From a legal point of view, an extract from the Unified State Register of Real Estate - a modern combined version of an extract from the Unified State Register of Real Estate and a certificate from the cadastral registration authority - is a mandatory document for various transactions, which allows one to assess the legal purity of a particular property. By requesting this document, you reduce the likelihood of being deceived by scammers, while the risk of purchasing real estate that is under arrest or encumbrance tends to a minimum.
In addition, this extract determines the owner of the apartment, house or land, which is a prerequisite in purchase and sale transactions, when entering into an inheritance and in other cases.
The certificate can be received in paper or electronic form. In both cases, determining the validity period of the document is associated with a number of nuances.
What determines the validity period of the new format statement? Is the period of validity of the document limited from a legal point of view? What to do if the statement is overdue and you need to submit documents as soon as possible? You can read about this in our article.
How long is an extract from the Unified State Register actually valid?
Despite the fact that the validity period of the extract is limited by law only in terms of the relevance of the data in it, in fact the extract can be provided as a supporting document only within 30 days from the date of receipt.
After this period, most government agencies and financial institutions will not accept this document from you. This practice is the result of many years of experience and eliminates the possibility of providing data that contradicts real facts.
It is also important to know the following points:
- The earlier the certificate was issued regarding the moment of provision, the greater the likelihood that the information in the legal documents was changed in connection with the completion of the transaction, change of owner or for other reasons.
- Each organization sets the validity period of the certificate individually, but most often it is equal to a calendar month.
- Moreover, the validity period of the document does not depend on whether it was issued to a legal entity or an individual, what kind of real estate it contains information about, etc.
- If at the time of provision the extract was received more than 30 days ago, you will need to contact Rosreestr again to issue it or order an electronic document format. The second option is more convenient and allows you to quickly obtain the necessary certificate.
Receive the document at the MFC office
To obtain a certificate of real estate condition, you must contact the MFC office, having in hand the following package of documents:
- ready application;
- confirmation of payment of state duty;
- identification document or its notarized copy.
Be extremely careful and accurate when filling out documents: the application must be completely filled out in block letters without errors or corrections. If all documentation meets the requirements, the center will accept it and provide you with a receipt of acceptance. You will receive a completed report based on this receipt, so it is important to save it.
Validity period of the USRN extract for registration
The period of validity of the document upon receipt of registration is determined in the same way.
In this case, an extract from the Unified State Register is also provided. Previously, information was requested in the Unified State Register database, which did not contain data on cadastral registration, and before that, the owner of the property was issued a Certificate of Registration.
Nowadays, obtaining a USRN certificate is enough to confirm ownership, which greatly simplifies the registration procedure. However, it is necessary to submit documents in a timely manner, without waiting for the document to lose its relevance.
How to open a statement xml file
Method 1. The statement itself (xml file) can be opened using any browser: Internet Explorer, Mozilla Firefox, Google Chrome, Opera. But for this, the browser must have permissions to open such files.
Method 2 . If it doesn’t work using a browser, you can use the Rosreestr service “Checking an electronic document” - https://rosreestr.ru/wps/portal/cc_vizualisation
- You need to attach the xml file and click the “Check” button.
- Then click the “Show in human-readable format” link. After this, the statement will open.
Also, using this service you can also check the authenticity of your digital signature .
To do this, you need to simultaneously attach the xml file of the extract and the sig file of the digital signature and click the “Check” button.
However, this service may not work correctly and the following notification will appear: “Digital signature verification could not be completed in full. The certificate that signed the document was issued more than a year ago, or the xml file and the sig file do not match each other.”
However, this does not mean that the extract and signature are not valid. All this is due to technical reasons of Rosreestr. At the time of writing this article, the service was not working. We hope that Rosreestr will soon correct all the errors and everything will work as it should.
How long is an apartment certificate valid for?
An apartment, like any real estate object, has its own characteristics, which are contained in a special register. In addition, an apartment may change more than one owner over the course of its history. Therefore, an important factor will be obtaining an extract from the Unified State Register for the apartment. It can be received by both the owner and any interested party.
The validity period of an apartment statement, whether electronic or paper version, is also unlimited until the information about the apartment is changed. For example, transfer of rights. However, some organizations have the right to independently regulate the relevance of the extract. For example, banks usually set such a requirement, which reduces the statement period to 30 days.
Checking the digital signature on the old State Services website
An alternative way to check your digital signature can be found on the old State Services website using this link - https://www.gosuslugi.ru/pgu/eds/
- Check the electronic signature . You need to select “Confirmation of the authenticity of the electronic certificate. Attach the sig file, enter the verification code and click “Verify”. If everything is fine, the message “ The authenticity of the certificate has been confirmed ” will appear.
- Check the electronic document along with the electronic signature . For this check, you need to select the tab “Confirmation of authenticity of electronic document: electronic document. Electronic signature - disconnected, in PKCS#7 format." Then you need to attach a zip archive with an extract in xml format, and attach a sig file with an electronic signature. Then enter the verification code and click “Check”. If the verification was successful, the message “ Document authenticity confirmed ” will appear.
