The BTI certificate on the condition of the premises building (Form 5) is an official information and reference document reflecting the location and technical condition of the facility. Its validity period is not limited, except in cases stipulated by regulations of Russian legislation. For example, if a new inventory of the premises was carried out, you will need to order a new certificate (Form 5).
This act provides information about the address of the premises, the state of its wear and tear as a percentage, the building materials of the building, and the internal height of the ceilings.
How to get
According to the Government Decree dated October 13, 1997. No. 1301 “On state registration of housing stock in the Russian Federation”, in order to obtain a BTI certificate on the condition of the building, the owner of the premises needs to order it at the local BTI branch and provide originals and photocopies of the passport and certificate of ownership.

If the owner, for some reason, cannot independently submit an application for the required paper, then in such a situation, an official representative who has legal grounds for this (notarized power of attorney) can do it instead.
How to get a BTI certificate for free yourself
All certificates are issued by BTI authorities on a paid basis. Depending on the status of the requester, the tariff may be reduced, and you can find out about preferential categories directly at the BTI institution. If the request to the BTI is drawn up by a notary or cadastral engineer, the price of the certificate will be included in the cost of the contract.
Here are the steps you need to take to obtain a BTI certificate yourself:
- decide on the type of certificate - specific situations require different information from their technical documentation, there is no point in ordering a paid certificate for all characteristics;
- decide on the BTI institution to which the request will be submitted - the BTI information is not included in the unified federal database, therefore, to receive information on objects from other regions, you need to send a request there in writing by mail or contact through the local BTI department (naturally, you need to take into account the deadline to receive written correspondence when requesting certificates from another region);
- fill out the form requesting a certificate - this form will be provided at the BTI institution at the place of application;
- pay the cost of producing the certificate in accordance with the approved tariffs;
- the certificate will be issued within the period specified when receiving the request, or sent by mail.
You can receive a certificate not only in person, but also through a representative. To do this, issue a power of attorney through a notary office and indicate as part of the authority the possibility of obtaining any certificates from the BTI.

An inspection report is a document in which, as a result of inspecting the location of an object: a building, structure, premises, parking space or an object of unfinished construction, a cadastral engineer confirms the termination of the existence of such an object / part of such an object due to its complete / partial loss or destruction .
Prepared in case of:
- voluntary decision of the owner of the object on demolition;
- recognition by the executive authority of the facility as unsafe and subject to demolition;
- in case of demolition or dismantling of an object/part of such an object for the construction, reconstruction of other capital construction projects;
- a decision by a local government body or court to demolish an unauthorized building.
List of documents received by the applicant:
Survey report in the form of an electronic document, certified by an enhanced qualified electronic signature of the cadastral engineer who prepared such survey report, on a CD disk and in the form of a document on paper, certified by the seal and signature of the cadastral engineer (in accordance with Part 1 of Article 23 Federal Law No. 218-FZ of July 13, 2015).

— documents confirming the termination of the existence of the object before 08/04/2018 (if available);
3.2. If the object ceased to exist after 08/04/2018 as a result of its demolition:
- decision of the owner of the object on its demolition (prepared in any written form and signed by such owner, notarization of such a decision is not required);
— a notice of completion of demolition, containing information about sending such a notice to the local government body of the settlement, city district or municipal district at the location of the land plot on which the demolished object was located.
4. Title and (or) title documents for the object and (or) for the land plot on which the object is located, such as:
— Extract from the Unified State Register of Real Estate for a capital construction project;
— Extract from the Unified State Register of Land Registers for the land plot;
— Purchase and sale agreement for a capital construction project and/or land plot;
— Donation agreement for a capital construction project and/or land plot;
— Certificate of inheritance rights to a capital construction project and (or) land plot;
— Judicial acts that have entered into legal force in relation to the capital construction project and (or) land plot (if any).
5. Organization registration card (for legal entities).

After the application has been submitted and a receipt for payment for the service has been provided, an employee of the bureau will set a day when it is possible to pick up the finished document, which will be completed on a technical form.

What it contains

In many cases, the matter may not be limited only to obtaining a certificate in Form 5, and other papers and extracts from the state register may be required. BTI provides services to citizens for a certain price, which is established on the basis of legal acts. More detailed information about tariffs for services can be obtained from the BTI itself at the place of registration of the property. BTI work is carried out on the basis of approved price lists.
For example, for the issuance of information in the form of a cadastral passport from the BTI, the tariff is set individually in each region and may differ. However, the cost of this service cannot exceed 500 rubles for citizens, and more than 1 thousand for legal entities.
Services for issuing documents and certificates are also paid, their cost depends on the location of the object, and is established individually in each specific department and branch.
- So, for a certificate of inventory value you will need to pay 540 rubles per copy.
- The service for providing an extract from the technical passport (form 1a) costs 212 rubles.
- A certificate of identification of an object's address costs 437 rubles (if a graphical application is not required).
- Services for issuing a floor plan are calculated based on square footage, the cost is 3.72 rubles per square meter.
- Issuance of an explanation for the floor plan (certificate forms No. 22, 25) – 180 rubles.
The cost of BTI assessment services depends on several factors. Each branch has an approved price list for real estate assessments. Thus, the cost of appraising an apartment up to 60 sq. m. is from 4000 rubles.
Some branches and divisions provide citizens with expert advice free of charge. Also, certain categories of citizens (WWII veterans and disabled people) can be provided with BTI services completely free of charge.
