Types of government support

Who participates in programs for state employees


Housing programs for public sector employees were adopted and developed in 2010 in the form of a resolution “On the federal target program “Housing”.

The measures taken within the framework of the resolution consist of providing benefits to certain categories of citizens, which include:

  • teachers;
  • military personnel;
  • medical workers;
  • young scientific workers.

For each of these categories, there are certain restrictions for participation in housing programs:

Conditions for participation in the program

To receive a subsidy, citizens must meet certain conditions:

  • Work in a budget institution.
  • Meet the required experience (at least 3-5 years in the specialty or in this field of activity).

— acquisition of residential premises from developers under purchase and sale agreements in apartment buildings and blocked-off buildings;

— acquisition of individual residential buildings with land plots from legal entities (except for investment funds, including their management companies) or individual entrepreneurs under sales and purchase agreements;

— payment by borrowers for the construction of individual residential buildings on land plots, if said construction is carried out under one or more construction contracts concluded by borrowers with legal entities or individual entrepreneurs, or for the acquisition by borrowers of land plots under sales and purchase agreements and payment for construction work on of individual residential buildings, if said construction is carried out under one or more construction contracts concluded by borrowers with legal entities or individual entrepreneurs.

Program conditions:

(same as for the Preferential program with state support for new buildings​)

— down payment of at least 15% of the cost of the apartment;

— loan term up to 25 years;

— loan amount up to 6 million rubles ( if the loan was issued from April 17, 2021 to July 1, 2021),

up to 3 million rubles (
if the loan was issued from July 2, 2021 to July 1, 2022)

Governor's mortgage:

— subsidies from the regional budget of 3% during the first 5 years for public sector employees;

— the rate is not higher than 7%.

The loan agreement may provide for an interest rate higher than 7 percent per annum:

— in the period from the date of issuance of the credit (loan) to the end of the calendar month in which the borrower notified the lender about the state registration of the pledge of rights of claim under an agreement for participation in shared construction or the pledge of residential premises (mortgage) acquired by the borrower under a purchase and sale agreement, which ensure the fulfillment of the borrower’s obligations under the loan agreement;

- in the event that the borrower fails to conclude personal insurance contracts (life insurance, accident and illness insurance) and (or) insurance of residential premises after state registration of ownership of such residential premises, as well as in the event of the borrower’s failure to comply with the terms of the said insurance contracts provided for in the loan agreement. In this case, the interest rate cannot be increased by more than 1 percentage point.

Where can I apply for government assistance?

To provide funds on preferential terms, it is necessary to address the application to the head of the organization where the future borrower works. For example, this could be the director of a school, the manager of a factory, or the chief physician of a hospital.

There is another alternative method of applying. The document can be taken directly to the bank that supports this government program.

If the borrower is a representative of the public sector, then the funds come from the account to which the state transfers the indexed amounts.

EXPLANATIONS on improving housing conditions for public sector employees

As part of the implementation of the event to provide social benefits to public sector employees for the purchase of residential premises on the primary market, approved by Decree of the Government of the Yamalo-Nenets Autonomous Okrug dated March 11, 2021 No. 205-P (hereinafter referred to as the Procedure, event), the Department of Construction and Housing Policy of the Yamal-Nenets Autonomous Okrug a decision was made to begin an application campaign from March 18, 2021 to April 30, 2021 for public sector employees to submit documents to participate in the event this year. Citizens who applied to participate in the event after May 1, 2021 are subject to inclusion in the list of applicants for participation in the event for 2021, within the time limits established by the Procedure. The condition for the provision of social benefits is the conclusion between the Department of Construction and Housing Policy of the Yamal-Nenets Autonomous Okrug, the public sector organization in which the public sector employee carries out labor activities at the main place of work, and the public sector employee of a tripartite agreement on the provision of social benefits, in accordance with which the public sector employee accepts undertake the following obligations: - work in public sector organizations in the Yamal-Nenets Autonomous Okrug for 5 calendar years from the date of concluding a trilateral agreement on the provision of social benefits; — not to carry out actions and civil transactions with residential premises purchased using social benefits for 5 calendar years from the date of concluding a tripartite agreement on the provision of social benefits, as a result of which a public sector employee and his family members may be recognized as in need of residential premises ; - vacate the residential premises of the state or municipal housing stock, previously occupied under the terms of a rental agreement for official residential premises, a rental agreement for residential premises in a dormitory, an agreement for the rental of residential premises in a housing stock for commercial use, in connection with the receipt of social benefits in accordance with this Procedure and terminate the corresponding rental agreement for residential premises within 6 months after registration of ownership of residential premises acquired using social benefits within the framework of this Procedure (if any).