How many days is an electronic extract from the Unified State Register valid?
This document format is subject to the same rules that approve the possibility of providing an extract as evidence of ownership within 30 days.
At the same time, you can receive an electronic statement in just a couple of hours urgently. The online service "Who's There" provides the ability to draw up a document at any time of the day or night. Thus, you save about 50% of the cost of the state duty and receive guaranteed reliable information from the unified database of the Unified State Register of Real Estate. The extract is certified by the digital signature of the registrar.
You can also send a request for a document on the Rosreestr website or on the government services portal. In this case, you will be able to receive a certificate only after 3 days. In addition, you will need to provide personal documents to verify your account.
The electronic format of the document has the same legal force as a paper extract, and therefore can be provided to any authority. This is also beneficial from a financial point of view: the state fee for obtaining an electronic certificate is 50% less than the payment for issuing a paper document.
Possible problems and ways to solve them
The applicant may encounter some difficulties when obtaining an extract from the Unified State Register at the multifunctional center. For example, an employee of an organization may refuse to issue a certificate due to the lack of a complete package of documents. In this case, the citizen needs to collect all the papers and reapply for an extract.
How to get or replace a compulsory medical insurance policy through the MFC - why is it fast and convenient?
The applicant will be denied if he does not have rights to real estate or land. Third parties will not be issued an extract without a notarized trust document; in this case, it is necessary to correctly fill out all permitting papers and repeat the request.
Citizens may appeal their disagreement with the refusal in pre-trial and judicial proceedings. The first involves filing a complaint with the head of the structural unit, the prosecutor's office. The second method involves filing a claim with the courts.
Determining the validity period of the statement according to the law
If we turn to the legislative definition of the validity period, we can see that existing regulations do not regulate the exact period during which the presented data can be considered relevant.
In fact, the document confirms ownership of a specific number - the date of its issue. However, it is clear that any changes to regulatory documents cannot be made in one day. Therefore, the actual validity period of the statement is 1 month.
The certificate of ownership, issued earlier on July 15, 2021, remains valid now, but for complete confirmation and execution of documents, it is necessary to obtain an extract from the Unified State Register of Real Estate.
Checking your digital signature using the State Services website
Relatively recently, the service “Verifying the electronic signature of an electronic document” appeared on the State Services website.
How to use it:
- Go to the link https://www.gosuslugi.ru/eds
- We attach the xml document in a zip archive. Please note: it is in a zip archive . No need to extract the xml file from the archive!
- We attach the electronic signature sig file.
- Click the “Check” button.
If everything went well, the message “The electronic signature is valid” should appear and this is the result:
The only disadvantage of such a test is that it is impossible to print the test results on paper.
What will be the validity period of an extract from the Unified State Register of Real Estate in 2021?
Despite the large number of changes made to legislation recently, the validity period of the extract remains the same.
At the same time, the changes will only affect the period for registering an object in Rosreestr when making real estate purchase and sale transactions:
- if cadastral registration documents and registration of property rights are processed at different times, they will be ready within 7 and 5 working days, respectively;
- Registration of a new property for cadastral registration in parallel with registration of ownership will take no more than 10 working days;
- The deadline for issuing an extract from the Unified State Register is now 3 working days compared to the previously regulated period of 5 working days.
Can the validity period of the statement change in the future?
Experts have repeatedly emphasized the fact that the validity period of the extract must be precisely determined at the legislative level.
There are two main reasons for this:
- ambiguous situations in the process of accepting documents by various authorities, when employees of institutions are forced to justify the need to provide a “fresh” extract;
- in fact, the extract may lose its relevance within 1-2 weeks after receipt - that’s how long it takes to make changes to the documents.
The reform of the state registration system is currently ongoing and will only end at the beginning of 2021. It is very likely that as part of the innovations, the validity of the certificate will be tied to a certain number of days.

What is digital signature
This is a separate file, part of the document that accompanies it. An electronic digital signature confirms the accuracy of the specified information.
There are 3 types of electronic digital signatures:
- Simple. Used to certify requests from legal entities for services to state and municipal institutions. Such a signature is not protected from forgery; it only confirms the veracity of the information it certifies.
- Reinforced unskilled. Often such a signature is used in electronic document management, but does not make documents equivalent to paper ones. But it is difficult to fake. It can also be used to determine when a document has been modified.
- Reinforced qualified. Has the same set of external characteristics as an unskilled one. But only this type of signature makes the electronic statement equivalent to a paper one with a blue signature and seal. It is almost impossible to fake it. The report on the EGRN.Register website is certified by such an electronic signature.
Some sites offer extracts that are not certified by digital signature. Such documents are reference information, and not a full-fledged report from Rosreestr. They have no legal force. Be careful.
