An extract from the Unified State Register of Real Estate is an official document prepared on the basis of information from Rosreestr, which since 2016 confirms ownership of real estate. Since 2017, the USRN extract combines the previously issued extract of rights (USRR extract) and a cadastral passport for a land plot.

When may you need an extract for a land plot?

An extract for a land plot is required:

  • to register ownership of a house and land;
  • registering a building or house with cadastral registration and drawing up a floor plan;
  • for connecting communications: gas, water supply, sewerage, electricity;
  • for registration, receiving subsidies, putting on a waiting list for improved housing conditions;
  • for various real estate transactions: purchase and sale, mortgage, pledge, inheritance.

Step-by-step instructions: where and how can this be done?

So, how to get a cadastral extract for a land plot? You can apply for a cadastral extract using different methods:

  1. sending a request via stationary mail.
  2. Contact the nearest territorial office of the registry authority.
  3. Contact the MFC.
  4. Sending a request through the website rosreestr.ru.
  5. Contact an intermediary.

In person through the MFC

  1. Come to the territorial office of the registry or to the multifunctional center.
  2. Make an appointment with the appropriate employee (or without an appointment, but on a first-come, first-served basis).
  3. Fill out an application. You will be given an A4 form in which you will need to provide the following information:
      your full name;
  4. passport details;
  5. residential address;
  6. mailing address;
  7. address of the land plot. Its cadastral number;
  8. form for providing an extract (in paper or electronic form).
  9. Attach the following documents to the application:
      passport;
  10. a document confirming the right of ownership of a land plot.
  11. Pay a state fee of 400 and 1200 rubles for individuals and legal entities, respectively.
  12. Expect receipt within five business days.

  1. On the Rosreestr website, go to the section “Get an extract from the Unified State Register of Real Estate about the main characteristics and registered properties of the property.”

Contacting an intermediary

How to get an extract from the site

What is a cadastral extract, its types

A cadastral extract, as mentioned above, is a document issued by a specially authorized government agency (only Rosreestr) at the preliminary request of the applicant.

Neither BTI nor Rostekhinventarizatsiya is engaged in issuing cadastral extracts for land.


This document contains all the information on a specific land plot, including its characteristics, who the owner is and much more. To date, no other documents that would contain a similar amount of information on a specific site exist.

Do not confuse an extract from the cadastre and a cadastral passport, since the latter contains less information about the site and is issued when the land is first registered with the cadastral register. An extract can only be generated about a plot that has already been registered.

The form of the extract is regulated by order of the Ministry of Economic Development of the Russian Federation No. 831 dated December 28, 2012.

A cadastral extract can be obtained in several forms:

  • paper;
  • electronic

The applicant can apply for this document either in person or online.

If the applicant personally applies to the state cadastre body, or to the MFC, or sends an application by registered mail, he will be able to receive a cadastral extract in paper form.

To do this, the interested party must provide:

  • passport;
  • power of attorney for a representative;
  • document confirming the powers of the director (for a legal entity);
  • receipt of payment of state duty.

When applying in person, the request is generated by a specialist.

When sending an application by mail, you will need to draw it up yourself and do not forget to attach the original receipt for payment of the state fee.

Based on the results of the request, each sheet of the issued extract is certified by the signature of an authorized person of Rosreestr and his seal. The number of paper copies of the extract issued to the applicant may be no more than five.

If the applicant wishes to receive a cadastral extract in electronic form, he can order it without leaving home, on the Internet - on the official website of Rosreestr. To do this, go to the “Activities” and “Provision of public services” tabs on the website. The algorithm of actions is as follows:

  1. Go to the “List of public services” and select in the table “Provision of information included in the state real estate cadastre (electronically)”.
  2. In the window that appears on the right, click “Submit a request to receive information from the State Tax Committee.”
  3. Fill in all the fields (in the scope of sections you need to indicate KV.1.–KV.6.).
  4. Fill in the “Cadastral number or address” column, but if you only have information about the address, enter it.
  5. If the entire procedure for generating a request for an extract is completed correctly, a letter indicating acceptance of the application and that the state fee must be paid will be sent to the e-mail specified by the applicant.

As a rule, the cadastral extract in electronic form is ready the next day and is also sent to the applicant’s email. The total period for producing an extract is no more than five days.

Section No. 1. Information about the characteristics of the property

This section contains the following information:

  • type of property – land plot;
  • date of request for extract; date and number of the completed document;
  • cadastral number of the land plot;
  • cadastral quarter in which the site is located;
  • date of assignment of the cadastral number (date of cadastral registration);
  • previously assigned state registration number. The number that was assigned to the site until 2005;
  • site address. If the address has already been assigned by the administration, then write the exact address. If not assigned, then they write: “established relative to a landmark” or simply a locality: Moscow region, Noginsky district, Vorovsky village;
  • square. Filled in simply with the number: 600 or with measurement error: 408 +/- 14 sq.m. If there is an error, then the survey was carried out recently, according to new standards;
  • cadastral value. Indicated as of the latest valuation date;

