On January 1, 2021, the Federal Law dated July 13, 2015 No. 218-FZ, aimed at creating a Unified State Register of Real Estate (USRN) and a unified accounting and registration system, came into force. The Unified State Register is being formed, which combines the information contained in the real estate cadastre and the Unified State Register. The Unified State Register of Real Estate will include, in particular, a register of real estate (real estate cadastre), a register of rights, their restrictions and encumbrances on real estate (register of real estate rights), as well as a register of boundaries. That is, instead of a cadastral passport, you now need to receive an extract from the Unified State Register of Real Estate.
A cadastral passport is one of the main documents when registering real estate transactions, including apartments. A document is issued for a period of up to five years; after this period, data on the property is considered outdated. In the case of an apartment, the validity of the cadastral passport is one year. The passport must be replaced only if the property is involved in legal transactions, that is, it is impossible to sell, exchange or donate an apartment with an outdated passport. Since 2013, the cadastral chamber has been involved in registration and issuance. A passport for an apartment is an extract from the State Rosreestr with a description of a specific property and is actually the result of a technical inventory and technical accounting of a property, such as an apartment, building or structure.
The cadastral passport for an apartment reflects the following information:
- General characteristics of the apartment
- Address of the object
- Year of construction
- Number of storeys of the object
- Material of walls and ceilings
- Heating type, etc.
When is a cadastral passport for an apartment required?
- As mentioned above, any legal transaction with an apartment requires a current (valid for up to 1 year) cadastral passport, be it a purchase, sale or donation. Otherwise, you will be denied the transaction.
- It is also necessary to update the document after redevelopment so that all design changes are documented.
- You will also need to receive a document if you forcibly evict a tenant from your apartment. The court will necessarily require this document to establish the truth.
- According to current legislation, it is mandatory to draw up and receive a document when entering an apartment in a new housing stock (new building). Otherwise, there may be problems with the further disposal of housing.
How is it different from a passport?
In terms of shape, it is practically no different. However, it is the extract that is more detailed, while the cadastral passport is essentially confirmation that the object is registered in the Unified State Register of Real Estate .
Important! The extract, in addition to basic information, also includes data about the owner of the property, and this is the main difference between the documents. And it is the extract that is issued at the Registration Chamber to the citizen after successful registration of transactions instead of the title paper from 2021.
The new extract from the Unified State Register contains:
- The main characteristics of the building or allotment.
- Location.
- Who has the right of ownership?
Where to get a cadastral passport for an apartment
The preparation of these documents is carried out by the Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography. That is, you need to contact the Cadastral Chamber at the location of your property. Also, services for issuing cadastral passports are provided at MFCs (Multifunctional Centers). There is no difference in processing documentation through the cadastral chamber or through the MFC, so it is advisable to choose the body that is geographically closer to you. For the convenience of the population, the State Cadastral Service has created the website www.rosreestr.ru. If you have a computer with Internet access, the easiest way is to order and receive the document through the website. To do this, click the “Public Services” button in the top menu. Then select the link “Providing information included in the state real estate cadastre.” In the lower left block, click “Electronic . In the new window, select the document type “Cadastral passport” and in the “About the object” field, select “Premises”. Next, all you have to do is fill in your details and click the “Submit Request” button. This will ensure that your application is registered and your request will be assigned a number that must be saved. All that remains is to pay the state fee of 200 rubles. and within 10 days the cadastral passport will be provided to you in the form that you specified when making your request (electronically or on paper).
From January 1, 2021, there will no longer be cadastral passports and extracts from the unified register of rights

According to the head of the interdistrict department of the Cadastral Chamber, Dmitry Evdokimov, this innovation will allow Volgograd residents to significantly save their time, since generalized information about the property will be issued in the form of one document and in a shortened time - 3 working days, instead of 5.
In addition, the fees for providing information contained in the Unified State Register of Real Estate have become known.
From January 1, 2021, an extract from the Unified State Register of Real Estate will cost:
- in the form of a paper document for individuals, government bodies, other government bodies - 750 rubles;
- in the form of an electronic document for individuals, government bodies, other government bodies - 300 rubles;
— in the form of a paper document for legal entities — 2200 rubles;
— in the form of an electronic document for legal entities — 600 rubles.

