000 rubles, this is also suspicious.
  4. The employee receives benefits and works at the same time. The working day is full or reduced only formally, by less than an hour a day.

If fund employees find a violation, they will request explanations and documents.

How to find out the date of registration of a child at the place of residence

Residents of cities with a population of many thousands can obtain a registration certificate upon application at the Multifunctional Center (MFC). Registration of a certificate in form No. 8 through the appropriate service will be done much faster than from the passport office, and the applicant will not have to collect the entire volume of documents, because the required information is contained in the state database.

Registration at the place of residence of minor Russian citizens (i.e., Russian citizens under 18 years of age) with parents or other legal representatives who live and have permanent registration in residential premises owned by third parties is issued without the consent of the owners of the relevant premises. Thus, to register a child at the place of residence in this case, no one’s consent is required.

Drawing up an application

To write an application for a registration certificate, there is a special form. Initially, “Housing Agency” is written in the upper right corner, where you enter your area. Then the word “application” is written in the center, where you indicate the type of application, in this case it is the provision of a service for issuing a certificate of registration.

The application begins, as is the standard for all applications, with your initials, then write the address of your registration and ask for a certificate indicating this registration.

At the end, you must indicate in what form you would like to receive the requested service: in person or to a postal address. Then indicate your phone number, date and signature. The application is ready.

Certificate of registration at the child’s place of residence - form No. 8 and its receipt

Form No. 8 is a certificate of registration at the child’s place of residence. The corresponding certificate is mandatory for every minor who received Russian citizenship at birth.

A certificate in Form No. 8 looks a certain way, defined at the legislative level, regardless of the body or organization that issued it. A sample of it can be seen in the photo below. However, you are unlikely to need it, because the registration is carried out by special employees, and not by you personally.

How and where to get the form?

Registration form 8 is issued upon request in several situations:

  • at birth;
  • when purchasing a new home and registration there;
  • when parents and their child move to a new home.

Form 8 on the registration of a child is issued only if the following conditions are met.

  1. First, they receive a birth document. It is issued at the registry office at the place of registration of the parent. The document is issued on the same day when the application is submitted.
  2. Then they submit for registration at the parent’s residence address or if there is ownership rights to it. To do this, an application is submitted to the appropriate authority, the necessary papers are attached to it, which are checked, and then withdrawn for registration.

These papers are:

  • birth document (original and photocopy provided);
  • passport of the parent at whose place of registration the baby will be registered;
  • photocopies of title documents for housing.

If the parents live in an apartment where there is no permanent registration, then they make a power of attorney for the owner of the property, who then receives a certificate 8. In other situations, the consent of citizens who are registered at the same address is not required.

After Form 8 for the child is ready, the parent comes to the authority where he submitted the papers and receives the following:

  • baby's birth document;
  • your ID;
  • registration form 8.

Certificate of registration at the place of residence of children: registration rules and necessary documents

According to current legislation, minor children are required to live with one of their legal representatives. This means that the child must have registration together with one of the parents in the same apartment. Where exactly? Parents must decide this issue on their own.

Initial registration (in the case of newborns) has no time restrictions. You can register your child in a particular housing unit at any time. But to avoid unnecessary problems, it is better to meet the deadline of one month after you register the newborn with the registry office.

Registration deadlines

Among the requirements stipulated by law regarding the registration of citizens, registration deadlines are of great importance. At the same time, current laws do not regulate in any way the time during which a baby should be registered in an apartment. However, if such an issue is not resolved for too long, regulatory authorities may impose a fine.

It is recommended to register young children during the first month of their life, as this will require a minimum package of documentation:

  • a completed application on behalf of the parent;
  • passport of a citizen of the Russian Federation;
  • baby metric.

If you do not have time to register your child during this period, the parent may need a more extensive package of documents, which will complicate the procedure.

According to the rules, minor children must be registered 7 days after moving to a new place of residence. Otherwise, the parent will face a fine.

However, the regulatory authorities do not have the opportunity to find out the actual timing of the move, since according to Article 19.15 Part 2 of the Code of Administrative Offenses of the Russian Federation, documentary evidence is not required to determine the time of the move. This means that theoretically any period of time can pass between discharge and subsequent registration in new housing.

Certificate form 8 about the child’s registration

Regardless of the form in which the certificate is drawn up, it is issued to parents or other legal representatives of a young child in a single copy. The original of this document must be kept at their home and presented as needed.

