House book: how to stitch it and design it correctly


Before you understand how to flash a house book, you need to understand what it is.

If everyone knows what a technical passport and a certificate of state registration are, then hardly many people know anything about house books. Let's understand this concept.

A house register is a collection of documents about the owners of the property, as well as about everyone registered in the apartment/house. A house register is necessary only for those families that are not affiliated with any management company (for example, housing office, homeowners' association, management company).

Such a document is created only if the residential premises are isolated (private house, apartment, room, etc.).

Why do you need a house book?

If there is no other document confirming your identity, property, including information about the registration of other people, in this case a house register is created, which is official and accepted in court.

The house book will be important in resolving the following issues:

  • when replacing a passport (the book will confirm the validity of permanent registration);
  • when providing temporary registration to a third party (the person will have to be entered in the book);
  • upon deregistration;
  • if the owner has a desire to register a foreign citizen in his apartment who is applying for a residence permit;
  • assistance to a foreign citizen in obtaining Russian citizenship (the fact that the foreign citizen has received a residence permit remains in the house register);
  • extract from the house register (confirmation of the presence or absence of registration of citizens living in the house/apartment);
  • determining the number of residents registered in the house for issuing various benefits, concluding transactions, etc.

How to find out who is registered in an apartment

The law does not contain clearly established periods during which the DC remains valid. Only an extract (certificate) from the house register has a limited validity period, because in some sense it allows you to determine what rights registration in a private house gives.

Since the certificate from the recreation center contains information about the number of residents living at a given premises address, it is included in the package of documents for obtaining status, for example, of a low-income or large family. This status is issued in order to be partially exempt from paying taxes on property, land or transport.

Using information from the extract, tax authorities calculate data on the total income of persons living together. It is valid for 30 days.

The magazine should be replaced if it has become unusable or if there are no free pages. The procedure is no different from the initial receipt of the document. A book that has ended is not destroyed, but is stored in the archive.

If the DC is lost, the log will need to be restored. How much a house book costs for a private house depends on its binding. A form in a cardboard cover with a small number of pages can be purchased for 50 rubles. Its hardcover counterpart with more than 40 pages will cost about 300 rubles.

You should not delay purchasing a new form, because the more time passes after the loss of the journal, the more difficult it is to restore the records.

The house register contains data about citizens who were officially registered in the living space both previously and currently. One log is issued for each residential property, even if the property is owned by several owners. The document is transferred from one home owner to another. If a book is lost, it is advisable to restore it as quickly as possible.

Previously, the house register was a kind of journal of those who were registered at the address. The book was kept from the moment the house was put into operation until 2021. So it was quite voluminous.

A little later, the paper version was replaced with an electronic one. But, since paper ones were not canceled immediately, in parallel there were two versions of the accounting log: paper and a new electronic one. Because of this, the information in the database varied. So this did not lead to anything good, and in 2021 the Ministry of Internal Affairs decided to abandon this document altogether.

Instead of extracts from the house register, they began to issue certificates of residence. But, out of habit, most people call such a document “an extract from the house register.” In fact, these are the same thing, the only difference is that previously the information was taken from a book, but now from a registry or some kind of database.

You can apply for an extract to the following executive bodies:

  • Regional branch of the MFC. But not all branches issue such certificates, so it is better to clarify this in advance.
  • Housing organizations, if they still have such house books. If we are talking about an apartment building, then instead of a house register, an apartment card should be kept.
  • Regional archive. It makes sense to come here if you need an extract from a very old house register.

One of the owners of the house might still have the old house register.

There is no need to pay for the certificate. But, if a request is made to the archive, then they may ask for a state fee.

This is illegal, because house books have been officially abolished since 2018. It is impossible to create a new house register, and there is no point in doing so.

If an official asks you for an extract from the house register, ask him where to get it. Since he puts forward such a demand, he must know how to implement it. And according to the current regulations, an archival certificate is sufficient.

Previously, as soon as a person arrived, what is called registering at a specific address, at the migration point they made a note not only in the passport, but also in the house books.

