A certificate of family composition will be issued starting in 2021. This is a document confirming the list of citizens registered in the residential premises of an apartment building. For private households, a house register is issued instead of a certificate. The document can be issued in St. Petersburg (Nevsky district) by visiting the MFC, FMS, administration or management company (former housing office).
At the moment, government agencies, banking institutions, and other organizations that provide services to citizens receive data on persons registered at their address from a common database (Interdepartmental Electronic Document Management System). Online registration for an appointment at the Main Department of Migration Affairs of the Ministry of Internal Affairs

Important: if the MFC employees cooperated, agreeing to prepare the relevant document and issue it, you will have to be patient. It will take a long time to obtain a certificate of family composition - first you need to submit a request for an extract to the migration service according to the applicant’s registration.
About reality
