Features of the ENP document, regulation of housing and communal services payments

A single payment document - this is what the abbreviation EPD stands for - is a combined receipt for all types of utility services.

This format allows you to reduce the time for payment: instead of several receipts, you pay one.

EAP is used by most management companies. In addition, this is a great way to remind residents that it is time to pay for housing and communal services or the resulting debt.

What an EPD is, how it is formed, what information it contains, how it can be obtained and paid for will be discussed further.

Management of housing and communal services using EPD

Remote management of housing and communal services is available to residents of all regions of Russia, regardless of their citizenship.

Only one condition must be observed for everyone - pre-registration on the website with confirmation of identity through a personal code. EDP for housing and communal services is provided only to individuals.

To pay for fat, you must ensure the presence of the following factors:

  • uninterrupted access to the Internet - if the connection is malfunctioning, the payment procedure will need to start over;
  • the financial source from which amounts will be debited to compensate for payments - a virtual electronic system wallet or a bank card.

The site is available to home owners and renters. The payer's EPD contains current data regarding all housing and communal services services that are provided to the user, the total cost of rent, current tariffs and repayment terms.

The payment plan lists the following paid options:

  • light;
  • gas;
  • water;
  • overhaul;
  • drainage;
  • maintenance of common areas;
  • Internet;
  • heating;
  • TV;
  • radio.

Taking into account the specifics of providing communal support to the population, the sample and structure of the form may differ for different constituent entities of the Russian Federation.

Muscovites can additionally use the online service of the Moscow State Services. For citizens from the Moscow region there is a Settlement Center, where payments for housing and communal services are also accepted.

Concept

EPD is a document for payment of housing and utility services, which is sent monthly to owners or users of residential and non-residential premises and replaces the usual many different receipts.

Thus, the process of paying for housing and communal services is greatly simplified and made more comfortable, since it allows you to pay for services of different types and from different suppliers in one amount.

The EPD is used on an ongoing basis by unified information and settlement centers (IRC). Such payment documents have become widely used in Moscow and the Moscow region and are increasingly being introduced into the regional housing and communal services system.

Housing and communal services personal account

The owner of a residential premises can familiarize himself with the unified payment document and the rules for its formation in the user’s personal account on mos.ru. It is necessary to indicate the address of the MKD.

The EPD will contain the following data:

  • FULL NAME. payer (owner, responsible tenant);
  • premises address;
  • barcode - an image of 28 characters;
  • payer's personal code;
  • month of document formation;
  • information about the management company - name, address, contacts;
  • data on residential premises - type of property, area, number of registered, availability of beneficiaries;
  • date of last payment;
  • types of services subject to payment.

Main processes of formation of the ENP

Unified payment documents are generated in the unified billing of MosObleIRTs . This multi-level and multi-task structure is the foundation for calculations and charges for housing and communal services. Here payments are calculated, collected and distributed among recipients.

The system accumulates a large volume of data - information on each personal account, tariffs and standards, readings of individual meters, information from social protection authorities, data on the volume of resources and services consumed from suppliers and management companies.

After collecting the data, the payment system processes calculations for each personal account. Then they are checked, corrected, and sent to print. And then, on paper, the EPDs end up in the mailbox of the personal account owner. MosObleIRC serves approximately 2.4 million users.

Beginning of the billing period

Consumers of housing and communal services are interested in what date the ENP is formed. The forms are drawn up within clearly defined deadlines, and each territorial administration has its own.

Usually, work with calculations ends before the 9th day of each month . The billing period starts on the 15th and ends on the 25th. At this stage, the payment deadline for receipts comes.

The paid payment is credited to the supplier’s balance within 24 hours from the moment the transfer is confirmed. Delays are extremely rare. Ready-made EPDs appear in your personal accounts on the first days of the month.

Information about received payments and the number of residents is entered into the database - based on information from passport offices, the date of installation and verification of the IPU, and current readings are received and verified.

