It is impossible to obtain an extract from the Unified State Register of Real Estate for free. It all depends on what information about the apartment, house or land plot you need and where you will order the document. You can urgently receive an extract from the Unified State Register only in digital form by ordering it online. We will tell you where to order an extract from the Unified State Register of Real Estate, which sites are most convenient to use to obtain a certificate with real estate data. At the end of the article we provide a comparison table for the two main services.

What is an extract on the contents of title documents?

Before we consider in detail what a certificate of title to an apartment is, you need to have an idea of ​​what they exist.

These issues are regulated by the Civil Code, which provides a clear list of title documents for real estate.

  1. Agreement. They mean written agreements between the former owners of an apartment or other residential property with the new owner. These are purchase and sale, exchange, rent with the right to buy, equity participation agreements and other transactions in which the process of transferring ownership of housing takes place.
  2. Court decisions. The Civil Code clearly states that ownership of a residential property may arise if the court makes a certain decision by which it is established or secured.
  3. Decision of municipal authorities. In this case, we are talking about the privatization of apartments, that is, the process of transferring ownership from the state to citizens.

Based on this, the certificate of real estate, which is issued by employees of the state register of rights to residential properties, or MFC, will necessarily indicate the title papers for a specific object.

It is important to remember that land plots also belong to real estate, therefore, to all of the above grounds for the transfer of the rights described (except for privatization), an act on the land is added, confirming the ownership of them by a specific person.

The extract above says that a certain citizen with the last name Grebennik owns a garage in the urban settlement of Vyritsa, Leningrad Region, for the period from May 15, 2021 to the current moment. “from May 15, 2021” is not the start date for garage ownership. This is the date from the beginning of which information from the Unified State Register is required. The phrase “currently” is meant at the time of requesting information from the Unified State Register of Real Estate, and this information was requested on August 17, 2021. The garage was purchased on May 5, 2015. This is written in the line “grounds for state registration”. There is no encumbrance placed on the garage (line No. 1.3). The extract does not contain information about the termination of the right, which means Grebennik still owns the garage, or more precisely, he owned it until August 17, 2020 at the time of requesting information from the Unified State Register of Real Estate.

Where can I get a certificate about the contents of title documents for an apartment and its cost?

The procedure for obtaining an extract from the Unified State Register

Such certificates are issued only by the territorial department of Rosreestr, as well as multifunctional centers, which are not created in all regions and localities of our state. This information is given to the authorities at the location of the property.

Information is provided in the form of an extract from the state register on a special form, which has many degrees of protection.

Any legal entity or individual, as well as representatives of government agencies, can obtain such information.

Naturally, it is paid, and before issuing an extract, the person who requests the information is required to pay a state fee.

The cost of such information certificates ranges from 250 to 3000 rubles. Depends on who is applying (more expensive for legal organizations), as well as on the information requested.

It is interesting to know that if information on real estate is needed by investigative authorities as part of a criminal investigation, it is provided free of charge.

Who issues extracts from the Unified State Register of Real Estate

There are at least four organizations through which you can obtain information from the Unified State Register of Real Estate:

Data from the Unified State Register is stored in Rosreestr. Therefore, any other organizations will send a request to Rosreestr to obtain an extract. That is, the MFC, EPGU and EGRN.Register act only as intermediaries in the provision of this service. However, ordering a certificate through intermediaries is more convenient and faster than requesting data directly from Rosreestr. Next we will explain why.

It is not possible to make an urgent extract from the Unified State Register through the MFC. To order a document, you will need to visit the branch of the multifunctional center and fill out an application on five sheets in block letters without errors. According to the law, the MFC must prepare an extract within 5 working days. But this period does not include another 2 working days, during which the application must reach Rosreestr from the MFC and two more days for the finished extract to reach from Rosreestr to the MFC. In total, the procedure may take 9 working days.

EPGU, or a single portal of public services, does not provide a full opportunity to order an extract from the Unified State Register of Real Estate. He suggests obtaining the document by contacting the MFC. But the portal allows you to find out all the necessary information about the procedure and go to the Rosreestr website without registration. EPGU allows you to quickly receive a lot of documents, but, alas, this does not apply to an extract from the Unified State Register of Real Estate. We had to spend almost an hour to understand all the nuances, but in the end we did not order an extract through the EPGU.

Rosreestr and EGRN.Reestr make it possible to order and quickly receive an extract online, without leaving your home. Each of these services has its own advantages and disadvantages.