Information about real estate can be viewed in your “Personal Account”
Rosreestr is preparing to launch a “personal account” section on its official website rosreestr.ru. The regional Cadastral Chamber reported that the service will be fully ready in January 2021; it is now launched in test mode.
The goal is to make it easier for users to find information about their properties. In your “personal account” on the “My objects” page you will be able to view the following information: type of object, cadastral number, address, area, cadastral value, share in the right. Also from your “office” you will be able to submit an application for registration of rights and obtain information from Rosreestr databases.
In addition, users will receive a number of important notifications: about changes in the characteristics of objects, about the restriction/encumbrance of rights to a real estate object, about the imposition/termination of a seizure on a real estate object, and others.
Moreover, users will be given a choice of notification type: by email or SMS, the Cadastral Chamber reported.
The “Public Cadastral Map” service on the Rosreestr portal has been updated and expanded
After a complete modernization, the public services portal of Rosreestr began operating a new version of the public cadastral map, which differs significantly from previous editions in a faster and more convenient way to obtain publicly available information about land plots.
A significant part of the information entered into the state real estate cadastre, according to existing legislation, is publicly available, which allows any interested party to obtain it. One of the easiest ways to obtain such information is to use the “Public Cadastral Map” service of the Rosreestr portal.
This resource allows you to obtain online an extensive list of information about real estate properties of interest located throughout the Russian Federation. By referring to the cadastral map, the applicant can find information such as cadastral number, specified area of the plot, cadastral value, type of permitted use, information on cadastral division of territories and other publicly available data.
According to the head of the interdistrict department of the branch of the Federal State Budgetary Institution "FKP Rosreestr" in the Volgograd region, Dmitry Evdokimov, due to the high popularity of this service and the growing number of users (about 4 thousand users access the application at the same time), Rosreestr has carried out in-depth work to expand the capabilities of the electronic resource. As a result, map navigation has become much more convenient, and the period for updating information about real estate objects has been minimized to 1 business day.

One of the main conditions for obtaining information about the selected land plot is still the presence in the state real estate cadastre of established exact boundaries on the ground as a result of cadastral work in relation to such a land plot.
Dmitry Evdokimov also drew attention to the fact that all information obtained through this service can be used only as reference information.
Electronic services of Rosreestr are designed to save Russians money
The Cadastral Chamber of the Volgograd Region reports that from January 1, 2021, an order of the Russian Ministry of Economic Development comes into force, establishing the fees for providing information contained in the Unified State Real Estate Register (USRN).
We note that, as before, the amount of the fee will depend on the category of person (individual or legal), as well as on the type of document submission (paper or electronic), while the cost of a document in electronic form can be several times lower than the cost of the document in paper form. Thus, for example, the cost of an extract from the Unified State Register in paper form will be 750 rubles for an individual, and 2200 rubles for a legal entity, while in electronic form the specified document will cost 300 rubles. and 600 rub. respectively.
Considering the above, we remind you that receiving services electronically using the Rosreestr Internet portal is accessible and not difficult, and taking into account the difference in the above prices, it is a much more economical way than when an interested person contacts the points of acceptance and issuance of documents of the Cadastral Chamber or MFC.