Meter readings are transmitted through the contact center, personal account, terminals, on paper, in Sberbank branches, post office . Afterwards they are loaded into a single database and accepted for calculations.

The timing of the transfer of PU readings is determined in accordance with the Rules for the provision of public utilities, approved by Decree of the Government of the Russian Federation No. 354 of May 6, 2011, or in accordance with the terms of the MKD management agreement.

If the readings were submitted later than the specified deadlines, they will be taken into account in the next billing period. Payment for the current month will be calculated according to standards and tariffs or average monthly readings. You can make changes and recalculate payments in the next reporting period (calendar month).

At the same time, information is received from management companies regarding the services actually provided and the volume of resources consumed for general house needs.

General information is accumulated and processed . If discrepancies are identified, they are rechecked and corrected. One of the most common reasons for discrepancies is late or incorrectly transmitted IPU indicators.

Calculation of charges is carried out in accordance with the Housing Code and the Rules for the provision of utility services to constituent entities of the Russian Federation.

What happens if you don't pay?

If the owner of a residential premises evades paying utility bills, then in fact he violates the norms of the current housing legislation. In case of late payment, the following types of liability are provided:

  1. Accrual of penalties or fines.
    Such a sanction is applied if the debtor has repeatedly ignored notifications received to him regarding payment for household services. The amount of the penalty is calculated based on the refinancing rate of the Central Bank of the Russian Federation on the day the debt was formed. The days until payment is made are taken into account. In this case, a penalty is actually charged on the day of payment.

    If the debtor decides to repay the debt through an ATM or special terminals, then it should be remembered that they do not take into account existing penalties and fines, so only the principal debt can be repaid.

  2. Shutdown
    . This measure of punishment for the debtor is more severe. Those utilities for which payment was not made on time are subject to disconnection. Disconnection is applied in cases where the consumer has not made the required payments for two or three months and ignored notifications from the management company. The debtor is notified in writing of the suspension of household services. After repaying the debt, services are connected within two to three days.
  3. Eviction.
    This measure is considered the most radical and is allowed only by court decision. It is quite difficult to deprive the owner of the rights to housing. As a rule, eviction applies to persons who own municipal housing under tenancy agreements. An application to court for eviction is allowed if the debt exceeds eighty percent of the market value of the entire home. The debtor has the right to pay the entire amount of the debt before or during the court hearing.

If you have additional questions about utility costs and the possible consequences of non-payment, you can ask them to the lawyers of our information portal.

To avoid penalties and harsher penalties, residential property owners and tenants must track their utility bills and pay them on time. If a debt arises, it should be repaid in full or in part as soon as possible.

Sudden life difficulties cause residents to become late in payments to the management company. However, in such situations it is appropriate to control the growth of the debt - after all, a critical amount accumulated over 3 months of non-payment leads to the consumer becoming indebted.

Let's find out how to look at rent arrears using a personal account, since this method is popular among Russian citizens.

It becomes the responsibility of residents of apartment buildings to transfer funds for the use of utility services on time. This fee is paid by the 10th day of the month following the reporting period.

. However, missing this date provokes arrears on such payments and becomes a reason for charging a penalty to the unscrupulous tenant.

Rent arrears arise due to the inability or refusal of the subscriber to make regular payments to utility accounts

Long delays guarantee disconnection of the service to the consumer, eviction or legal proceedings. Considering that the reason for the accumulation of debt is the consumer’s lack of funds, HOA employees are ready to accommodate such residents and process payments or delay payments. However, the subscriber’s unwillingness to compromise is a guarantee of serious sanctions from the management company.

To avoid becoming a victim of utility shutoffs or eviction, it is appropriate for consumers to periodically check the status of their utility bills.

Such actions guarantee homeowners peace of mind and uninterrupted supply of utilities. To control such payments, Russians use different ways to clarify information. Let's consider a popular and effective method that allows people to find out the debt on utility bills on their personal account. Let's find out whether the described method is convenient.