The information certificate must contain the following information:

  • personal number of the residential property (cadastral or other number);
  • name of the property;
  • purpose of the property (for example, residential or non-residential);
  • area, as well as its location (address in the locality);
  • complete information about who owns the property, or information about the absence of the owner;
  • the type of law on the basis of which the object was registered;
  • presence of restrictions (arrest, mortgage);
  • information about the contracts on the basis of which the property is registered with a specific owner, or this process is taking place;
  • are there any registered agreements of shared participation in construction;
  • the presence of various legal disputes regarding the determination of property rights.

How to quickly order an extract through the Unified State Register.

EGRN.Register

– official partner of Rosreestr. This service stands out for its user-friendly interface. Everything is clear here. To order an extract, just enter the address or cadastral number of the property. The applicant is not required to enter any information. The finished document will be sent by email within 30-60 minutes. The maximum period for receiving an extract is 72 hours, if the Rosreestr database is overloaded. The extract will be certified by the digital signature of Rosreestr and have full legal force.

Here you can order three types of statements:

  • Complete information about the property (current owner, history of owners, dates of registration and termination of rights, encumbrances, cadastral value of the property) – 350 rubles;
  • About characteristics and rights (real owner, encumbrances, cadastral value of the object) – 200 rubles;
  • On the transfer of rights (current owner, history of owners, dates of registration and termination of rights) - 200 rubles.

How to order and how much it costs

An ordinary person (individual) can order an extract only for himself, for his minor child and for another person, but only with a notarized power of attorney.

Statements are issued in paper and electronic form. Paper documents can be ordered at the My Documents MFC and at the Rosreestr branch. If there is a MFC in the locality, you need to go there, because... in this case, the Rosreestr branch does not accept citizens directly. The electronic form can only be obtained on the official website of Rosreestr - instructions below. State Services and Cadastr.ru do not issue an extract on the rights of an individual.

Fees for providing information contained in the Unified State Register of Real Estate and other information

At the MFC, a paper statement for individuals, which will contain information about real estate in the territory of 1 region of the Russian Federation, costs 750 rubles. (640 rubles for a request to the Unified State Register of Real Estate + 110 rubles for MFC services). In Rosreestr branches such an extract costs 640 rubles. An extract with information about real estate in the territory from 2 to 28 regions of the Russian Federation in the MFC costs 1,450 rubles. (1230 rubles for a request to the Unified State Register of Real Estate + 220 rubles for MFC services). In Rosreestr branches this costs 1230 rubles.

About ordering a paper statement at the MFC and at Rosreestr branches

As I wrote above, if there is an MFC in your locality, go there (you can go to any branch). If there is no MFC, contact the Rosreestr branch (in common parlance, the Registration Chamber). In both of these organizations, the extract is issued in the same way.

If an extract is ordered for yourself, one passport is enough. If you order an extract in relation to your minor child, you must also have his birth certificate or passport with you. If a trusted person applies, we take with us a notarized power of attorney.

Typically, MFC branches have implemented an electronic queue. A piece of paper with the queue number is issued by the terminal near the entrance. Somewhere you can pay the state fee at the terminal, somewhere from the employee who accepts the documents.

In order of priority, go to the employee, provide your documents and say that you need an extract about the rights of an individual to the real estate he/she has. Next, name the number of regions of the Russian Federation and the period that will be in the extract. You can order an extract about the property you own at the current moment and for the period in the past.

The employee will fill out an application for the provision of information from the Unified State Register, which will need to be signed. Next, he will issue a copy of the application with the request number and set an approximate day for issuing the extract. According to the law, the maximum period is 4 working days when applying to the MFC and 3 working days when applying to the Rosreestr branch.

On the appointed day we collect the extract. Bring your passport and a copy of the application with you.

About ordering an extract on the Rosreestr website

On the Rosreestr website you can only order an electronic extract. To do this, you need to have an account on State Services and an electronic digital signature from CryptoPro.

  1. The CryptoPro digital signature plugin must be installed in the browser.
  2. Follow the link - https://lk.rosreestr.ru/eservices/request-info-from-egrn/real-estate-object-or-its-rightholder. Log in to State Services. If you are doing this for the first time, confirm access to the service.
  3. Fill in the applicant's information.
  4. In the “Extract type” line, select “Extract on the rights of an individual to the real estate he/she owned.”
  5. Below, enter information about the property: type of property; subjects of the Russian Federation (regions); period.
  6. Enter your email address and click Next.
  7. Check the entered information, click “Next” and the application will be sent to Rosreestr.
  8. Pay for the statement. In your personal account in the menu, click “My applications”. Click on the ellipsis icon in the line with the desired statement. If there is no icon, then instead of “Waiting for payment” the order has a different status, for example, “Under review”. We'll have to wait a little. Sometimes we had to wait a couple of hours. In the window that appears, click “Pay online” or “Pay through government services.”
  9. The finished statement can be downloaded in your personal account or in an email from Rosreestr.
