The procedure for land surveying for almost all categories of land is standard.
Owners of plots intended for use for agriculture are faced with the fact that the design of a boundary plan has distinctive features , which consist both in the procedure itself and in the necessary documents for establishing boundaries and determining the coordinates of turning points.
In addition, the surveying of a land share (allotment) is accompanied by a mandatory procedure for holding a meeting of participants , at which the project is approved.
Land surveying methods
There are the following methods of land surveying:
Cartographic (paper determination of the boundaries of the site, i.e. using maps and plans available in the land management service).
Instrumental (carried out directly on the territory where the site is located).
The instrumental method allows you to obtain accurate figures for the land area owned by one owner, since specialists, when making calculations, use data obtained thanks to:
- satellite geodetic installations,
- electronic tachometers,
- theodolites,
- rangefinders,
- photogrammetric mechanisms,
- light rangefinders,
- digitizers, other devices and instruments.

· If you need to divide one large area into parts. For example, multi-storey construction is planned on the territory. Project documentation is drawn up both for the building and for landscaping the area around the house.
· Establishment of easement. An easement is a burden on the owner of the land. But it must be allocated and registered. This procedure can only be performed on the basis of the submitted design documentation.
Rules for conducting boundary surveys
The rest of the article describes how land surveying occurs (is carried out).
Procedure:
- An application is written about the need to carry out land surveying (submitted along with a package of title documents to the organization carrying out engineering and geodetic work);
- The specialist goes to the site, having previously collected data on the coordinates of boundary markers;
- Geodetic survey is carried out;
- The collected data is analyzed, calculations are made, and a boundary plan is written;
- The completed document is registered in Rosreestr .
What papers will the site owner need:
- Sales contract/inheritance certificate;
- A certificate of the decision of the administration that managed affairs in the territory with the site of interest to transfer it for use to a specific person;
- Extract from the land registration register;
- Document on the boundary dispute (if any).
In addition to the documents provided by the owner of the site from the personal archive, it is necessary to collect a separate package of documents , which should include:
- Land development project;
- Papers informing about land inventory;
- Drawing of possible boundaries;
- Cadastral map (if available);
- Topographic map;
- Information about existing official boundary signs;
- Photo plan of the area of interest;
- Information about the GGS and OMS (the state geodetic network (GNS) and the reference boundary network (OMS) - reference boundary marks (OMZ)).
You can collect the second package of papers yourself or with the help of a specialist from the same organization where you will apply with an application for the need to carry out land surveying.
What does PMT include?
The territory surveying project includes the following materials:
- text part. It includes information about the area of the land plot being formed, lands reserved for municipal, state needs or for general use. Also here it is necessary to perform the basis of the work and all the required calculations. The appendix to the text materials indicates the data sources that were used for geodetic surveys;
- The grafical part. The drawings must indicate the boundaries of the existing facility, planned buildings and structures, public access areas, and setback lines for the formation of potential development sites. Red lines indicate public places, as well as the boundaries of the territory along which transport and engineering communications pass.
The procedure for preparing a land surveying project:
- Preparation of documents for a land plot. If it is allocated for the first time, then first of all you will need a diagram of its location on the cadastral plan of the territory, as well as a resolution of the head of the municipal body on the allocation of land. If you already have ownership rights, then you will only need the corresponding extract from the Unified State Register of Real Estate.
- Development of a site surveying project. It begins with collecting the necessary data about the territory, studying maps, cadastre data and other open sources. Based on the collected materials, as well as field research, design is carried out.
- Coordination. The developed project is submitted for consideration to the local government authority. A commission organized by the municipality verifies the information provided, including data on the number of owners, landscape and other features of the territory.
- Public hearings. They are required for certain categories of land surveying projects determined by urban planning and land legislation. These include lands that are allocated for the construction of linear structures and areas belonging to the forest fund. Public hearings are not held when considering projects for garden and dacha partnerships, as well as when there is an agreement on comprehensive development.
- Statement. Project documentation is approved by the head of the local administration.
The timing of development and approval of a territory surveying project depends on the specific situation. On average, the entire procedure takes about 4-5 months. In some cases, the period may increase to 7-8 months.

How to do it?
Make copies of the documents on hand (you may have to have them certified by a notary).
Having determined which of the organizations that carry out land surveying is trustworthy and acceptable in terms of prices, you hire a specialist (to create favorable conditions for faster work, agree on phased payment - part immediately, part after drawing up the plan).
A hired specialist studies the available documentation and then goes to the area to determine the safety of official reference points.
The contact details of the neighbors in the area are sought, after which they are sent notices about the need to arrive on a certain date at their site to present (if required) claims on the boundaries.
If it is impossible to find contacts, notification is carried out with the involvement of local media (non-arrival of neighbors is not an obstacle to the land surveying procedure).
Taking into account the reference boundary signs, the boundaries of the site are fixed and its area is determined. The new markings are agreed upon with the neighbors .
Draw up a boundary plan, which should include:
- Data on the boundaries of the site and adjacent neighboring plots;
- Land area;
- Information about the methodology for determining boundaries;
- Data on changes in the size of the plot and adjacent plots;
- Information about easements (list of encumbrances on the site);
- Information that the new boundaries have been agreed upon with the owners of neighboring plots.