“By order of the Ministry of Internal Affairs, which came into force in April, the mandatory maintenance of apartment cards and house books was abolished,” said the head of the migration point of the police department, Irina Nahratova. – A certificate of current registration can be obtained at the migration office by writing an application, or through the government services website. In it we indicate the registration information of the person who submitted the application.

A natural question arises: what to do if you decide to buy a house or apartment? How to check if a property is “clean”? Previously, all data on de-registered buyers was checked using the house register and apartment cards.

If you order an extract from the Unified State Register of Real Estate, you can only obtain information about the owner of the residential premises, as well as about the transfer of rights to the property. But we will not receive data on registered citizens at the specified address on this service.

— An essential condition of the contract for the sale and purchase of a residential building or apartment is a list of persons who retain the right to use the residential premises after its acquisition by the buyer. For example, convicts who were drafted into the army, who went to study, placed in orphanages,” said Igor Shestakov, leading legal adviser of the state legal bureau of the Perm Territory. – Be sure to include in the contract a condition where the seller guarantees you that the apartment is not encumbered by the rights of third parties.

In the regulatory legal acts of the federal, regional and municipal levels regulating the provision of state and municipal services, there were requirements for citizens to provide documents containing information about registered citizens at a specific address. For example, certificates about family composition.

“Interdepartmental information interaction will be created,” said Natalya Kuznetsova, head of the department of organizational and legal work of the rural settlement administration. — To save people from going to organizations, they will create a single database. While the transition period is underway, if required, we provide certificates to citizens. But now we can issue certificates of place of residence, that is, of those registered, only using a passport, and not using a house register. It is impossible to track everyone registered at this address. A certificate of those registered in the settlement before April 18, 2018 will be provided on the basis of the now archival house books. This does not contradict the legislation of the Russian Federation.

The utility company cannot control everyone registered in apartments and houses in order to calculate utility bills.

— Having sold an apartment, a person must terminate the contract with the utility company. And the buyer is obliged to conclude it. “They often don’t do this,” says Igor Chuvashov, director of the Teploplus enterprise. – It happens that an owner who does not have a water meter installed pays for one person, but in fact there are more people registered at a given address. A water metering specialist makes a house-to-house inspection every six months, during which such facts are revealed.

In supplier-consumer relationships, resource supply organizations will only save metering devices.

Let's start with the fact that the laws do not have a specific definition of the term “house book”. Previously, the form of the document was approved by order of the Federal Migration Service of Russia No. 288 dated September 11, 2012, during the period when the migration service was responsible for registering citizens. The document reflected the entire history of registered citizens in a private house or apartments in apartment buildings, and the owner of the premises had to maintain it. The first house books began to appear at the beginning of the 20th century and were used primarily for communal apartments. For each registration of a change, the house management collected a state fee and affixed a stamp as confirmation.

What does a house book look like?

The house book is a magazine with A4 size sheets. The contents of the document are as follows:

  • title page (information about the type of housing is provided here, as well as the address);
  • a section containing information about residents currently living here, as well as those who lived here before;
  • a section containing information about citizens registered permanently in residential premises (this includes both those who have reached the age of majority and those younger).

The book contains information about each person registered in a given apartment (house), and is as follows:

  • Full name (full name), place of residence, marital status, presence of children (if they are under 16 years old);
  • date of birth of the citizen;
  • where you came from (indicating the country, city, street and house/apartment number);
  • mark on military registration;
  • information from an identity document (citizen's passport);
  • mark on registration/deregistration;
  • purpose of arrival;
  • nationality of the citizen.

Now we will directly determine where to get and how to flash the house register.

Issuing a house register for a private house

A more expensive option is to contact a professional appraiser: in this case, the home owner will either receive an official document - an Appraisal Report, which includes not only the characteristics of the property, but also a market analysis. To reduce the time of sale and simplify the procedure for registering the transfer of rights, it is advisable for the seller to have all the documents certifying ownership. If the plot is not registered with the Cadastral Chamber or the house is an unauthorized construction, it is advisable to go through the registration procedure.