Abbreviations used in the EPD and their interpretation

The EPD receipt contains many abbreviations that are incomprehensible to the average user. Here's how they are deciphered:

  1. Cold water supply/hot water supply - cold/hot water supply.
  2. Heating basic pl. - heating of the main area.
  3. KPU - apartment metering device.
  4. Sod. and rem. sec. lived - maintenance and repair of residential premises.
  5. Sod. and rem. and. n. - maintenance and repair of residential premises within the social norm.
  6. DPU - common house metering devices.
  7. Sod. and rem. and. p. izl. pl. — maintenance and repair of residential premises for excess space.
  8. Drainage - drainage (or sewerage).

Intrusive “TO KPU”

Many people do not understand the abbreviations used in the receipt: for example, what is “TO KPU” in a single payment document? This is nothing more than Maintenance of Apartment Metering Devices.

To some citizens, paying for this service seems imposed and rather mythical. Its essence boils down to the fact that once or twice a year your meters will be wiped of dust and see if they work.

For this you need to pay about 50 rubles. per month. On the scale of Moscow, a fairly decent amount accumulates - 1 billion rubles per year.

Lawyers, consumer rights advocates and antimonopolists continue to argue about the legality of charging “TO KPU” in 2021 . But ordinary people still have to obediently pay for this incomprehensible service.

Insurance in EPD

Many also remain unclear what voluntary insurance in the ENP is and what it gives to the owner of a municipal apartment and the homeowner.

Column "Fear." or “DS” stands for voluntary insurance, and it is not included in the total cost of all utility bills. This amount can be paid separately or combined with other charges.

Voluntary apartment insurance is a product compiled by an insurance company. The service includes insurance of the following elements:

  • residential structures;
  • finishing;
  • technical equipment;
  • movable property.

The insurance covers an accident on the water supply, heating and sewer lines, fire, explosion and other force majeure natural phenomena, such as a hurricane. The conditions, rules and tariffs are set by the insurer.

Apartment insurance is a voluntary wish of the owner or tenant who does not mind protecting the residential premises from damage or complete destruction. The payer himself decides whether or not to insure the apartment.

How to get EPD via the Internet

There are several ways to receive EPD electronically . A paper form is sent by mail once a month, but you can receive it online without waiting for a chain letter.

ENP through public services

You can pay for the EDP through government services or through the application . In the “Payment” section, you need to go to “Utilities” and enter the payer code. The service will find the last generated payment or offer to select a different period for payment.

You should separately indicate your desire to pay for insurance. Next, you need to select a payment method and enter the details of the source of funds. At the moment, only bank cards are available.

Order EPD on mos.ru

A single payment document can be obtained on the website of the mayor of Moscow - an analogue of the public services service, but only for Muscovites. On the service page you will need to indicate the payer code from the EPD and the validity period of the document.

You need to act according to this scheme:

  1. Enter the payer code, apartment number and term.
  2. You will receive an electronic notification inviting you to subscribe to the EPD via email or SMS.
  3. The page will display information on the total payment amount with an offer to pay for insurance.
  4. If desired, you can upload the entire payment document in one file.
  5. EPD can be paid immediately on the website. Commission when paying on mos.ru is free for Bank of Moscow cardholders and 0.8% of the payment amount for all other users.
  6. If there are other unpaid invoices for the specified payer code, they will also be displayed with the selected document.

EPD via USSD request

You can also send a USSD request from a cell phone . You must enter *377*5*5*3# and press the call key. A dialog box will open asking you to enter your payer code. This is a 10-digit number without spaces. After this, you will receive a message with the total payment amount.

EPD via SMS

In your personal account on the website of the mayor of Moscow, after specifying the apartment data, you must check the box next to the receipt method - email or SMS. It is not forbidden to choose both options.

The SMS message contains only the total amount for payment. An email will be sent to your email with a list of services and details, as well as a link to download the EPD in PDF format.

If you do not receive an SMS, you can send an SMS with the text “Rent 1234567890” to the number 7377. Instead of numbers from 1 to 0, you should indicate your own 10-digit payer code.

