To issue an extract, find your property:
The owner of an object or objects of real estate has the right to carry out any manipulations with it, including restructuring or carrying out purchase and sale transactions. In order for all actions to remain legal, you should have a cadastral passport in hand, and also make timely changes to it. This document contains all the necessary information about the property. To order such a document, you must contact the Multifunctional Center or the Cadastral Chamber. The order is also placed by specialized companies. Clients can apply for a cadastral passport directly on this website.
There will be no difference between the papers, no matter where they were ordered. The only difference is the duration of the procedure. Registration of a deed of donation, will, redevelopment, sale of a real estate property - all these procedures cannot be carried out without a passport to the property. Any citizen can receive this document, even those who do not own the property. Powers can be transferred to him by power of attorney. However, changes are made only with the approval of the owner and in his presence.
Types of cadastral passport
Since all people have different living conditions, and in Rosreestr there are about ten different names of housing, depending on the purpose and area, the cadastral passport for an apartment and the cadastral passport for a land plot are two fundamentally different documents.
Here is what the cadastral passport of the premises looks like:
Cadastral passport - Premises
And here is a graphic drawing:
Cadastral passport - Graphic drawing
However, they carry the same function. They contain a complete list and description of the technical condition. It must be accompanied by a plan diagram depicting the possessions and adjacent lands.
In essence, both documents are an extract from the State Register. Each has its own structure and consists of different parts.
Reasons for receiving an extract
First, let's find out what kind of document this is. A cadastral extract is a paper containing all the important information about a land plot. More specifically, in the extract you can find the following data:
- address of the land plot;
- Information about the presence of easements and other restrictions;
- Type of permitted use;
- Plot size;
- Cadastral number of the land plot.
The cadastral extract is made up of only 6 parts. They are numbered KB1 to KB6. The information is arranged as follows: at the beginning there is general information about the land plot, in the middle there is a plan of the land plot, at the end there is information about easements and other encumbrances.
- KB1 – general information about the land plot (location, size, category of permitted type of land, full name of the owner, cadastral number, etc.).
- KB2 – plan of the land plot (schematic representation of the plot, location of important objects, presence of pipelines, gas pipelines, other communications).
- KB3 - KB4 - only for plots that have a boundary plan and are registered with the cadastral register, with full information in the Unified State Register of Real Estate and the cadastre itself. The first part of KB3 contains information regarding the division of the site into parts, the presence of easements and other restrictions.
- KV5 – data on the boundaries of the land plot, with clarification of the corners, cadastral numbers of neighboring plots, full names of the owners of neighboring plots.
- KV6 - information about turning points regarding the boundaries of the allotment.
You can familiarize yourself with the sample and structure of the cadastral extract here.
The reasons for obtaining it may be:
- The need to clarify the assigned cadastral number and other information.
- Disputes about the cadastral value of a land plot.
- Check regarding taxation. That is, if doubts arise regarding the amount of tax on land plots.
- Entering information about the construction of a certain structure.
- Carrying out the land surveying procedure.
- Collection of documents, the list of which includes a cadastral extract.
Cadastral passport for an apartment
This document proves the fact of ownership of the apartment. In this case, the cadastral passport for a room or floor will actually be considered a document for the apartment, which will describe in detail which part belongs to the owner.
Cadastral passport – Apartment
This statement will contain the following information:
- cadastral number;
- the exact address;
- total area;
- area of rooms;
- cost according to the cadastre;
- floor indication;
- apartment diagram.
Cadastral passport - Information
The project plan must accurately indicate the location of the apartment on the floor and contain a schematic representation of the layout of the rooms. If there is a need for reconstruction or redevelopment, which will affect the area of the rooms up or down, you will need to make changes to the cadastral passport. Without an up-to-date cadastral document, it is impossible to carry out any manipulations, be it commercial, legal or notarial procedures.
When do you need a passport for an apartment?
The legislation provides for all operations that cannot be carried out without a reliable cadastral passport:
- purchase and sale;
- registration of notary services involving the apartment;
- rental;
- redevelopment;
- changing the status of an object;
- eviction of one of the tenants.
The latter procedure can take place through the courts, so it is necessary to have this document. A judge, notary, or law enforcement agencies may require evidence that the apartment is actually owned by a specific individual. Here, only an extract from the Unified State Register will not be enough, so you should issue a cadastral passport in advance. If appropriate changes are not made to the document within the period specified in the Federal Law, then the owner will have to pay a fine for failure to comply with the prescribed standards.

There is no difference between the documents received at the KP and the MFC, so when applying to any of these organizations you will have to go through certain authorities. A citizen of the Russian Federation can obtain a passport for both his own and someone else’s apartment. However, after entering the changed data, only the owner can receive a new document.