  • cadastral numbers of objects located within the site. The numbers of buildings and structures on the site are indicated if this information was entered into the Unified State Register by an engineer;
  • cadastral numbers of the objects from which the site is formed. If a plot was formed in the event of allocation, redistribution, division, then the numbers of the original plots are indicated;
  • cadastral numbers of the formed real estate objects. If our site was divided, something was separated from it, then the number of the new site is indicated;
  • information about the inclusion of the object in the enterprise. The cadastral number of the enterprise is indicated if it includes our site;
  • position, initials and surname of the employee who prepared the USRN extract;
  • official seal of Rosreestr. If you receive an extract at the MFC office, then a stamp is placed by an MFC employee on the back of the extract at the site;
  • land category. Category to which the site is assigned: land of settlements, land of agriculture, etc.;
  • types of permitted use. One or more types of use are indicated, for example, for gardening, for country house construction, for the operation of buildings, etc.;
  • information about the cadastral engineer. The full name and certificate number of the engineer who carried out the survey are indicated; Next comes a few lines about the location of the site in various zones: economic, forest, water, cultural heritage, etc. If the site is located in one of these zones, then the registration number and the date of its assignment are indicated.

  • information on the results of state land supervision. If there was an inspection, its type, date and results of the violations identified are indicated. As well as information about eliminating these violations;
  • information about the location of the site within the boundaries of the territory in which the land surveying project has been approved. The number and date of the project and decision are indicated;

  • property record status:
      registered - a site formed after 2008;
  • previously registered - land plot created before 2008;
  • current – ​​information about the site is valid at the moment;
  • temporary - registered in the cadastral register, but the rights have not been registered.
  • special marks. Filled out if the owner is absent, land surveying has not been carried out, there is a difference in the data in the database on rights and the real estate cadastre, etc.;
  • recipient of the statement. In Russia, in accordance with Federal Law 218, anyone can obtain an extract from the Unified State Register of Real Estate;

Parviz Tukhtasunov : The statement does not have a validity period as such, but it shows current information on the day of its issue. We always recommend checking the property details at the time of the transaction. In other words, when buying an apartment, house, plot, you don’t even have to wait for the owner of the property to show you the extract, but request it yourself. Owner information is public and available upon request.

Well, surely this requires an electronic signature?

Parviz Tukhtasunov : An electronic signature is not needed in this case. A verified government services account is sufficient. From there, the applicant’s data is automatically filled in, and the characteristics of the property are filled in directly from the FSIS EGRN (Federal State Information System of the Unified State Register of Real Estate). Therefore, you can get information within a couple of minutes. Objects are searched automatically by address or cadastral number.

Section No. 2. Information about registered rights

This section contains information about the copyright holders of the property:

  • copyright holder(s). The owner of the plot is indicated. Passport information is indicated upon receipt of the extract by the owner;
  • type, number and date of license;
  • supporting documents. Sale and purchase agreement, partition deed, etc. Indicated upon initial receipt of the document;

Restriction of rights and encumbrance of a property:

  • type of rental restriction;
  • prohibition of transactions;
  • mortgage…
  • date of state registration. The date the restriction was established is indicated;
  • state registration number;
  • the period for which the restriction is set. For example, a lease agreement from October 25, 2010 to September 4, 2014;
  • the person in whose favor the restriction is established. For example, who took the loan to purchase the plot, who is the tenant;
  • basis for state registration. Based on what document the restriction was established;
  • agreements for participation in shared construction. To be filled in if a real estate property is being built on the site with the participation of shared construction;

  • information about the existence of a decision to seize the object for state needs. The date, number of the decision, as well as the authority that issued it are indicated;
  • information about the impossibility of registration without the participation of the copyright holder. To be completed if a corresponding application is submitted;
  • legal claims and information about the presence of received but not considered applications for registration of rights. The type of right in respect of which the application has been submitted is indicated;
  • information on the state registration of the consent of a third party. The third party and the details of the law on the basis of which consent is required are indicated;
  • information about the impossibility of state registration of the right to an agricultural plot. To be completed if a corresponding application has been submitted or the court is considering a case of seizure of a plot due to its use for other purposes.
  • Section No. 3. Description of the location of the land plot

    This section is available if the site has been surveyed and the boundary has been established in accordance with legal requirements. In 2009, the accuracy standards for land surveying changed, and the boundaries of many areas that were surveyed before 2009 do not meet the requirements of current legislation. Those. there will be no section 3 in the EGRN extract, and the plot will not be visible on the public cadastral map.

    This section is filled out only for an extended extract of the Unified State Register for the site. And contains:

    • directional angles and dimensions of the sides of the site;
    • cadastral numbers and addresses of owners of adjacent plots;
    • how the border was fixed on the ground;

    The section contains the coordinates of the corner points of the land plot and the measurement error, as well as the coordinate system in which the information is provided.

    Section No. 4. Information about parts of the land plot

    If a part of the land plot has been formed, then this section displays the location diagram on the ground. The account number is also indicated.

    The following is indicated: the number of the part of the land plot, its area and various restrictions and encumbrances: whether it falls into a security zone, a cultural heritage zone, a water protection zone, rent and other restrictions.