If technical documentation (cadastral passport, technical or situational plan) relates more to the process of constructing a residential property, then, for example, a house register records information about the operation of the house.

On the title page we see a link to the administrative regulations discussed above, as well as the name of the document and columns for filling out information about the number of the house, apartment, street, and locality. The legislator has provided this form of spread (cover) so that persons processing data can quickly and intuitively obtain the necessary information. In the event of a change of owners, changes in ownership shares, or the need to register or register people, it was necessary to contact the FMS employees again: submit an application and provide the relevant documents. Only after this was an entry made in the house register and the service seal affixed. At the same time, no one except FMS employees was supposed to make any entries in the book.

Indeed, although keeping a house register is no longer necessary, the information contained in it may well be useful in various life situations.

In 2021, the Ministry of Internal Affairs switched to electronic document management as part of interdepartmental interaction. Paper house books, previously so necessary for all owners of private houses, have turned into a single electronic register. Now the owner of a private house does not need to be afraid of losing or damaging the house register.

You can fill out this information yourself and then bring the completed forms to the FMS office.

Why do you need a house register for a private house? A house register registered in the name of the owner of a private house is required to be submitted to government authorities for most procedures relating to the registration of citizens.

Where can I get a house book?

There are several ways to purchase a house book. Let's look at each of them:

  1. In a bookstore . This is where you can buy a house book of any format. It can be thin-bound or thick-covered; accordingly, hardcover will be more expensive, but stronger.
  2. In the Internet . The house book can be downloaded on the Internet. The main thing is to find the current form of the forms, otherwise the book will be considered invalid.
  3. In the bodies of the Ministry of Internal Affairs (for 2021 you can get the book in the bodies of the Ministry of Internal Affairs, previously it was the Federal Migration Service). This procedure is more complicated than purchasing or printing it yourself, but it is completely free. To obtain a house register from the Ministry of Internal Affairs, you must provide the following documents: passport; document confirming the existence of property; information about all persons registered in the house.
  4. At the MFC . You can also obtain a house register through multifunctional centers; to do this, you must submit an application for its receipt. There is also the opportunity to immediately order the provision of extracts from the book.

A realtor is not needed; be sure to hire a lawyer to accompany the transaction and check the legal purity of the apartment. I bought an apartment a month ago, found it myself, and a lawyer handled the transaction and inspection of the apartment.

In which house should I buy an apartment?

Together with him and the seller, you go to the bank, put the money in a safe deposit box, draw up an agreement at the bank stating that the seller will receive the money when YOU present a certificate of state registration of property.

This document contains information about all persons registered in the apartment. In this case, we can talk about both permanent and temporary registration. If the apartment has a long history and the registered persons in it have changed, then information about this is saved. We can say that the book performs a registering function and allows you to keep records of the population.

How to flash a house book?

To obtain an extract from the house register, which is issued by the housing office, the first thing you need is a BTI certificate or a certificate from the registration chamber of ownership of housing.

It will not be possible to come to the BTI without a bound book, because... they will send you back and ask you to flash the house book.

Firmware must be installed in accordance with Russian legislation. This includes GOST R 7.0.8-2013, as well as methodological recommendations issued by Rosarkhiv.

How is the house book stitched? There are several options. Let's look at each of them:

  1. Go to a special place . You can stitch a house book in a printing house, centers where documents are printed, or even in your own office if you have a special brochure machine. This whole procedure is done very quickly, all that remains is to number the sheets and cover the stitching area with a paper rectangle.
  2. Do it yourself . This is an economical option. Flashing a house book at home will not be that difficult. Below we will discuss how to do this.

Through the Internet

The sheets in the document must be numbered. They can be numbered manually, or they can be directly printed with numbers. If you lace one document with several sheets, then it is better to immediately print with page numbering. Be careful. The first sheet of the bound document must also be numbered. When printing with page numbers, sometimes the number is not printed on the first sheet. If several documents are stitched into one package, you need to number them manually. At the same time, it is necessary to ensure that internal numbering in documents is absent or does not cause confusion.