Cost of service and payment procedure

Regardless of the territory of which subject of the Federation the payer lives, he will have to perform the following algorithm of actions to compensate for the cost of services:

  • go to the main page of the portal;
  • user authorization in the system (entering email/mobile number and password);
  • go to your personal account;
  • click on the tab pay / housing and communal services;
  • in the menu that opens, a list of available functions will appear, among which will be “receive a service”;
  • clicking on the link will open the user with a list of all communication providers;
  • the choice of supplier leads to EPD;
  • filling out a payment slip requires entering the drug number, current readings and the amount to be paid;
  • choosing a source for debiting funds - a bank card or another option;
  • Click on the “pay” button.

Depending on the source from which the money is withdrawn, payment confirmation will occur. After this, a receipt will appear on the screen that you can print.

For all regions of the Russian Federation

The size of the commission fee depends on the region, but on average it is 1 – 2 percent of the deduction amount.

For Moscow

The algorithm of actions for receiving EPD and compensation for the cost of services will be the same. The size of the commission differs slightly, which can reach 2.5%. There are no additional costs associated with working with VTB and Sberbank cards.

For the Moscow region

The commission fee in the system for residents of the Moscow region may be absent altogether or range from 0 to 3%.

How to pay for housing and communal services using the EPD

There are several ways to deposit funds into service provider accounts.

On the website mos.ru

After receiving a single payment document, online payment is available on the Moscow Mayor's website . Along with the total amount, a commission of 0.8% of the payment amount will be charged. Social card holders can pay without commission.

Via online bank

Housing and communal services under the ENP can be paid through mobile applications of banking systems. This opportunity is provided, for example, by Tinkoff Bank and Sberbank. To make a payment, you need to indicate the payer code and repayment period. The amount of the commission is determined by the bank. Payment for EPD online without commission is accepted by Tinkoff Bank.

How to pay through Sberbank online

The service is available only to Sberbank clients, that is, you must have a card of this financial organization and the ability to use your personal account on the official website.

To pay, you will need a payer code or barcode (when using ATMs). The card number will need to be specified if several accounts or cards are linked to your account.

Payment for EPD is available in the “Payments” section. If desired, you can configure the “Autopayment” functions: then the EPD will be paid on a specific date without user participation.

Via a terminal or at a bank branch

At the top of the EPD there is a barcode that will allow you to pay for the document at terminals. Almost all banks accept EPD payments at their branches.

What is this payer code?

Before we tell you how to find out the payer code (CP), we will briefly tell you what it is. This name hides a unique 10-character cipher. Using it, the payment acceptance system identifies the payer and receives all the information necessary to make the payment. It is this code that must be reported to the cashier, entered on the terminal screen or in the online payment service window.

Basically, it is formed by your management company - every home owner today has such a number. The housing and communal services payer code is, in fact, an unchangeable composition of numbers, letters or other symbols. It can transform in two cases:

  • Another management company has started servicing your home.
  • Some serious changes have taken place in the housing and communal services structure.

Ideally, when changing the code, the housing service company should warn the owner about this - after all, if you indicate the wrong payer code, the transfer will “hang”, and an unsuspecting person will be charged a penalty for late payment. To avoid such “surprises”, everyone needs to be aware of how to find out the payer code themselves before making a payment.

Features of the debt EPD

Users of housing and communal services are familiar with the concept of a debt EPD, but not everyone knows how a debt EPD differs from a regular one . In visual terms, the debt single payment document, if not drawn up inside the receipt, looks like a pink form. The document highlights services for which debt has accumulated.

A debt payment document can be presented in several versions. The receipt contains separate columns for debt and recalculation: they indicate specific amounts. If the debt is significant, a separate pink debt notice is sent.

Standard EPD arrives after the end of the month of payment . A receipt for January, for example, will arrive in early February. The debt will be the amount that should have been paid in the previous calendar month. In the debt payment document, the amount is indicated by month if the delay in payment is less than 1 year.

A separate debt EPD form is issued if there is a debt of more than 2 months.