First, you need to contact the institution and fill out an application, the form of which is issued on the spot. If the apartment needs to be registered in order to enter information into Rosreestr, or the plan diagram needs to be changed due to repair work carried out that affected the area of the premises, then it is necessary to additionally notify the registrar about this need. He will record a call for a technician, who will promptly arrive at the specified address and take the measurements again. Then he can add them to the plan diagram. The owner also needs to take certain documents with him. If you only need to order a cadastral passport, then only a passport of a citizen of the Russian Federation will be sufficient. If we are talking about making changes to an existing document, then you will need to additionally provide papers confirming the ownership of the apartment. These include:
- registration certificate with up-to-date information;
- court decision;
- conclusion from the Ministry of Emergency Situations;
- conclusion from the Sanitary and Epidemiological Station.
If the need to contact a government organization arose due to a decree to register an apartment in connection with a change of owner, then you need to take your Russian passport and certificate of ownership with you. If there is none, a transfer deed together with an agreement from the developer will do.
At the same stage, the citizen must pay the state fee. It is about two hundred rubles. In the chamber itself there is a cash desk that accepts payments, but payment can be made at any bank in Russia.
Secondly, a KP or MFC employee will check the completed form for errors. If they are found, you will have to fill out everything again, since any corrections in this document are not permissible. When the application is completed in accordance with all the rules and accepted, a day will be set for issue or arrival of the technician. The employee is also required to issue a receipt stating that he received all the necessary documents from the owner. They remain with him, except for his passport as a Russian citizen. Only on the basis of this receipt will the owner be able to get his documents back. Usually the cadastral passport is returned within 5 days after completing the application and issuing a receipt, but there are often delays.
If a document is needed urgently, and you don’t want to waste time and effort in line, then the best option would be to order such a document or re-issue it on our website. Experienced lawyers will take on the responsibility and deal with the problem on their own. We also provide urgent issuance of cadastral passports. Everything that needs to be done to successfully complete the procedure will fall on the shoulders of our employees.
Thirdly, receiving the document on the appointed day. You must pick it up at the cadastral office yourself at the pick-up window.
By ordering the service from us, the document will be delivered directly to the owner.
What is an extract from the Unified State Register used for in 2020?
An extract from the Unified State Register is used to document the presence (absence) of ownership of real estate (house, apartment, land, etc.). Used when making all transactions involving a transfer or change of rights.
Extract from the USRN:
- used as a legal document when carrying out various transactions;
- indicates the presence (absence) of a registered right or restriction on the object;
- used to check the legal “purity” of real estate before a transaction;
- allows you to obtain 100% reliable information about the technical characteristics of real estate.
An extract from the Unified State Register is required when applying for a loan in commercial banks, when notarizing actions, during purchase and sale transactions, etc.
Validity period of the apartment passport
The validity period of the cadastral passport is unlimited. This means that there is no law yet requiring the document to be redrafted within a certain time frame. If since the date of registration in the apartment no changes have been made that should be agreed upon with the BTI and KP, then there is no need to update the passport. No one can force the owner to undergo a re-inventory re-inventory, especially if there was no redevelopment.
If changes occur, we recommend that you do not delay the moment of entering them into your passport, since non-compliance with the rules will result in a fine, which will only increase due to the statute of limitations.
Cadastral passport for a land plot
Cadastral passport - Land plot
This document is also an extract from Rosreestr. It displays information about the site. If you order a cadastral passport for a house to which a plot of land adjoins, then such an extract will be contained in one document. The procedure for obtaining a passport for a house is no different from an apartment. But the land plot passport has its own information. This document consists of five sections:
- B1;
- B2;
- B3;
- B4;
- AT 5.
Land plot - Page B2
The first contains all the general information. It includes the exact address of the object, cadastral number and its value, area of the site, type of land, ownership, type of use, boundary boundaries, and the date of entry into the register is required. Without this data, the document is considered incomplete and, as a result, invalid. Drawing up a cadastral passport, as well as making changes to it, is a mandatory procedure. Without it, it will be impossible to carry out any legal manipulations with real estate. The second section contains:
- plan-drawing;
- diagram of the land plot.
Both images are included with explanation and scale. The third section indicates the presence of any encumbrance in relation to this site, for example, special conditions of use. The fourth section includes a description of the boundary of the site, while specifying the dimensions and angles. The last section is intended to clarify the turning points that are within the boundaries of a given land.

