What is TIN
TIN is a taxpayer identification number. This number is individual for each person; it is given once upon first registration in the tax system of the Russian Federation. How to find a person by TIN in Russia
If only the TIN is known from the data, then you can roughly determine the area where information about the person will be searched. From the numbers of the number you can find out the location of the tax office where the person was assigned a TIN. The fact is that each region of the Russian Federation has its own serial number: for example, Bashkiria - 02, Vladimir region - 33. The region code is indicated in the first two digits of the taxpayer identification number. The next two digits correspond to the serial number of the municipality in this territory. Using them you can find out the city or district in which the TIN was obtained. This is where the information about the place of residence of the person who owns the number ends; the TIN does not contain other official information.

Which institutions require you to provide a TIN?
Let us immediately note that the employer’s requirement for a new employee to present a tax number when applying for a vacant position is generally unlawful. In Art. 65 of the Labor Code of the Russian Federation specifies a list of documents that can be provided, but there is no such document as TIN.
However, Federal Law No. 79 “On the State Civil Service” is currently in force, according to which employees carrying out professional activities in various government government agencies (at the regional and state level) are required to submit the assigned TIN to the personnel department. - interregional inspections of the Federal Tax Service;

What can a search for personal data by TIN lead to?
What to do if the available information about a person according to the TIN is not enough? How to find a person’s address by TIN and is it even possible to find a person by TIN? How can I find out his last name, passport details or the amount of tax debt? There are offers of services of this kind on the Internet. Such sites always require a phone in return, since their goal is precisely to collect a database, and not to satisfy the curiosity of users. In return, they either don’t send anything or send fake data.
The fact is that the last name, first name, patronymic, date of birth and place of residence of an individual are personal data and their distribution is prohibited by Law No. 152-FZ of July 27, 2006. For violation of the requirements for the use and provision of personal data, there is administrative and criminal liability, provided for in Articles 13.11 of the Code of Administrative Offenses of the Russian Federation and 137 of the Criminal Code of the Russian Federation. An individual may receive a fine of up to 200 thousand rubles, correctional labor or imprisonment for 2 years.
Roskomnadzor monitors Internet resources that illegally offer information about individuals and systematically suppresses their activities through the courts. In December 2021 alone, 26 materials on the protection of personal data were sent for consideration.
Overtly criminal methods such as bribing government employees or purchasing information databases contain a whole bunch of violations of the law. The very fact of lack of consent to the processing of personal data means a violation of Law No. 152-FZ. In addition, giving a bribe to an official falls under Article 291 of the Criminal Code of the Russian Federation and can lead to imprisonment for up to 2 years.