How much does it cost to develop projects?
It is worth noting that the cost of developing a territory planning project and a land surveying project varies depending on through which authorities you intend to do them. So, when developing projects through the administration of the locality, you will not need to pay anything. All financial costs are borne by the city municipality. However, this path does not always lead to results. The fact is that many citizens and individuals are denied the development of projects on a free basis. They say that the administration simply does not have the funds. Or the administration says that it is ready to complete the projects. But we will have to wait until funds become available to implement them.
If the applicant applies to a private company, then he makes the payment himself. It is impossible to determine the exact cost, since it depends on a number of factors, including the scale of the work, the complexity of its implementation, and the like. The price also depends on the purpose of preparing the package of documents. An Engineering Geodesy specialist can answer your questions in more detail.
Who does (conducts)?
Who is doing the land surveying?
Cadastral engineer who has a certificate of the right to carry out land surveying.
Independent surveying
Unauthorized determination of plot boundaries has no legal force .
Who should attend?
- The owner of the allotment;
- Hired specialist;
- Owners of plots adjacent to your site.
If the neighbor did not appear for the survey, the survey plan will indicate that, despite the invitation to appear on the site on a certain day, the owner of the neighboring plot was not present during the preliminary survey procedure.
The absence of a neighbor/s on the day of land surveying lengthens the process of generating a land survey certificate.
Neighbors who did not show up at the first notice should be notified again , indicating in the document the date when the survey will be carried out again.
Failure to appear upon repeated invitation and the absence of a written complaint allows us to assume (by law) that the neighbors by default agree with the results of the land survey.
However, later, if a neighbor considers that the land survey was carried out incorrectly, he can file a claim in court.
How to register correctly?
Stages of registration of land surveying:
- Collection of documentation;
- Hiring a specialist;
- Distribution of notices to owners of neighboring plots;
- Departure to the ground;
- Preliminary surveying taking into account reference points;
- Sending repeated notifications to owners who did not show up for the land surveying procedure;
- Drawing up a land survey plan;
- Receiving a ready-made plan;
- Transfer of the plan to the Rosreestr authorities (electronic version and paper copy);
- Obtaining a certified cadastral passport .
When are territory planning projects and land surveying projects carried out?
Both projects relate to the types of urban planning documentation, on the basis of which development planning and the laying of various linear structures are carried out. Article 11.3 of the Land Code specifies when exactly the preparation of PMT and PPT is required. So:
· For agricultural land. These include SNT, dacha partnerships and others. The land is allocated to the dacha partnership as a common area, which is in shared ownership. Therefore, the entire territory is registered as an independent unit. But the law allows for the allocation of parts of the common land that will have their own cadastral number. This procedure requires PPT and PMT. The first document will display transport lines, utilities, and general purpose facilities. And the second document will display the specific boundaries of certain land plots. The situation is similar for land under individual housing construction.
Deadlines
A month may pass from the moment of collecting documents and hiring a specialist to the day when the customer receives the land survey plan in hand . This is provided that not only the hired engineer will quickly complete his work, but also all the neighbors whose plots border yours will arrive for the procedure after the first notification.
How long does land surveying take?
Land surveying on average lasts from a month to six months.
Validity
Is not limited . If the plot is subject to fragmentation, for example, for division between several successors who inherited it, then a new land surveying procedure will be required.
How to change the boundaries of a site?
- Having purchased the adjacent plot/plots;
- Having received as a gift;
- By increasing the area of the land plot during land surveying.
Is it possible to increase the area of the plot?
It is possible to increase the area during land surveying in the following cases:
- The procedure is carried out after purchasing an additional plot or receiving a plot as a gift;
- In the process of determining the boundaries, it turned out that the owner owned a larger territory than he expected.
Goals of agricultural land surveying
The need to survey such areas arises in the following situations :
- Coordination of boundaries to clarify the location of the boundary and approve it with government officials and neighbors;
- Restoring boundaries that were established earlier, but data on them was lost;
- Registration of ownership of the plot;
- Carrying out a civil transaction, which consists of selling a plot, exchanging it, leasing it;
- The need to resolve controversial issues that arise during the exploitation of land;
- Dividing one plot into two or more (delimitation) or combining several plots into one.