The new law “On State Cadastral Valuation” will come into force on January 1, 2021
The Volgograd Cadastral Chamber informs citizens that Russian President Vladimir Putin signed the Federal Law “On State Cadastral Valuation”. The main innovation of the law is the creation of a unified methodology for determining cadastral value throughout Russia and the transfer of powers for cadastral valuation from independent appraisers to special budget institutions.
These measures are designed to improve the accuracy of cadastral valuations and help reduce the need to challenge them. Thus, the assessment of cadastral value will become completely state-owned.
The decision to conduct a cadastral valuation is made by regional authorities or local governments. Today, the determination of cadastral value is carried out by independent appraisers, who are selected on a competitive basis by regional and local authorities. Appraisers themselves choose and justify the approaches and methods used to obtain results. After the assessment is completed, regional and municipal administrations approve its results and transfer them to Rosreestr. Rosreestr reflects this data in the state real estate cadastre.
Please note that the law must come into force on January 1, 2017, with the exception of provisions on the specifics of conducting an extraordinary state cadastral valuation, which will come into force from the beginning of 2021. A transition period is also established, during which the state cadastral valuation according to the old rules of the law “On Valuation Activities in the Russian Federation” must be completed before January 1, 2021.
Don't forget about registration
Some rights holders of land plots believe that by collecting all the necessary documents and registering their land plot with the state cadastral register, they can breathe a sigh of relief and safely forget about such a complex and difficult procedure. However, copyright holders do not know or forget that, having registered a property with the state cadastral register, the next step is to register their right within 5 years from the date of registration of the land plot.
Owners of land plots that were registered with the state cadastral register after March 1, 2008 should keep in mind that the information entered is temporary. Such information loses its temporary nature from the date of state registration of the right to the formed property. If the real estate object is a land plot, and within two years from the date of its registration, state registration of the right or encumbrance on it (lease) has not been carried out, the information is canceled and excluded from the state real estate cadastre (hereinafter referred to as the State Real Estate Cadastre) in accordance with paragraph 4 of the article 24 of the Federal Law “On the State Real Estate Cadastre”.
In order to determine the status of information about a land plot, you need to take a cadastral passport and find on the first sheet item No. 6 - “Date of entry of the number into the state real estate cadastre”, which contains information about the date the land plot was registered with the state cadastral register. If a date is specified before March 1, 2008, the site will not be cancelled. If the date is after March 1, 2008, we add 5 years and get the deadline by which you need to register your right with the Rosreestr Office for the Volgograd Region.
In case of cancellation and exclusion of information about a land plot from the state real estate cadastre, you will have to re-contact the cadastral engineer in order to obtain a boundary plan of the land plot, then to the cadastral registration authority to register the land plot with the state cadastral register, the land plot will be assigned a new cadastral number, in In connection with this, it will be necessary to make changes to the title documents for the land plot (decree, decision, order).
Please note that state registration of rights to a land plot, information about which has been canceled from the State Property Committee, cannot be carried out. Article 20 of the Federal Law of July 21, 1997 No. 122-FZ “On state registration of rights to real estate and transactions with it” determines that state registration of rights to a real estate object is not allowed if this real estate object is not considered registered in accordance with the Federal Law “On the State Real Estate Cadastre”.
Taking into account the above-mentioned norms of current legislation, we recommend that all owners of land plots promptly register ownership (lease) of their land plots.
There is no need to provide an extract from the Unified State Register of Legal Entities
In accordance with Federal Law No. 210-FZ dated July 27, 2010 “On the organization of the provision of state and municipal services,” when submitting an application for state registration of rights to real estate, it is not necessary to submit documents that are at the disposal of other bodies providing state and municipal services. This also applies to extracts from the Unified State Register of Legal Entities (USRLE). The Cadastral Chamber will request all the necessary information from the tax authority independently as part of interdepartmental cooperation. A request for information from the Unified State Register of Legal Entities is formed in the form of an electronic document using the SMEV system, which allows Cadastral Chamber specialists to quickly receive the necessary information. Thus, the currently operating system of interdepartmental interaction helps applicants, when preparing documents for registration of real estate, to avoid unnecessary time and money costs, as well as personal appeals to different authorities.

On the Internet portal of Rosreestr (rosreestr.ru), it is possible to order and receive a certificate of the cadastral value of any property registered with the state cadastral register.
A certificate of cadastral value can be obtained for a land plot, building, premises, structure, object of unfinished construction, as of a certain date, for example, on the date of opening of the inheritance.
Information is issued to any person on any property. You can order it if you know the address of the property or its cadastral number, and you do not need to sign the request for the certificate with an electronic signature.

How to obtain a cadastral passport

Reasons for refusal to issue a cadastral passport (extract)
The applicant may not be issued a USRN extract, but this requires serious reasons:
- the property is not real estate;
- the technical plan of the facility was developed and approved by a cadastral engineer who is not accredited for this type of work;
- they are trying to separate the object from a building that has already been registered, or from an object that, by law, cannot be divided into shares;
- the room is not isolated from others.
To suspend the issuance of an extract, less significant reasons are needed:
- discrepancies between the data about the house in the application and the unified database of the cadastral chamber;
- the location of an object partially or completely overlaps another;
- the applicant provided an incomplete set of documents or they do not comply with the law.
In case of suspension, the owner receives a notification indicating the reasons and deadlines for their elimination.
Having received a negative decision, the applicant has the right to send a complaint to the head of the regional division of the government agency. 2 weeks are allotted for its consideration. If this does not help, the owner can go to court.