A public sector employee and his family members must collectively meet the following conditions for participation in the event: • express a desire to become participants in the event (with the exception of minor family members); • have citizenship of the Russian Federation; • permanently reside in the Yamalo-Nenets Autonomous Okrug; • must not have previously received financial or property assistance to improve housing conditions; • have grounds for recognition as needing residential premises in the Yamalo-Nenets Autonomous Okrug. Family members of a public sector employee who do not meet the conditions for participation in the event are not subject to inclusion by the public sector employee in the application for participation in the event.

Documents according to which it is possible to establish (confirm) the place of residence of a public sector employee and his family members in the territory of the Autonomous Okrug, where they live on the grounds provided for by the legislation of the Russian Federation, are: a) a passport of a citizen of the Russian Federation with a registration mark according to place of residence; b) certificate of registration at the place of residence; c) certificate of registration at the place of residence; d) a court decision establishing the fact of permanent residence; e) address certificate of registration at the place of stay and place of residence within the Russian Federation, issued by the territorial bodies of the Ministry of Internal Affairs of the Russian Federation. In the absence of the above documents and the absence of registration at the place of residence outside the Autonomous Okrug, the permanent residence of the public sector employee and his family members in the territory of the Autonomous Okrug is established by the department, subject to the availability of one or more documents confirming the permanent residence of the public sector employee and each member of his family: a) extracts from the Unified State Register of Real Estate; b) a rental agreement (sublease, gratuitous use) of residential premises located on the territory of the Autonomous Okrug; c) a house register for residential premises located on the territory of the Autonomous Okrug; d) a work book confirming the implementation of labor activities in the territory of the Autonomous Okrug; e) a certificate from an educational organization implementing basic educational programs about the fact that the child of a public sector employee received education in the territory of the Autonomous Okrug.

As part of this event, a public sector employee and his family members are recognized as needing residential premises on the territory of the Yamal-Nenets Autonomous Okrug in case 1. if they are not tenants of residential premises under social tenancy agreements, rental agreements for residential premises of a social housing fund or family members of such tenants or owners residential premises or family members of the owner of residential premises in the Yamalo-Nenets Autonomous Okrug; 2. if they are such tenants, members of the tenant's family, owners or members of the owner's family if they: 2.1. provided with a total living area per family member less than the accounting norm, that is, less than 15 square meters. m for each family member (if a public sector employee and (or) family members of a public sector employee in the Yamalo-Nenets Autonomous Okrug have several residential premises occupied under social tenancy agreements, rental agreements for residential premises of the housing stock for social use and (or) owned by them by right property, the determination of the level of provision with the total area of ​​residential premises is carried out based on the total total area of ​​​​all specified residential premises); 2.2. occupy residential premises, the only one for permanent residence in the territory of the Autonomous Okrug, which does not meet the requirements established for residential premises; 2.3. live in a residential building located in a wooden residential building (material of the external walls of the building: wooden, including wooden panels) built until 1980 inclusive; 2.4. live in an apartment occupied by several families, or if the family includes a patient suffering from a severe form of a chronic disease, in which living together with him in the same apartment is impossible, and do not have any other living space in the territory of the Autonomous Okrug, occupied under a social tenancy agreement, agreement for the lease of residential premises of a housing stock for social use or owned by right of ownership. The list of relevant diseases is established by the federal executive body authorized by the Government of the Russian Federation. A public sector employee and members of his family who have committed actions as a result of which such citizens may be recognized as in need of residential premises in accordance with this Procedure may become participants in the event no earlier than 5 (five) years from the date of commission of these intentional actions. To determine the existence of grounds for recognizing a public sector employee and his family members as needing residential premises in accordance with: - members of the family of the owner of residential premises include citizens specified in Article 31 of the Housing Code of the Russian Federation, namely: those living together with this owner in his property living premises of his spouse, as well as the children and parents of this owner. Other relatives, disabled dependents and, in exceptional cases, other citizens may be recognized as members of the owner’s family if they are settled by the owner as members of his family. — family members of the tenant of residential premises under a social tenancy agreement include the citizens specified in paragraph 1 of Article 69 of the Housing Code of the Russian Federation, namely: his spouse living with him, as well as the children and parents of this tenant. Other relatives and disabled dependents are recognized as family members of the tenant of the residential premises under a social tenancy agreement if they are settled by the tenant as members of his family and run a common household with him. In exceptional cases, other persons may be recognized as family members of the tenant of a residential premises under a social tenancy agreement in court.