Purpose of a cadastral passport
The cadastral passport is an important document that confirms ownership. Without it, it is very difficult to prove that a given object is private property. A land plot passport is required if the need arises:
- purchase and sale;
- registration of ownership, redemption;
- act of donation, will;
- construction of buildings;
- the need to lay down a plot;
- inheritance;
- going to court;
- insurance;
- rental;
- implementation of bankruptcy proceedings;
- use of land as authorized capital.
If there are any buildings on the land plot, then any manipulations with them become impossible without a current cadastral passport. Since the object does not have a passport, it means that it does not actually exist. This cannot be allowed, because any person can show up and lay claim to it. In this case, the owner will not have any documents to prove his right to ownership, and while the restoration is taking place, another citizen will formalize everything according to the law. Without a passport, the property remains non-existent for all utility services, tax and other authorities. In the event of a natural disaster, you cannot count on government assistance, since, according to Rosreestr records, this object never existed.
Who can order and on what basis?
According to clause 5 of Article 7 of the Federal Law of the Russian Federation “On State Registration of Real Estate”, the information contained in the Unified State Register of Real Estate database is publicly available. This means that any individual or legal entity, including citizens of the Russian Federation and representatives of other states, can obtain a cadastral extract for a land plot.
You should be aware that certain types of statements have limited access. This includes a certificate from the Unified State Register of Real Estate on the contents of title documents, on all rights registered to a specific person, etc.
Such information is confidential and can only be obtained by the owner, his representative and other categories of persons listed in clause 13 of Art. 62 Federal Law of the Russian Federation “On State Registration of Real Estate”.
As a rule, the need to obtain a cadastral extract for a land plot arises when it is planned to carry out any legally significant actions in relation to it.
Thus, the basis for requesting such information may be:
- the desire of the future buyer (tenant) to independently verify that the seller (lessor) is the owner of the alienated land plot;
- obtaining information about the presence/absence of encumbrances registered on specific land (for example, in the event of its sale);
- the need to provide such an extract to one or another authority (for example, to a judicial authority);
- other situations.
Where can I get a cadastral passport for a land plot?
As in the case of a passport for an apartment, a citizen can contact the Multifunctional Center or the Cadastral Chamber. Knowing the main places where to obtain a cadastral passport, the question arises about urgently obtaining the document. Then it is best to contact specialized companies. Our website provides the opportunity to order a cadastral passport in a short time, without queuing, filling out a lot of paperwork, via the Internet, with receipt in person and/or by email.
Any citizen can also obtain a passport. However, as in the case of an apartment passport, only the owner can make all changes, as well as register the property.
If you decide to contact a government organization, you can go to the IEC or the Cadastral Chamber. When you contact the employee, explain the purpose of your visit. The client will be required to have a passport of a citizen of the Russian Federation. If we are talking about making any changes or registering an object, then additional documents are required: a certificate of ownership, confirming the application from authorized bodies, including law enforcement.
The center employee will offer a standard form to fill out; it can also be filled out by the employee himself. In this case, the form will be given to the client for verification and signature. The registrar will also tell you how much state duty you need to pay. Usually for individuals it is no more than 200 rubles, and for legal entities – about 600 rubles. After paying at the cash desk or any branch of the Bank of Russia, do not forget to pick up the check. You will need to present it to the employee along with your own passport. In the form you fill out, you must indicate the full and accurate address of the land plot.
After receiving the necessary documents, the registrar will issue a receipt indicating that the documentation is in the MFC or KP. Within five business days, barring any unforeseen delays, your passport will be available at the pick-up window.
The issuance deadline on the Rosreestr website is as follows:
Delivery deadlines
This procedure is quite troublesome: stand in line, fill out the form correctly and without errors (any corrections are unacceptable), then come again on the appointed day and pick up the document in person. As you know, working days coincide with the same working hours of citizens. Therefore, to complete the registration, you have to take time off from work and use the break for personal purposes. To avoid the displeasure of your superiors or not to look for someone to leave your small child with, order the service on our website. Experienced employees will help you with registration, urgent or regular receipt of the coveted cadastral passport. The procedure is carried out by leading lawyers, so there will be no delays, and the passport will be current and authentic, as required by the client.
Validity period of a passport for a land plot
The cadastral passport does not have an expiration date, since nothing else is established by law. However, the document should be reissued in the following cases:
- change of surname, name, patronymic of the owner;
- change of place of residence of the owner;
- change of the address where the land plot is located;
- changing the boundaries of lands or their categories.
Once every five years, a government organization obliges a re-inventory to be carried out, but if no changes have occurred at the site, then this is not necessary and no authority can force it. To ease your conscience, you can re-inventory, but it is not necessary to re-issue the cadastral passport.
