Drawing up an application
To write an application for a registration certificate, there is a special form. Initially, “Housing Agency” is written in the upper right corner, where you enter your area. Form No. 8 is a certificate of registration at the child’s place of residence. The corresponding certificate is mandatory for every minor who received Russian citizenship at birth.

However, you are unlikely to need it, because the registration is carried out by special employees, and not by you personally.
How and where to get the form?
Registration form 8 is issued upon request in several situations:
- at birth;
- when purchasing a new home and registration there;
- when parents and their child move to a new home.
Form 8 on the registration of a child is issued only if the following conditions are met.
- First, they receive a birth document. It is issued at the registry office at the place of registration of the parent. The document is issued on the same day when the application is submitted.
- Then they submit for registration at the parent’s residence address or if there is ownership rights to it. To do this, an application is submitted to the appropriate authority, the necessary papers are attached to it, which are checked, and then withdrawn for registration.
These papers are:
- birth document (original and photocopy provided);
- passport of the parent at whose place of registration the baby will be registered;

If the parents live in an apartment where there is no permanent registration, then they make a power of attorney for the owner of the property, who then receives a certificate 8. In other situations, the consent of citizens who are registered at the same address is not required.
After Form 8 for the child is ready, the parent comes to the authority where he submitted the papers and receives the following:

According to the rules, minor children must be registered 7 days after moving to a new place of residence. Otherwise, the parent will face a fine.
However, the regulatory authorities do not have the opportunity to find out the actual timing of the move, since according to Article 19.15 Part 2 of the Code of Administrative Offenses of the Russian Federation, documentary evidence is not required to determine the time of the move. This means that theoretically any period of time can pass between discharge and subsequent registration in new housing.

How to apply for a passport by submitting an application online?
Step 1. Apply for an old-style international passport on the government services portal - only the child’s legal representative can do this. To do this, you need to be a registered user with full access rights. There are different application forms for children under 14 years of age and over 14 years of age.
In the online application form, enter the details of the documents required to obtain a passport and attach a digital photo. After filling out the application, check the notification settings in your personal account: the method that is convenient for you to receive notifications should be indicated there - PUSH or email.
Step 2. Wait for notification that the application has been accepted by the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
Step 3. Pay the state fee. After the application is reviewed, you will receive a notification about the opportunity to pay the state fee and a receipt. You can pay the state duty in your personal account on the government services portal (in this case there is a 30% discount) or using a receipt in any other way (without a discount).
Step 4. How long does it take to make an old-style international passport?
If you submit an application for a foreign passport to the Main Department of Migration Affairs of the Ministry of Internal Affairs () at your place of residence, you will receive a foreign passport within a month, if at your place of stay or actual residence - within 3 months.
If you submit an application online, the period will be calculated from the day the application is registered on the government services portal, that is, from the day you receive a notification that your application has been accepted. How to obtain a passport urgently?
You can apply for a foreign passport urgently if your child is seriously ill and needs treatment abroad, or if his close relative who is abroad is seriously ill or has died. In this case, along with a package of documents, you will need to submit one of the documents to the Main Migration Department of the Ministry of Internal Affairs:
- a letter from a health authority confirming the need for an urgent trip for treatment abroad;
- a letter from a foreign medical organization about the need for emergency treatment and a medical report from the medical institution at the patient’s place of residence (for those permanently residing outside of Russia);
- a telegraph message received from outside Russia confirming the fact of a serious illness or death of a close relative.
The application must be completed on paper and submitted in person with all required documents. It will be reviewed within three working days. You must be issued a completed international passport no later than the fourth working day from the date of registration of the application.
Can I choose the spelling of my first and last name?
The rules for transliterating last names, first names and patronymics in foreign passports have changed several times. But if your current visa, previously issued international passport, residence permit, birth certificate or other document contains your full name according to the old transliteration rules, when applying for an international passport you can ask to keep them.
To do this, write a free-form application in which you indicate what your last name (or first name) should look like and why. Address the application to the head of the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs. Please attach a sample and copies of documents with the old transliteration to the application. The application must be submitted at the moment when you are invited to the department of the Ministry of Internal Affairs to submit original documents for obtaining a foreign passport.
Registration of children at place of residence
The document that certifies the identity of a child under 14 years of age is a birth certificate during registration. For teenagers who are already 14 years old, their passport becomes such a document. The latter means that permanent registration of a child aged 14–18 years is possible only if he has a Russian internal passport. A birth certificate can no longer act as an identity document. If the passport has not yet been received, is lost or damaged, registration is not possible.
If a child is fourteen years old, then the current procedure allows him to be registered alone, separately from his parents (trustees, guardians, adoptive parents). In this case, the submission of all those documents that are submitted when registering adult citizens of Russia is required. To obtain a child’s registration certificate as soon as possible, it is necessary to prepare a certain package of papers, which will include:

- Passports of both parents (if registration is issued with separately registered parents, then the one with whom the child is registered) and their copies;
- In the event that the child is registered with the father, the mother’s consent to registration, certified by a notary or an employee of the MFC;
- A document for the housing in which the child will be registered (on the right of ownership or on the conclusion of a rental agreement);
- If parents are just registering with their child in this residential premises, but are not the owners or it is in shared ownership, the consent of the second or main owner (depending on the form of ownership) will be required;
- Extract from the house register (if available).
No documents confirming payment of the state duty will be required, since this service is free (for Russian citizens).

Sometimes parents are late with registration and come to get the document completed when the child is already old. You may be fined if you did not do this on time, up to 2.5 thousand rubles.