How to flash a house book

This list of situations in which a book may be required is not exhaustive. In fact, it may be needed in many cases to confirm the fact of residence in a particular residential premises. For example, it can be presented as written evidence to the court in cases of division of inheritance.

The old book can be kept at home or transferred for storage to the city archive. If the book was issued during the existence of the USSR, at the moment it is in good condition and it has not yet run out of pages, then on its basis you can continue to keep house-to-house records. These columns are marked with dashes. It is impossible to restore an old recreation center.

Do not buy these, since changes were made last year and today the new edition of the form is in effect. The registration service with the migration service is free, that is, no fees, state duties or contributions need to be paid.

Flash the house book

Attention: When receiving a new house of residence (due to the loss of the old one), the necessary data for inclusion in the document can be obtained using information that confirms registration at the place of residence (in a given residential premises).

As a rule, when registering a house register, officials also make a note in it about the reasons for its issuance - for the first time, in connection with loss or damage (unsuitability), although this requirement is not clearly established by the current regulations. However, if this note in the house register has not been made, we recommend that you ask the relevant employees to make it, since in the future, under certain circumstances, this may be of significant importance.

Flash the house book yourself

To flash a house book yourself, you will need the following tools:

  • coarse, thick threads;
  • gypsy needle;
  • office glue;
  • scissors;
  • an awl or similar tool;
  • paper rectangle measuring 4*6 cm.

Action algorithm:

  1. Fold the documents so that they all lie towards each other and evenly. Mark the center of the paper in the part where you need to stitch the document, i.e. in the margins of the document.
  2. Use an awl to make holes at a distance of 3 cm from each other (or 1.5 cm from the center of the sheet). Holes are made in the margins of the document so that the text is not affected (otherwise the document may become unusable).
  3. Pass the thread from the bottom of the document to the title page, leaving a small tip of the thread at the bottom.
  4. Pass the thread through the hole several times until all the papers are tightly held together and do not fall apart.
  5. The last time, take the thread to the bottom of the documents, only through another hole (not into the same hole discussed in point 3).
  6. Tie the ends with a strong knot to each other.
  7. Place a paper sticker on the knot so that the ends of the thread stick out from under it.
  8. Fill in the required information on the sticker.
  9. Number the pages.

It is worth clarifying that when contacting an authorized body to certify a house register, you need to pay attention to ensuring that the seal touches the paper rectangle. It is very important.

A paper sticker form measuring 4*6 cm can be found in Russian legislation . It should be applied only after the glue has completely dried.

What to do if there are errors in the firmware of the house book?

Like any other document, a house book must be made according to all the rules . If any errors are found in the document, this will lead to refusals when applying to those authorities where this document is required.

When receiving a house register, you should carefully read all entries. If any errors are found, they must be reported.

If during the check you did not notice any errors, and then it turned out that they exist, you must submit an application to make the appropriate changes. All errors must be corrected.

A house register is a document like any other, it’s just that a small number of people know about it . There is no liability for the absence of a house register, but this document must still be there.

If any problem arises where a house register is required, no authority will agree to work without this official document.

What is this, is there a document now?


This is a document that has full legal force and contains information about all citizens living in the specified residential premises.
It has a standard form established by law. A house register must be created for each premises that is isolated and has residential status.

It should contain information:

  • About the living space and its technical parameters.
  • About registered persons, indicating the dates of their registration or deregistration, as well as check-in and check-out.

Important! The house register is not opened for those premises that have been assigned the status of social housing. Registration of citizens who have signed social tenancy agreements is kept at passport offices using registration cards.

The need to maintain house books is indicated in paragraph 85 of the order of the Federal Migration Service. Its provisions state that from the moment a residential building is put into operation, an apartment book must be drawn up for it in Form No. 11.