  • last name, first name and patronymic of the minor child;
  • the date he was born;
  • address of the residential property in which it is registered;
  • date of issue of the certificate;
  • the certificate must be signed by an authorized employee of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation and sealed;
  • Each certificate issued by the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation receives an individual number, under which it is registered in the appropriate database.

Certificate of registration at the child’s place of residence - registration procedure

If the parents live at the same address, then registering the baby and obtaining a certificate will take little time, since they must come together and write the appropriate applications: for registration - the mother, and consent - the father.

  • Children under 14 years of age cannot be registered separately from their parents. It is mandatory to register them at the place of permanent residence of the parents (one of them, the guardian).
  • To register a child with his parents, the consent of the owner (owners) of the property, other residents of the apartment, municipal or departmental managers is not required.
  • After 14 years of age, adolescents can be registered separately from their parents, for example, with a grandmother or aunt.

Registration of children at place of residence

The document that certifies the identity of a child under 14 years of age is a birth certificate during registration. For teenagers who are already 14 years old, their passport becomes such a document. The latter means that permanent registration of a child aged 14–18 years is possible only if he has a Russian internal passport. A birth certificate can no longer act as an identity document. If the passport has not yet been received, is lost or damaged, registration is not possible.

If a child is fourteen years old, then the current procedure allows him to be registered alone, separately from his parents (trustees, guardians, adoptive parents). In this case, the submission of all those documents that are submitted when registering adult citizens of Russia is required. In addition, there must also be written consent for registration from parents/legal representatives.

Required documents

To obtain a child’s registration certificate as soon as possible, it is necessary to prepare a certain package of papers, which will include:

  • Birth certificate of a minor along with a copy (when submitting through the MFC, notarization is not required; during a personal visit to the migration authorities, they may require a copy with a notary’s seal; when submitting documents through State Services, a scanned copy is sent, to which, when visiting for a finished document, the original is attached for checks by a migration officer);
  • Passports of both parents (if registration is issued with separately registered parents, then the one with whom the child is registered) and their copies;
  • In the event that the child is registered with the father, the mother’s consent to registration, certified by a notary or an employee of the MFC;
  • A document for the housing in which the child will be registered (on the right of ownership or on the conclusion of a rental agreement);
  • If parents are just registering with their child in this residential premises, but are not the owners or it is in shared ownership, the consent of the second or main owner (depending on the form of ownership) will be required;
  • Extract from the house register (if available).

No documents confirming payment of the state duty will be required, since this service is free (for Russian citizens).

If you need a duplicate of the certificate, you can contact the same authorities that issued the first document, but with a shorter package of papers.

The preparation time for a duplicate is the same as for the first copy - from three to eight days. The duplicate will be assigned the same output as the original.

Where to View the Registration Date at the Child’s Place of Residence

There are cases when the owner does not want to come to the passport office to sign the application. In this case, we advise you to still try to convince the owner that temporary registration does not give you and your child ownership rights to someone else’s home and the opportunity to dispose of it, and automatically terminates after the expiration of the period (6 or 12 months) that your child will not be able to without registration, receive medical care and will have some kind of deprivation.

In this case, an application is submitted to the passport office in the form established by Appendix No. 3 to the Administrative Regulations for the provision of state services by the Federal Migration Service for registration of citizens of the Russian Federation, which also indicates the signature of the person who provided the premises for residence (the owner).

Registration of a child at place of residence

It should be noted that the previous rules for registering minors at their place of residence did not provide for the issuance of a certificate for persons under 14 years of age. Other papers served as evidence of the fact of registration. In particular, it was a house book or registration card, an apartment card for the corresponding residential premises. These papers included all the necessary information about a minor under 14 years of age. This procedure was in effect until 2021. The legislation establishes that if the child’s registration was carried out before the specified year, there is no need to additionally confirm the fact of registration with a certificate. That is, you may not receive it.

According to existing standards in domestic legislation, registration of a child at the place of residence is carried out only with his legal parents or with one of them. Registration with other persons, including relatives, but separately from the father/mother is not allowed. If the parents do not live together, then consent is required to register the minor of the one who lives separately.

The institution of registration in our country has lost its relevance for several years now, but it is still impossible to say that it does not matter at all. The latter is due to the fact that without registration it is not possible to obtain a number of documents; difficulties may arise during employment, execution of certain transactions, as well as when registering vehicles. Thus, de facto registration remains a necessary and mandatory procedure.
